They are real. They all begin with [An International Incident], followed by the name of the issue itself

If you dismiss the 1st in a chain of them then you won't get the others till the 1st one comes back around. If you choose to select one of the options this time then the rest of the chain will become available and will eventually show up.

I personally "Vote" on all issues and don't dismiss any.

Do endorsements equal political power in any way, or are they only meaningful for the Delegate? Do higher endorsements for all nations withing XKI result in an increase in strength and stability for the region? Feed me knowledge.

I also prefer to vote on all issues, but I find that NOT dismissing critical (or even sometimes frivolous) issues can result in some pretty big setbacks in the beginning of the game. That's my opinion, it's probably wrong.

I wouldn't say wrong. I would say it's probably what you have observed from your experience.

I've dismissed a couple that I don't think a government belongs in. Like today I got the fur issue. The market can figure that out, I don't need to.

I've been looking at this forum but I don't know enough about anything to know what to be involved in.

This does look fun though. I used to love Model UN as a kid. (I know I'm a nerd) This seems kind of like that.

There's a game mechanic called influence. As you are endorsed in a region and as you stay endorsed, you acquire more influence. Delegates spend influence to use administrative powers like kicking and banning. If you have too much influence, a delegate cannot kick you. A region like 10000 Islands, in which we have a high WA nation population and no administrative delegate, the average level of influence is quite high, meaning that nobody in the region gets a high rating on the influence scale, since it's all relative. But if XKI had an administrative delegate and we got invaded, the raiders would have a very hard time removing anyone.

So as long as everyone endorses everyone, and you stay playing the game, you'll never have a reason to fear raiders. Only Delegates need to worry about the spending of influence. This is correct?
