Jubiloso is responding to 
Udralstan's persistent faith in fascist ideology and declaration of war upon Jubiloso by flying in explosive drones to take out anti-air defenses before having the Bombardero capital ships pummel the ports with their missiles. U-boats are also moving in to sink any ships that attempt to flee Udralstan or take action against the Jubilosan navy.
Jubilosan drones destroy many anti-aircraft, the few remaining continue to fire at the air forces(at a disadvantage here, Udralstani anti-aircraft don’t work very well and are very old). The Grand Fascist Air Force is deployed. 3 plane squads fire at Junilosan naval vessels.

That's what military conscription is for.
Naturally, frigates with anti-air capabilities were deployed alongside the Bombardero capital ships to intercept any incoming aircraft. While the frigates are certainly capable of shooting down aircraft, there are still ships sinking into the waters. The admiral responsible for deploying these vessels is calling for reinforcements, along with ordering the remaining surface ships to retreat. In addition to more frigates on the way, there are rumors of a fleet carrier on approach as well. While the Bombardero capital ships are retreating, but still firing missiles at the ports, U-boats in the area remain lurking in Udralstan's waters.
