Administrator Bordeaux: This "cargo" ship should not be allowed to disrupt our trading and civilian activities near Portsmouth. After the incident with the Paleocacherian smugglers, we cannot be too careful. The discretion for handling this is your's, Captain.
Once the call ends Massé provides an order to the fleet, informing them to prepare to attack the ship on his command.

11 miles northwest of Portsmouth, The Lady Kieva begins to turn widely left at a speed of 20 miles an hour. Captain Ivanovna radios Portsmouth itself.
“This is the Lady Kieva. We have asylum seekers on board. Please do not fire. We are turning.”
As the ship turns, its left broadside faces the Quebecshire fleet.
Given that the ships are now eleven miles from Portsmouth, and the boundary of the international waters is twelve nautical miles from the land controlled by Quebecshire, Massé is forced to make a decision.
- Captain David Massé: Fire on the intruding ships, commanding officers of each grouping have jurisdiction over their decision making. I will report to the Administration on these developments.
The ships move into position. Two MGQ submarines move into attack position, each firing six 21 inch torpedo tubes towards the Lady Kieva to damage the hull and attempt to immobilize it. Following this, two F-35B Lightning II jet fighters launch from the flagship of the Portsmouth detachment, the MGQ Arceneaux.
Both jets fly past the cargo ship and await orders on any further action to take.
The submarines based on Victoria class hunter-killer submarines, specifically HMCS Chicoutimi (SSK 879).
The aircraft carrier is based on the Nimitz class, specifically USS George H.W. Bush.

The cargo ship is immediately rocked by the torpedos. An alarm begins blaring.
The bridge
Captain Ivanovna desperately tries to radio to Portsmouth
“We are peaceful! Do not fire!”
The ship begins to run up a white flag. Fires erupt at the bow and the middle of the hull on the 6th deck. The torpedos strike the lower 3 decks, and the ship begins taking on water. Drowning refugees are pulled from the holes in the ship, screaming as their bodies are thrown into the ocean. On the uppermost decks, refugees rush for the lifeboats.

- Captain Massé: Deploy stormbreakers.
As the lifeboats are lowered, both fighter jets circle back around over the ship and each deploys three GBU-53/B StormBreaker small diameter bombs above the Lady Kieva.
Four bombs smash into the decks of the ships, tearing the floor and setting those parts of the ship ablaze. The remaining two both explode in the water, sending rapid surges of waves towards the already struggling boat. The jets begin to return to the aircraft carrier in formation, Massé watching the boat before ordering further action.

The four top decks crack in half as fires spread. The ship begins to split in two as it sinks. There will be no survivors. Blood is in the water, and seared limbs float lifelessly away from the vessel. Captain Ivanovna screams as fires surround him. He grabs his radio, shouting into it one last time, radioing a message to The Morovan Oil and Steel public line for Kievan ships transporting oil to 
Terranihil and Willdavie.
“This is the lady Kieva. We are transporting refugees to Quebecshire. We are under attack by Quebecshirite forces. Requesting immediate aid.” He begins sobbing as the fires surround him, and suddenly, his screams crescendo and then silence as his body is engulfed by the fire. Women’s bodies float into the water, holding their burnt children close to their breasts. The white flag atop the ship falls down to the decks. One more wave crashes over the ship, and it splits in two, with both ends of the ship sinking to the ocean floor slowly, as passengers are trapped inside, praying for help.
None comes.

The fleet stands down as the ship sinks. An investigative team is brought out to investigate the wreckage. Several witnesses saw the altercation occur in the distance and the press has begun researching what occurred and seeking to report on it internationally. The investigative team confirms the lack of survivors and identifies the ship. The Grand Navy collects any important debris and evidence of the incident and attempts to clean the area to prevent environmental damages.
Captain Massé and the investigative team brief the Administrator for National Defence who prepares to report to the press on the incident.
Quebecshire City, Parliament
- ADN Émeric Boudreaux: As many have noticed, there was a brief naval altercation eleven nautical miles northwest of Portsmouth this afternoon. A previously unidentified ship now confirmed to have been of Morovan origin travelled in international waters for some time, aware of the presence of the Portsmouth detachment. It is possible that they attempted to communicate with our fleet, but were unable to do so because of the closed communications line.
After several minutes of the ships moving along the international boundary, they moved inwards, one mile into Quebecshirite territorial waters. At this point, the Portsmouth detachment's commanding officer made the decision to take action against the ship, as it was encroaching on Quebecshirite territory and mutual communication had not been made.
We are currently unsure of the ship's purpose. We are investigating if the Morovan government had any involvement, as it is unlikely a ship carrying that many people was fueled and staffed to make it this far if it was not sponsored by a government or corporation. Currently, the death toll stands at 2,300. We have no intention to indict nor court-martial any members of the Grand Navy. Thank you for your time.

KPN
Kievan Public News opened the days mid-day news report discussing the Morovan casinos hiring private security. It ended with the news anchor barely holding his composure as tears streamed down his face. Morovan news has played the last statement by the captain of the ship. KPN reports that The Lady Kieva was a cargo ship carrying Morovan asylum seekers headed towards Quebecshire. It also reports that there were no survivors. Morova is shocked, and the National Assembly has met in an emergency session to determine their response.
The MSS Nautilus
The Morovan lead submarine, headquarters of Grand Admiral Alexei Karamazov, sends orders to the 6 typhoon class submarines in Morovan waters to be ready as the Grand Admiral prepares a proportional response.
Émeric Boudreaux has returned to Parliament and informed Lucien LaRochelle and André Bellerose of the incident. LaRochelle and Bellerose find themselves in agreement that Quebecshire will make no further public comments except those pertaining to the investigation until Morova provides any further comment or request.

The government of Lyoa has accused Terranihil of hiding Patrice Yakurusha, Laurent Tulossa's vice president during the later years of his presidency. It is believed that Yakurusha may have some involvement with organizing the Rally for Lyoan Democracy.
Altaia
After intense fighting in the city of Kalole, the LNDF has withdrawn, allowing the Rally for Lyoan Democracy to take the city. RLD military commander Sammy Inikota gave a speech in the city, proclaiming that "a war of national liberation has just begun". RLD troops were spotted using arms allegedly from Morova.
The LNDF has begun a counter-attack to retake the RLD-held town of Amelaka, heavy fighting on the front has ensued.
Kitungano
As the LNDF evacuates the province, the Lyoan Revolutionary Command Council has occupied what the LNDF abandoned. Kitungano is now under the full control of the LRCC's Eastern Front.
Shalungu
Intense fighting has begun as LRCC forces enter the eastern part of the town of Namoya, which holds a major Creeperian mining concession. The LNDF garrison in the town is backed up by armed members of the National Diamond Mining Corporation, as well as the FAC's Black Division.
Wateka
Getie Airbase has begun prepping an air wing of the Lyoa National Air Force to participate in the Battle of Namoya. As rebel forces enter the town, the LNAF rushes to assist ground forces.
Abari
Heavy fighting is ongoing as rebels of the Terranilian-backed Rally for Lyoan Democracy attempt to capture the town of Makenita. Elements of Jean Patrice Yishuruba's Anti-Terrorist Unit are present in the clashes, attempting to destroy the RLD's Abari group.
Isiru
The Rally for Lyoan Democracy has begun an advance towards Itheru, a city of over one million in Isiru province. LNDF forces in the region are determined to slow the rebel advance, and recover the town of Bellaku.

Morovan People’s Assembly
The usually chaotic assembly is now silenced, with the Republicans and the Socialists unsure of what action to take. A screen at the front of the chamber unrolls, and Grand Admiral Alexei Karamazov’s picture is broadcasted onto it.
“Gentlemen. Our nation has been subject to a vicious attack. As of this moment, I am asking the assembly to vote to extend my term as emergency executive for two months as we navigate this crisis. I am also asking for an increase in military budget. I will dispatch a diplomatic request to Quebecshire.”

The Morovan government sends an email to the Quebecshire state department. It demands that reparations of 500 million dollars be paid to the Morovan government to be distributed to the families of those killed.
Half of Malgans Relocated
Over 200,000 Malgans living in Terranihil (about 50%) have been relocated to the reeducation facilities. This is a major success for the National Progressive Party. Terranihil will continue its campaign until all Malgans are relocated. The Director of Foreign Affairs referred to Malgans as "Malgers" in a recent news appearance.

Terranilian news reports the incident in Morovan waters. The government stated that it was "an unfortunate affair." Terranihil wishes for peace between its two allies. The Minister of Foreign Affairs urged Morova two not escalate the conflict.

Terranihil responds to the Lyoan government's accusations, stating Patrice Yakurusha is not in Terranihil. The Terranilian government once again requests the extradition of Mikel Therúnk.
Terranihil also commends the successes of the Rally for Lyoan Democracy.

The Parliament has been called to order. The Speaker of the Parliament, Lucien LaRochelle, has managed to quell the discussion and call the meeting to order on the subject of ₡500,000,000 credits requested from the government of Morova. After a short time, the length debate is set to begin.
Debate Session
- Thomas Cerf (Communist Party): Regardless of the ship's unlawful placement, this was a gross overreaction by our naval forces. It is tantamount to a crime against humanity and civilians and the government must accept responsibility. In addition to paying these reparations, I believe it would be wise to hold oversight hearings in regard to what occurred. We must make this right and get to the bottom of the incident.
- Fernand Maurice (The League): We owe nothing, and we cannot trust that the money will actually go to families. Oversight hearings are one thing, but Morova should not get a fraction of a credit.
- Cécile Mace (Liberal-Democrats): Oversight hearings are something we should consider, and I submit a secondary motion to this session for us to prepare those. On the current matter though, we should pay these reparations.
- Cesout Bonhom (ADCI/Independent): What we should be doing is having our guys' backs out there. Morova is a rouge state and we should not pay the credits, but we should prepare oversight and accountability measures to better approach these issues in the future.
- Pascal Vidal (Onward Quebecshire): Why the hell are we even debating this? Karamazov and his bastards in Kieva send a ship to OUR waters and then have the audacity to blame Quebecshire for the attack and claim the victimhood? No! Every credit we send in their direction is a credit wasted. They're lucky we waited for the ship to be in our waters, and if Karamazov instigates a fight, we should blow his palace back to the dark ages!
- Rémy Abbadie (Greens): There is clearly a high level of passion for this subject. We should move towards voting as quickly as we can. Our priorities should be the investigation, oversight, and ensuring environmental damage to the Portsmouth area is kept to a minimum.
- Lucien LaRochelle (Speaker, National Union): The time for debate has expired. Regardless of the outcome of the vote, my Administration will stand by the decision of this Parliament, and it is best for the nation that we move forward unified in our decision.

- Lucien LaRochelle: The Parliament, with the mandate of the people of Quebecshire, has spoken. Quebecshire will decline Morova's demand for five-hundred million credits as reparation for The Lady Kieva Incident. Several grievances were brought forth and we decided by a sizeable margin that we will not make such a payment. While I abstained from the debate itself, I voted against the reparations and am glad to see the Parliament has found clarity on the matter.
In addition to this, the Green Party of the Revanchist Coalition introduced a motion to establish oversight hearings in regard to the incident. Those efforts were approved with some controversy, and we will ensure these hearings are fair and just for all. Thank you all, have a wonderful evening.
