Travel is the way to broaden your horizon, both literally and figuratively speaking. And 18 is by far the best age to be traveling. Get yourself a rail pass that covers all of Europe and take two moths off in Summer. Having the best time of your life is guaranteed :) Oh, and drop me line or send a TG when you're in The Hague, I'll show you around when you're here.

Nah, I have plans for annexation into Canada.

Not sure if I've said this before, but apparently on Super Tuesday, Google searches for "how to move to Canada" increased by 300% or something like that. I can echo that sentiment right there.

Oppression will not necessarily raise your civil rights, but it will for sure raise dictatorship (if that's the type of rulership you want). When you get democratic type issues, pick the response that has the most civil rights in it, but that also won't ruin your economy or environment. Take into account also of what the actual issue is.

As far as I can tell, the NS model is pretty simplistic. Essentially, it treats all tax as income tax and doesn't take into account things like budget deficits, or tax from other sources.

In actuality, the game is continuing to compare spending with economic output, it just displays any situation where spending outstrips output as 100% taxation: the differences in numbers will still be apparent when you compare with other nations or look at your graph. As an example, look at Kindjal, who is #1 in world taxation levels, who has 100% taxation on the front page, but on the graph screens you can see he's actually at 137.2% taxation.
For my own part, I prefer (with my main at least) to balance things enough to have some taxation but at an amount I'd consider reasonable in real life. There's no game win state from this middle of the road approach, and you won't any trophies for achieving this, but in my headcanon a country that has 100% or 0% taxation has probably gone wrong somewhere.
So in short, if you want your tax rate to go down, then just avoid issue options that increase spending for a while, while waiting for your economy to grow. You can also look at ways to increase the size of your economy without increasing spending: my own nations "dump stat" for that is (appropriately) eco-friendliness. If I can boost the economy by sacrificing the environment, I do it. Likewise, there's a few government areas that I spend very low on (like defence, spirituality and welfare) which allows me to spend as much as I want on Education and business subsidisation.
Note also that if you're patient, you can also grow your way out of spending just by dismissing issues and doing nothing. However - just like real life governments - players don't really have much purpose if they're not making decisions, even if enlightened non-interference is probably the best way to a healthy nation.
As always, you can't win or lose this game, you can just poke buttons and see what happens. I suggest poke em, and let the numbers fall where they may.
