We, the people of Korelevia, having endured decades under the yoke of a foreign-imposed collective order, having buried our dead in the famines and purges of that era, and having at last reclaimed our voice in the Year of Restoration —

Resolved never again to permit the concentration of power in the hands of a single party, a single committee, or a single man;

Determined to build a nation governed by law rather than by decree, by the consent of the governed rather than the will of a politburo;

Committed to binding the wounds of our shared history while guaranteeing that no future generation shall inherit our chains —

Do hereby ordain and establish this Constitution as the supreme law of the Republic of Korelevia.

Section 1. Korelevia is a sovereign, independent, democratic republic. Sovereignty resides in the people and is exercised through free elections, referenda, and the institutions established by this Constitution.

Section 2. The Republic is founded upon the separation of powers into legislative, executive, and judicial branches, each independent of and accountable to the others.

Section 3. No law, decree, or executive order may suspend this Constitution, in whole or in part, except through the amendment process set forth in Article VII. Any attempt to seize power outside constitutional means is treason against the Republic and void from its inception and shall be punishable by death or exile.

Section 4. The Republic renounces in perpetuity the one-party state, the command economy administered without democratic oversight, and the use of state security organs against the political speech of citizens.

Section 1. Legislative power is vested in the National Assembly, a body of representatives elected by the citizens for terms of four years through free, secret, and periodic ballot.

Section 2. No person may serve more than three consecutive terms in the National Assembly's presiding office.

Section 3. The National Assembly alone holds the power to levy taxes, declare war, ratify treaties, and enact legislation binding upon the Republic.

Section 4. Sessions of the National Assembly shall be public unless a two-thirds vote determines that national security requires closure. No permanent secrecy may attach to any law once enacted.

Section 5. All elections under this Constitution — for the National Assembly, the Presidency, and any other office made elective by law — shall be direct. There shall be no electorate, elector, or intermediary body standing between the citizen and the office; each citizen's ballot shall be counted directly toward the outcome of the election in which it is cast, and no assembly or college may substitute its own judgment for the will expressed at the ballot box.

Section 1. Executive power is vested in a President, elected directly by the citizens for a term of five years, renewable once and never again thereafter.

Section 2. The President shall enforce the laws enacted by the National Assembly and may not rule by decree except in a declared state of emergency, which shall lapse automatically after thirty days absent legislative renewal.

Section 3. The President commands the armed forces but may not deploy them domestically against peaceful assembly, protest, or political dissent.

Section 4. The President may be removed through impeachment by the National Assembly for treason, corruption, or violation of this Constitution, with final judgment rendered by the Constitutional Court.

Section 1. Judicial power is vested in an independent judiciary, headed by a Constitutional Court, whose judges serve fixed terms and may not be removed except for proven misconduct.

Section 2. Judges shall be free from instruction, pressure, or reprisal from any political authority. Any attempt by the executive or legislature to influence a pending judgment is a crime against the constitutional order.

Section 3. The Constitutional Court holds final authority to strike down any law or executive act that violates this Constitution, including the Bill of Rights set forth in Article V.

Section 4. All citizens are entitled to a fair, public trial before an independent tribunal, to legal counsel, and to appeal.

In memory of those silenced under the old order, the Republic guarantees to every person, without distinction of ethnicity, language, religion, sex, or political opinion, the following inalienable rights:

§1. Freedom of Conscience and Religion. No citizen shall be compelled to affirm or renounce any belief, and no religion shall be established or persecuted by the state.

§2. Freedom of Expression and the Press. Censorship of political speech, art, journalism, or historical inquiry — including inquiry into the Republic's own past — is forbidden. No ministry of information or truth may exist.

§3. Freedom of Assembly and Association. Citizens may organize political parties, trade unions, and civic associations without requiring the permission of any state authority. No single party may claim a constitutional monopoly on power.

§4. Due Process of Law. No person shall be deprived of life, liberty, or property without fair notice and a hearing before an independent court. Arbitrary detention, and detention without charge beyond 48 hours, is forbidden.

§5. Freedom from Torture and Arbitrary Punishment. No person shall be subjected to torture, forced confession, or cruel and unusual punishment. Evidence obtained through coercion is inadmissible in any proceeding.

§6. Privacy of Person, Home, and Correspondence. No citizen's home, mail, or communications may be searched or surveilled without a warrant issued by an independent judge upon probable cause. Mass surveillance of the citizenry without judicial authorization is forbidden.

§7. Freedom of Movement. Citizens may travel, emigrate, and return to the Republic freely. No internal passport system may be used to restrict movement between regions.

§8. Right to Property. Citizens may own, use, and dispose of private property. Expropriation by the state is permitted only for genuine public use and with prompt, fair compensation.

§9. Right to Political Participation. Every citizen of majority age has the right to vote and to stand for office in free and fair elections, unobstructed by property qualifications, loyalty tests, or single-party candidate lists.

§10. Equality Before the Law. All citizens are equal before the law. No privilege or disability may attach to any person on account of class origin, ethnicity, or the political history of their family under the former regime.

§11. Right to Truth and Memory. Citizens have the right to access state archives concerning the abuses of the former order, subject only to narrow protections of personal privacy, and to commemorate victims of past repression without state interference.

§12. Right to Education and Livelihood. The state shall guarantee free primary and secondary education and shall not deny any citizen the right to work or engage in lawful enterprise on account of political nonconformity.

§13. Right to Health and Welfare. Access to healthcare is a fundamental human right, not a privilege contingent upon wealth, employment, or social standing. The state shall establish and maintain a system of public healthcare ensuring that no citizen is denied necessary medical treatment on account of inability to pay, and shall guarantee a basic floor of social welfare — including support in the event of unemployment, disability, old age, or destitution — sufficient to preserve the dignity of every citizen. These are enforceable rights: any citizen denied essential care or the welfare floor established by law may seek redress before the courts, and the Constitutional Court may compel the state to remedy such denial. Nothing in this section shall be construed to permit the state to compel any particular medical treatment upon an unwilling citizen; the right guaranteed here is a right of access, not an obligation to submit.

Section 1. All laws, decrees, and tribunals of the former one-party order are void as of the Year of Restoration, except where affirmatively re-enacted by the National Assembly.

Section 2. A Truth and Reconciliation Commission is hereby established to investigate abuses committed under the former regime, with power to recommend prosecution, rehabilitation of the wrongly convicted, and restitution.

Section 3. Former state security officials who directed political persecution are barred from holding public office for a period to be set by law, without prejudice to ordinary criminal liability.

Section 1. This Constitution may be amended only by a two-thirds vote of the National Assembly followed by ratification in a national referendum.

Section 2. No amendment may abolish the Bill of Rights, the separation of powers, the multi-party system, or the term limits established herein. These provisions are eternal and unamendable.

This Constitution is the supreme law of the Republic of Korelevia. Any law, treaty, decree, or official act in conflict with it is void to the extent of the conflict. Every official, upon taking office, shall swear to uphold it above any party, ideology, or foreign power.
