Given that the ships are now eleven miles from Portsmouth, and the boundary of the international waters is twelve nautical miles from the land controlled by Quebecshire, Massé is forced to make a decision.

Captain David Massé: Fire on the intruding ships, commanding officers of each grouping have jurisdiction over their decision making. I will report to the Administration on these developments.

The ships move into position. Two MGQ submarines move into attack position, each firing six 21 inch torpedo tubes towards the Lady Kieva to damage the hull and attempt to immobilize it. Following this, two F-35B Lightning II jet fighters launch from the flagship of the Portsmouth detachment, the MGQ Arceneaux.

Both jets fly past the cargo ship and await orders on any further action to take.
