The Etiquette of the Hall of Nations


Section 1: Basic Order

  1. The Etiquette of the Hall of Nations is established by Basic Order of the Delegate, and thus the Etiquette of the Hall of Nations may only be amended or repealed by Basic Order.

Section 2: Decorum

  1. The Speaker facilitates discussion and conducts voting. If the Speaker is unavailable, the Delegate or their designee will act as Speaker until a special election is held to replace the Speaker for the remainder of the term.

  2. The Speaker will moderate all discussions in the Hall, which shall be conducted in a considerate, collegial manner. The Speaker may warn or remove Members from discussion if the Member is not behaving in a manner consistent with the decorum that is expected.

Section 3: Discussion Procedure

  1. The Speaker, always in consultation with the Delegate, may create threads on the Hall of Nations forums in order to have citizens give their opinions on a certain topic or discuss a proposal. An example of proposal are the Regional Commendations, aimed to recognize worthy members of the region for their contributions to our community.

  2. A discussion period of at minimum seventy-two (72) hours, beginning at the time a proposal is posted, will be required before a proposal may be motioned to vote by a member. Another member must second the motion before the proposal can be brought to vote by the Speaker.

  3. A proposal that has been inactive on the floor for fourteen days without discussion, and has not been motioned to vote and seconded, will be withdrawn from the floor by the Speaker.

  4. All votes shall take place for seventy-two (72) hours. Voting citizens may vote "aye" or “nay", or votes of clearly similar intent.

Section 4: Electoral Procedure

  1. Members of the Hall of Nations are able to elect certain offices as prescribed by the Delegate in The Manners of Governance. The Delegate may amend this article to include or remove offices for election.

  2. Elections for officials will have a seventy-two (72) hour nomination period followed by a seventy-two (72) hour question & answer period for nominees, and finally a seventy-two (72) hour voting period. The Speaker or a Delegate-appointed designee shall organize and conduct the election.

  3. Members of the Hall of Nations may only vote for candidates recognized by the Speaker in each race. Should there be only one candidate for election to an office at the end of the nomination period, the candidate shall either receive approval from the Delegate to assume office or disapproval from the Delegate, resulting in the appointment of another citizen to the position by the Delegate.

  4. A resident who becomes a Member of the Hall of Nations during an on-going election cycle shall not be eligible to vote in that election. Any votes cast by an ineligible member are considered invalid.
