The United Federation of Changjo is a gargantuan, cultured nation, ruled by Lee Jaejoon with an iron fist, and renowned for its museums and concert halls, sprawling nuclear power plants, and anti-smoking policies. The compassionate, cynical population of 11.875 billion Changjoans are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The government — a sprawling, bureaucracy-choked, corrupt, socially-minded morass — juggles the competing demands of Law & Order, Defense, and Education. It meets to discuss matters of state in the capital city of Jaeho. The average income tax rate is 99.3%.

The police have reaffirmed their tough stance on drugs, abortions are routinely performed in Changjo's hospitals, child shoplifters spend half their youth behind bars, and military officers are given medals for disobeying orders. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Changjo's national animal is the Eagle, which soars majestically through the nation's famously clear skies, and its national religion is Seokism.

Changjo is ranked 163,124th in the world and 9,533rd in The North Pacific for Largest Insurance Industry, scoring -22.8 on the Risk Expulsion Effectiveness Rating.
