Welcome to The Communist Bloc! You've probably come here either attracted by one of our recruitment telegrams, our leftist debates, or just the large population count under the socialist tag. No matter the reason, you are now home and you have now found your place! So what to do? I'm sure there are about a billion things rushing through your head right now, and no idea where to start in this massive place. So let's do a quick overview of the region first. The Communist Bloc (aka TCB or The Bloc) is a Pan-Left-wing region comprised of real-life socialists, communists, and anarchists. We welcome all people regardless of sexuality, identity, ethnic background, or religious creed.

The Bloc is a highly democratic region where anyone has every opportunity to join the community, bring their fresh new ideas, and contribute. We have roleplay, competitive elections, fun community activities, and even the ability for everyone to participate in making the law of the region through our directly democratic institutions. There's something for everyone here in TCB.

Newcomers Guide

So what should you do now that you've joined? Well, there's alot that's available:

  • Apply for Citizenship: Citizenship is your ultimate ticket here in The Bloc. Citizenship on the TCB forums allows you to vote in our regions directly democratic legislature, run for office, gain full access to the discord, and become a full-fledged member of the community. Anyone who wants to do more than answer issues should consider doing this.

  • LinkOur Regional Forum:
    Our regional forum is where most of the political scene of the region takes place. It’s very important for anyone who’s interested in participating in our region's government to join the forums. Making an account is very easy and simple. Should there be any problems, Comrade Kethania should be contacted.

  • LinkOur Regional Discord: Our regional discord is where most of our casual interaction takes place. Much of the active portion of the region’s community spend most of their time here than on the RMB debating. It's highly recommended that comrades join if they want to become active.

  • Our Government: The Bloc’s Government runs on the principles of socialism, equality, collective leadership, direct democracy, and freedom. It has a unique four-branch system. With an executive handling governmental affairs (such as activities, immigration, interaction with other regions), a democratic legislature that makes laws for the region, an elected Judicial Branch to interpret the constitution and the law, and an Administrative Branch which moderates the discord and the forums and acts in a policing capacity. The most important principle, however, is that the World Assembly Delegate is not the leader here. The people, in fact, influence the appointment the WAD through the popular will.

How Can I Get Involved in Regional Government?

To get involved, it’s important that you have citizenship. Without it, you cannot any of the activities below. If you have not already, please refer to the links above for newcomers to get started. For newcomers or older members who want to become members of our community, it is highly recommended to begin by gaining citizenship on the forums, and then joining the discord and gaining full access using said citizenship. Following that, the best thing to do is to volunteer for a ministry and then make yourself known in the community by being active and interacting with people (don't be shy, we don't bite).

  • Volunteering for the Civil Service: The first thing that every citizen should try and do is apply for a ministry. The regions ministries are the main bodies that carry out the governmental work in the region. Depending on who you are, you can become a diplomat, a reporter for the news, a activities organizer, a roleplay manger, or assist on the legal team! You can volunteer Linkhere.

  • The Constitution: Anyone who wishes to become more active ought to eventually read the Constitution. Yes, I understand that it is long, personally, it took me a few tries to fully finish it. But it's wise to have knowledge of the highest law of the land.

  • Join the People's Revolutionary Air Force: What now? Do we have a military? To many, this may seem confusing, but it is perfectly normal for NS. The Communist Bloc is home to its very own military; the People's Revolutionary Air Force. It actively assists in raiding right-wing, fascist, and other reactionary regions in the game. Their goal is to eradicate them completely, whether that be through attacking them directly or by defending fellow left wing regions, and to remove the ability of fascists or other reactionaries to use this game as a real-life recruitment space for their toxic creed.   • The NSLeft: The Solidarity Pact of the NationStates Left, or the NSLeft, is the largest and most influential leftist alliance in the game. TCB is a member of this important alliance. Formed of only leftist regions comprised of real-life leftists, NSLeft seeks to further interregional leftist solidarity and create a united front against right-wing reactionaries.

  • Someone is misbehaving on the RMB! What do I do?:
    Please click this Big Report Button Thingie to send a telegram to our RMB moderators. You should include links to posts/pages containing improper material. Please also report to game moderators if applicable.

  • Why should I become a citizen?
    Many reasons. Citizenship is like a switch from "just hanging around" to "being a full-fledged part of the region". Citizenship allows one to vote in elections, run for positions in government, participate in the discussion on forums (which is where the most of it happens), and all that good stuff. If you are not yet a citizen - you're missing out.

    You may be suspicious of this whole bureaucracy, and wondering why can't we just allow the aforementioned freedoms to everyone. Well, there are good reasons. This world is dark and full of very very bad people doing all sorts of illegal and immoral activities. Citizenship allows us to prevent them from running for offices, spying on our region, etc. Unless you are one of those very very bad people, you have nothing to worry about.

  • Who is actually in power in The Communist Bloc?

    The Head of State is the First Minister(FM), who is elected by the citizenry in the First Round of Ministerial Elections.
    The Head of Government is collectively the Council of Ministers(CoM), which is elected by the citizenry.
    The Head of Legislature is the Speaker of the Legislative Committee, who is internally selected by the Committee, which itself is elected by the citizenry.
    The Heads of Military are the Minister of Foreign Affairs and Defense(MoFAD), who is elected by the citizenry, and the Air Marshall, who is nominated by the Minister of Foreign Affairs and Defense and confirmed by the Council of Ministers.
    The Head of Judiciary is the Chief Justice of the People's Tribunal, who is internally selected by the Judiciary, itself elected by the people.
    The Head of Administration is the Head Administrator, internally selected by the Administrative Council, which also selects its own new members.
    The Head of On-Site Administration is the World Assembly Delegate(WAD), who is appointed by the First Minister with the consent and approval of the Council of Ministers.

  • Why is my application not being processed?
    Sadly enough, processing applications take time and effort. It also gets pretty tedious after a while. A couple of days is a reasonable enough expectation of the processing time. We haven't forgotten about you, so just exercise patience.
    Oh, and if after a week your application is not yet processed, then we probably have forgotten about you, so feel free to complain to Solveneia or another government official displayed in the regional page we will look at what can be done. If something is unclear, please, feel free to telegram Solveneia, or another government official.

How to apply for citizenship

Do you want to get involved in TCB? Do you want to do more than just answer issues all day? Do you want to have fun? If that’s the case, you probably want to apply for citizenship.

Requirements to be eligible for citizenship:

1. You must have a nation residing in The Communist Bloc

2. You must have a World Assembly nation on Nationstates (not necessarily in this region)

To apply for citizenship, follow these steps:

Step 1: Click Linkhere for our forums.

Step 2: Click the down arrow next to “Login”, as shown below.

Step 3: Click “register”, as shown below.

Step 4: Fill out the required information, and then click "register".

Step 5: Copy the application template provided Linkhere.

Step 6: Go to Linkthe Naturalisation Office and create a Linknew topic.

Step 7: Title the topic “Citizenship Application: [INSERT USERNAME HERE]” and paste the application template on the topic.

Step 8: Fill out the application. Make sure to be honest!

Step 9: Click "Post Topic".

Step 10: Wait for your application to be processed.

Once a citizen, you can partake in all the activities our region has to offer, including:

I remember this one time where some young adult US tourists tried to steal stuff in NK, got sent to prison. The US government raged so hard, but its funny how they do exactly that with hundred thousands of people every year, yet I see no complains from white liberals or cons about that.

What are yours views on indian reunification, because I personally believe that's the only stable format for socialism in the subcontinent.

I think that's the best format for state socialism but I do have a few concerns. My main problem is that the borders of any state are by nature arbitrary and imposed without any consideration to the residents of the border regions. This is particularly a problem in South Asia. If you were to return to the 1947 borders of British India (without Aden, UAE, Myanmar etc) then you will end up dividing the ancestral homelands of the Pashtun and Baloch peoples in the west and some smaller tribes in the northeast. If you were to either include or exclude their entire territories, the borders of the subcontinental state won't be anchored against any natural barriers like rivers, mountain ranges etc. And annexing their regions in their entirety also means getting into a multi-front conflict with Afghanistan, Iran, Myanmar and China.

Then there is the problem of reconciling the differences between diverse peoples within the same state. There is little in common between say a Punjabi and a Tamil. Their cultures, languages, cuisines, architecture, art, music, dance and clothing styles are so distinct from each other that there is a bestselling romance novel (written by an infamous neolib) about a Punjabi-Tamil couple as if they were from different countries; not to mention the differences in climate, topography etc and the resulting economic disparities that cannot be solved by the one-size-fits-all policies of a centralized state. The common solution proposed to this problem is that of federalism. But that begs the question: Instead of having multiple ethnolinguistic groups within the same state, why not give each group its own state and unite them in an EU-style supranational union? Of course this will lead to further disputes over who counts as a 'nation' and deserves their own country and how to draw sharp lines through areas where the population is mixed and transitions gradually from one group to another.

My point is, even though I agree with you that the socialist movement in the Indian subcontinent will need to address the problems created by the Partition of India along religious lines, any socialist state, regardless of whether it is a unitary state, a federal state similar to the USSR, or a confederation of sovereign states divided along ethnolinguistic lines, will face its own set of problems not too dissimilar from the current situation. The solution I propose is to return decision-making to the local level. India has a rich history of decentralized village assemblies (called 'Gram Panchayats' in Hindi), common ownership of wells and sacred groves, anti-materialism (not the Marxist kind), charity and hospitality that has survived millennia of repression from monarchs, clergy and imperialists. This system had its fair share of problems but I do think Indians are naturally anarchistic (after all, we are kinda infamous for disobeying driving and littering laws lol). So I think partitioning the subcontinent into a network of anarchist communes with some temporary delegate councils (akin to the UN rather than traditional states) to resolve regional issues is the best way to achieve socialism here.

TLDR: I agree with the general sentiment of reunification but think a confederation of anarchist communes is even better than a multinational state.

Regional Message Board Regulation Act 2020

An act to reform RMB regulation.

Now, therefore, BE IT ENACTED by the order of the glorious Constitution of the Revolutionary Republic, by and with the advice and consent of the Citizens of The Communist Bloc, in this present Legislative Committee assembled, and by the authority of the same, as follows-

ARTICLE I - Definitions

(1) "Principal Act" shall refer to the current bill here presented.

(2) “Regional Officer” shall refer to citizens who are Regional Officers on NationStates side of The Communist Bloc.

(3) “RMB” shall refer to the Regional Message Board on NationStates side of The Communist Bloc.

(4) “RMB posts” shall refer to posts on the RMB of The Communist Bloc.

(5) “Regional Communications Officer” or "RCO" shall refer to Regional Officers with the ability to suppress RMB posts.

(6) “NationStates Moderators” shall refer to moderators of NationStates, who are not Regional Officers.

(7) “Embassy Regions” shall refer to all regions that have embassies with TCB.

(8) "RP" shall refer to Roleplay on the Regional Message Board for the purposes of this act.

Article II - Category

(9) This Act shall be classified as a Type I Administrative Law.

Article III - Provisions

(10) All previous non-legislative rules and regulations relating to RMB use are declared null and void.

(11) Any legislation which affects the RMB must be made into a dispatch, available for all NS users.

(12) Regional Communication Officers may not arbitrarily suppress RMB posts.

(13) Regional Communication Officers are obligated to report and suppress RMB posts violating NationStates Terms &
Conditions of Use, or that violate resident or citizen rights as defined by the Constitution

(14) Regional Communication Officers must suppress RMB posts that contain the following:

  1. Deliberately upsetting materials.

  2. Discriminatory or derogatory terms used outside of quotations.

  3. Link to illegal or dangerous websites or material.

  4. Graphics or links to graphics that are violent, sexual, disturbing or may not be considered as PG-13.

  5. Personal defamation, attack, or harassment.

  6. Overt or covert hateful, fascist, or alt-right symbolism, slogan, rhetoric, or statements presented outside of appropriate quotation.

  7. Any speech which may be considered Hate Speech.

  8. Denial of historical or ongoing serious crimes in the real world or serious allegations of such in unprofessional, unscholarly, chauvinistic, or inflammatory manners.

  9. Discussion of serious crimes in nonchalant, unprofessional, unscholarly, chauvinistic, or inflammatory manners; mature, respectful, scholarly, and civil discussion around serious crimes should not be suppressed.

  10. Excessive personal information.

  11. Material or information posted with the express aim of negatively affecting the mental health and wellbeing of others.

  12. Suicidal material.

    1. A mental health emergency contact dispatch will be maintained, including phone numbers to mental health helplines in as many countries as reasonably possible. Anyone posting suicidal material will be sent this dispatch through telegram.

  13. Libelous or openly illegal content.

  14. Extreme sectarianism.

  15. Discussion of military affairs, including raiding another region.

  16. Profaned language not directed to anyone.

  17. Excessive profaned language.

  18. Excessive repetitive words

  19. Quotation of a suppressible post without effective censorship.

  20. Evidently false claims.

(15) Regional Communications Officers can make a RMB post with all of the following after suppressing a RMB post.

  1. Indication of the post suppressed, such as a quotation, the link, or the post ID.

  2. A link to the Principal Act.

  3. A reason to suppress according to the principal Act.

(16) Regional Communications Officers must keep a record of all disputed suppressions on the Forum. For each disputed suppression, the Regional Communications Officer must provide the ID of the post or the link to the post, and the reason for suppression.

  1. If applicable, Regional Communications Officers can include possible violations of the Criminal Code.

  2. The Administrative Council and the People’s Tribunal shall have access to this record. The Administrative Council may overturn suppressions. They may direct Regional Communications Officers to un-suppress RMB posts.

(17) Residents of The Communist Bloc and Embassy Regions are encouraged to report RMB posts to NationStates Moderators.

(18) Residents of The Communist Bloc and Embassy Regions are allowed to appeal against specific suppressions via RMB Posts, telegrams to Members of the Administrative Council, Discord direct messages to Members of the Administrative Council, and Forum direct messages to Members of the Administrative Council.

Article IV - Roleplay

(19) Roleplaying is permitted on the RMB but must be conducted in a civil manner.

(20) Roleplay must be put in a "Spoiler" and be labeled as such.

  1. The code for RP Spoilers on the RMB is

    1. Should residents forget to spoiler RP, they may be reminded to do so via Telegram.

    2. Repeat Offenders may be asked to cease joining RP. Failure to abide by this may result in suppressions/ejection from the region.

(21) Regional Communications Officers shall oversee RP.

  1. RCOs shall review posts on a case by case basis. Should they believe that the RP has violated section (14) of this act with malicious intent, then they may suppress and/or eject and ban the offender.

  2. Spamming the RMB with RP is not permitted and may result in being asked to cease, or even ejection. Players must not make multiple posts for RP, except where a reasonable period of time has passed.

  3. If an RCO believes that a piece of RP is acting in a manner as to make the RMB unenjoyable for others, they may suppress that post.

Article V - Schedule

(22) This act shall be considered legally binding following majority assent from the Legislative Committee, as well as majority assent from the People's Assembly.

(23) A dispatch version of the Principal Act shall be created immediately after it is passed, and shall be maintained by the incumbent Minister of Information.
