A Message to the Confederation from the Vaktarian Halls of Commerce
Following evidence of an external plot to foil the coronation of Field Martial Hogan in Reikland, said coronation has been performed in a minor, official ceremony in Port Orenton, the de facto capital of the Free Empire.
With little pomp or circumstance the Field Martial has been crowned His Imperial Highness, Basileus Lucius Verus, Overlord of Orenton, of Estmar, of Westmar, of Neighton, and of Reitland, Wielder of the Unburnt Sword, Lord Commander of the Imperial Dragoons, Defender of the Treasury.
Noble celebrations took place from Port Ed to Varrosa to Reitland as the Free Empire returned to a state of absolute monarchy it has thrived under for almost three centuries, even going so far as to fly the Vaktarian Tower and Gryphons as opposed to the individual flags of the gentry.
It is regrettable that the planned ceremony was cancelled but we nonetheless would like to convey our gratitude to those parties who sent gifts to our dear Basileus.

Welcome to the greatest region in all of NationStates! For those of you who may possibly be new members, the Office of the Overseer deems it necessary to inform you of the existence of Imperial Law and the Regional Message Board Act, both of which are attached below:
The Imperial Constitution of the Confederation was enacted on 9th February 2020, following the termination of Imperial Law.
Historically, legislation, known as Confederation Law, was formulated democratically by the Confederation High Council as each nation of the region was able to vote. A revision to this system allowed only seven selected nations to sit on the Council. These were democratically elected. Following the Occupation (and then Liberation) of the Confederation, the Confederation High Council was dissolved, deemed "...ineffective at protecting the Confederation." It was replaced by the Multinational Advisory Committee, which acted similarly to the High Council but in a more absolute, efficient way. Only members of the MAC were able to cast a vote on pending legislation. The MAC, however, encountered issues when tensions between nations in the Confederation boiled over, throwing the region into the Jocospo-Feroxian War. It was disbanded and replaced by the Supreme Council. With this action, Confederation Law was gradually rewritten over a series of months and, following the political turmoil of late 2016, became Imperial Law under Emperor Emanoel II.
The events prior to and during the Second Jocospite Civil War in 2019 culminated in significant reforms made to Imperial Law under Emperor Leopold I. These predominantly concerned the Confederation's government structure.

Secondly, the Doctrine of the Rights of Formation commands that the Confederation will be governed by a separate administrative body to the Emperor and the Imperial Cabinet. This body is to answer to the Emperor and the Imperial Cabinet and may take any form desired by the Imperial Empire. The chair of this body is to always be headed by a Jocospite citizen, appointed by the Imperial Cabinet with approval from the Emperor. The chair of this body is free to remove or appoint his/her undersecretaries as he/she wishes. The Imperial Cabinet reserves the right to, if authorized by the Empire, remove the chair of this body from office, along with his/her undersecretaries. The headquarters for this body are to be based in the Imperial Capital, Vocryae. This body is to regulate the Confederation with laws that are not limited to those of the Imperial Empire. This body is to command both supreme legislative and executive power. This body is to control all divisions of the Confederation, including its military, economic and societal branches. The judgement of this body is considered divine and the will of the Emperor and the Imperial Cabinet.
This body decrees the following:
This body shall be known as the Supreme Council, chaired by the Viceroy of the Confederation, and this body's headquarters shall be based within the political complex known as Confedereichstag II; this body and all its undersecretaries shall hold life tenure unless removed by the appropriate powers; this body defines those appropriate powers as: i) for Supreme Councillors, the Imperial Cabinet of the Imperial Empire of Jocospor; ii) for undersecretaries, said undersecretaries' Supreme Councillor or the Viceroy of the Confederation;
This body demands that all nations of the Confederation swear loyalty to the Emperor of Jocospor, the Imperial Cabinet, this body (being the Supreme Council), the Confederation government and the Confederation itself; this body deems criminal the following behaviours:
Actions considered to be treasonous against the aforementioned authorities;
Seditious manipulation of the Confederation's peoples;
Gratuitous disturbances of the Confederation's peaceable society;
Collusion with outside nations, regions or organisations at the expense of the Confederation, including but not limited to the unauthorised sharing of region intelligence or the deceptive infiltration of the Confederation;
This body recognises the Treaty of Rondhelm and binds the Confederation to it.
This body shall command the Confederation's military; this body establishes the War Ministry, headed by the Minister for War, to administrate the Confederation's military; this body permits the Minister for War a seat on the Supreme Council; this body decrees that the Confederation's armed forces shall be collectively addressed as the Confederation Defense Force; this body separates this collective into three branches: the Confederation Imperial Army, the Confederation Navy, and the Confederation Air and Space Force;
This body shall command the Confederation's secret service and its police force; this body establishes the Bureau of Security and this body places the aforementioned bureau under the control of the War Ministry; this body authorises for this bureau the use of non-conventional tactics of espionage, not excluding assassination;
This body, owing to the civil unrest of late 2018, establishes the Confederation Peace Force and this body places the aforementioned force under the control of the War Ministry, specifically the Confederation Imperial Army; this body charges this force with upholding inter-regional piece between Confederation nations as well as stabilising nations suffering from civil conflict;
This body shall command the Confederation's inter-regional raiding force; this body establishes Chrome Company and this body places the aforementioned company under the control of the War Ministry; this body directly associates this company with Lex Magnus Corpus (see 6.a);
This body enacts the Air Force Reform Act 2019;
This body enacts the Navy Reform Act 2019;
This body enacts the Weapons of Mass Destruction Act 2019;
This body enacts the Confederation Intervention Treaty 2019;
This body shall command the Confederation's economy; this body establishes the Imperial Treasury, headed by the Director of the Exchequer, to administrate the Confederation's economy; this body permits the Director of the Exchequer a seat on the Supreme Council; this body separates the Confederation's economy into two branches: the Ministry for the Collection and Regulation of Trade and Taxation and the Department of Raw and Manufactured Production;
This body enacts the Central Tax Fund 2018;
This body enacts the Imperial Treasury Tax Code 2019, rendering the Central Tax Fund 2018 obsolete;
This body shall command the Confederation's courts; this body establishes the Supreme Judiciary, headed by the Chancellor, to administrate the Confederation's courts; this body permits the Chancellor a seat on the Supreme Council; this body rules that the Supreme Judiciary shall enforce the legal proceedings of the Confederation at the discretion of the Chancellor and this body declares the actions of the Supreme Judiciary independent from legal proceedings of the Imperial Empire; this body further defines the Confederation's legal proceedings as Inquisitional Hearings that take place within the public forum; this body appoints two Associate Justices to assist the Chancellor in providing evidence against accused nations during Inquisitional Hearings; this body instates that all actions by the Chancellor must be first approved by the Viceroy of the Confederation; this body legalizes capital punishment;
This body establishes the colony Vangmar, provincially administrated by the Proconsul of Vangmar, to act as a place of exile for those nations banished indefinitely from the Confederation by the Supreme Judiciary; this body does not permit the Proconsul a seat on the Supreme Council; this body places the aforementioned colony and its governance under the control of the Supreme Judiciary, though permits the Proconsul to act as he will until corrected; this body commands that condemned nations will continue to observe Imperial Law;
This body declares that, if an incident (harmless, threatening or otherwise) were to befall the Viceroy of the Confederation and consequently render him/her unable to hold office, the Chancellor of the Supreme Judiciary, being the Confederation's highest-ranking law officer, would be appointed Acting-Viceroy of the Confederation to ensure regional governance and order; this body relieves the Acting-Viceroy of his/her duties only when the Imperial Empire has appointed another Viceroy of the Confederation;
This body establishes the Imperial Delegates' League; this body defines the league as an avenue for World Assembly representatives of Confederation nations to draft resolutions and engage in constructive debate; this body regulates the administration of the league to the Chancellor's Office;
This body shall command the Confederation's people; this body establishes the Social Assembly, headed by the Overseer of the People, to administrate the Confederation's people; this body permits the Overseer of the People a seat on the Supreme Council; this body separates the people of the Confederation's needs into two branches: the Department of Societal Advancement and the Department of Political Communications;
This body purchases the former-independent media publication Confederation Coverage; this body declares that Confederation Coverage shall from now on be a state-operated media publication, published quarterly, delivering the news of the Confederation to those of the region and those of afar; this body delegates the upkeep of Confederation Coverage to the Overseer of the People;
This body implements the Civil Congress, detailed extensively in the Civil Congress Act 2019;
This body, with advised caution, permits the establishment of political parties within the confines of the Civil Congress; this body will not consider any such organisations valid unless they are registered with the Office of the Overseer; this body declares that it will not be challenged by any such party, society or faction and will approach belligerent organisations with hostility; this body reserves the right to disband various or all parties as it sees fit;
This body shall have powers over the Confederation's international dealings; this body establishes the Foreign Office, headed by the Secretary of State, to oversee the Confederation's international dealings; this body permits the Secretary of State a seat on the Supreme Council; this body authorises the Foreign Office to speak on behalf of the Imperial Empire on matters including but not exclusively limited to trade and international security; this body instructs the Foreign Office to seek embassies with other like-minded regions; this body instructs the Foreign Office to at all times represent and preach the values of the Confederation throughout the world;
This body implements the Foreign Policy Act 2019 and establishes the according authorities;
This body realises that the Confederation' has become known to many of the world; this body hereby establishes Lex Magnus Corpus; this body defines the corpus as an inter-regional organisation that represents the Confederation's interests far and wide; this body thus refers the reader to the official ratifying document for the corpus: Lex Magnus Corpus (The International Syndicate Against Degeneracy);
This body permits the Foreign Office to vassalise other regions in the name of the Confederation; this body declares that all vassalised regions shall swear fealty to the Confederation; this body further declares that all vassalised regions shall act independently from the Confederation unless directed; this body grants the primary leader of all vassalised regions the title Proconsul of/of the <vassalised region>; this body refers the reader to the official ledger documenting all ratified puppet regions of the Confederation: International Possessions of the Confederation;
This body mandates that all appointed Confederation leaders, following their induction, swear the Imperial Oath on the Regional Message Board:
- Forthwith, and for all my natural life henceforth, I swear I shall serve Jocospor and her Confederation of Corrupt Dictators to the greatest extent of my faculties. I shall lead with distinction, with fortitude and with integrity. Always, I will obey the authorities that command me. Always, I will strictly adhere to Imperial Law. This body encourages all Confederation nations to be in support of right-wing ideologies;
This body outlaws the principles and practices of democracy; this body forbids the holding of elections throughout the Confederation unless instigated by the Supreme Council;
This body declares that no Confederation nation shall fly the Australian Aboriginal flag; this body permits nations to fly the Confederation of Corrupt Dictators flag if they remain apathetic on the subject;
This body demands that all Confederation nations maintain a standing military force; this body refutes the concept of a disarmed nation;
TARGET MET 11th January 2019 This body implements the Requisition of Human Labor; this body demands that all Confederation nations donate 0.0025% of their populations per month to the Imperial War Ministry for the next two years; this body exempts the Imperial Empire of this tax; this body further exempts nations who hold seats on the Supreme Council from this tax;

This body reserves the right to award state honours;
This body establishes the title Hero of the Confederation; this body reserves the right to award this title to any Confederation citizen who deserves commendation for exemplary regional efforts; this body recognises this title as the most prestigious awarded by the Confederation; this body grants the recipient of such a title a monetary pension to be determined conditionally by the Imperial Cabinet; this body establishes the subcategories First Class (HCF) and Second Class (HCS) for this title; this body commands that First Class Heroes of the Confederation shall dine with the Emperor once yearly on a date established by the Imperial Palace;
This body furthermore establishes the title Imperial Loyalist (HCIL); this body reserves the right to award this title to any nation whose broad actions are deserving of commendation;
This body furthermore establishes the Order of the Severed Hand; this body reserves the right to award knighthood to any Confederation leader who weathers the annual Z-Day in a commendable fashion; this body clarifies that only one tier exists for the Order, that being Knight of the Order of the Severed Hand (KOSH); this body commands that Knights of the Order of the Severed Hand shall dine with the Emperor once yearly on a date established by the Imperial Palace; this body permits recipients of the Order to preface their names with the honourary titles Sir and Dame;
This body declares the Confederation's Regional Message Board a sanctuary of political and intellectual discussion; this body grants any nations who hold a seat on the Supreme Council the right to censor comments of nonsensical, proactive or aggressive natures; this body details this agenda in the Regional Message Board Act 2017 Regional Message Board Act 2019; this body orders that all nations like Regional Message Board announcements issued by any division of the Imperial Empire;
This body does not permit regional cartographers to embark upon mapping the entire Confederation; this body does however allow for regional cartographers to map clusters of nations, should those nations be easily drawn; this body outlaws the concept of a regional map;
This body warns that a breach, however minute, in the above legislation will be viewed as an act of insurgency against the Confederation of Corrupt Dictators and will be punished via the appropriate legal proceedings; and
This body reserves the right to amend the above legislation at any given time.

First and foremost, it is acknowledged by the Doctrine of the Rights of Formation that the Confederation of Corrupt Dictators is a vassal possession of the divine Emperor of
The Shadow Cult of Jocospor. This is not dependent on any governing body such as the particular incumbent Emperor. This may be revoked only by the Emperor Himself.Secondly, the Doctrine of the Rights of Formation commands that the Confederation shall be governed by the immortal Emperor himself. He is permitted to establish his own administration to govern the Confederation, which discharges government unto His divine authority. This administration may take any form desired by the Emperor. The headquarters for this administration are to be based in the Imperial Capital, Vocryae.
In the event of no hereditary successors to the Imperial Throne, the incumbent Emperor of Jocospor nominates a successor whose accession is assented to by the Imperial Senate. If the Emperor failed to nominate a successor before his demise and there are no hereditary successors, the High-Direktor (or Acting-High-Direktor if applicable under article II.i.g. of the Constitution), will convene the Imperial Council and any special advisors they wish to include with the purpose of nominating a new successor whose accession is assented to by the Imperial Senate. Should the successor be unable to take the throne, the High Director will serve as Regent of the Confederation until the successor is ready to ascend the throne. Other matters concerning succession shall be attended to by the Shadow Cult.
The Emperor of Jocospor shall serve as the Head of State and Government of the Confederation of Corrupt Dictators. The Emperor shall make His divine will known through His appointed Head of Government, known as The High-Direktor of the Confederation. The High-Direktor shall always hail from Jocospor. The Emperor, at His discretion, reserves the right to remove the High-Direktor from their position.
There shall exist two tiers of government within the Confederation Government:
The upper tier shall be known as the Imperial Council. The Imperial Council is derived from the defunct Supreme Council of Imperial Law. The Imperial Council possesses absolute legislative power, and oversees the smooth running and governing of the Confederation.
At the Emperor's invitation, Confederation nations will be invited to send a representative to sit on the Imperial Council. Representatives may sit on the Imperial Council for life.
Alternatively, the Emperor may remove Confederation nations from the Imperial Council at any time, with or without public explanation.
All Imperial Council nations shall be appointed Regional Officers of the Confederation.
Imperial Council nations may administrate specific ministerial portfolios, determined by the Head of State and Government.
The High-Direktor of the Confederation, as the Head of Government, shall serve as the Chair of the Imperial Council. The High-Direktor shall serve as the Emperor's representative to the Imperial Council.
The High Delegate of the Commission to the World Assembly shall sit on the Imperial Council. The High Delegate shall serve as the Confederation’s Delegate to the World Assembly; the High Delegate will vote in the World Assembly on behalf of the Confederation, and also advise the Confederation on matters of legality and policy. Furthermore, the High Delegate shall serve as an advisor to the Emperor.
The Lord Chancellor of the Ministry of Home Affairs shall sit on the Imperial Council. The Lord Chancellor shall be responsible for administrating the Ministry of Home Affairs, which shall uphold the Confederation’s prosperity through the enforcement of the Imperial Constitution and Code of Law and the overseeing of the Imperial Senate as defined by the Imperial Senate Act 2020.
The Lord Secretary of the Ministry of Foreign Affairs shall sit on the Imperial Council. The Lord Secretary shall be responsible for administrating the Ministry of Foreign Affairs, which shall uphold the Confederation’s prosperity throughout greater NationStates by promoting trade, ideology and inter-regional relations beneficial to the Confederation.
The President of the Imperial Senate shall sit on the Imperial Council. The President shall be responsible for leading the Imperial Senate Government through the establishment of departments. Respective heads of these departments shall not sit on the Imperial Council, though they shall collectively embody a symbolic ministry for the President. The President is elected by the Imperial Senate; the President is not (generally) appointed by the Emperor.
Confederation state broadcasting (CSB) shall be incorporated into the Ministry of State Broadcasting; this Ministry shall administrate state-sponsored regional news and media. While Confederation state broadcasting shall be appointed a Regional Officer of the Confederation, its Chief Executive Officer shall not sit on the Imperial Council.
The Imperial confederation archives (ICA) shall chronicle the Confederation's history by publishing dispatches and holding periodic public exhibitions. While Imperial confederation archives shall be appointed a Regional Officer of the Confederation, its Chief Executive Officer shall not sit on the Imperial Council.
In the event that the High-Direktor of the Confederation is unable to lead, the following succession plan exists for an Acting-High-Direktor (until the appointment of a new High-Direktor by the Emperor):
Lord Chancellor of the Ministry of Home Affairs;
President of the Imperial Senate;
Lord Secretary of the Ministry of Foreign Affairs;
High Delegate of the Commission to the World Assembly;
All leaders of the Confederation Government must swear the Imperial Oath on the Regional Message Board following their induction.
The lower tier shall be known as the Imperial Senate. The Imperial Senate is derived from the defunct Civil Congress of Imperial Law. The Imperial Senate possesses regulated legislative power.
The Imperial Senate Act 2020 shall serve as the primary legislative body concerning matters related to the Imperial Senate.
The President is ideally the leader of a political party within the Confederation. It is then the President's political party’s cabinet that ascends to fill each departmental portfolio.
By the same token, rival political parties to the incumbent President are encouraged to form shadow cabinets.
The Imperial Senate may not ban a political party.
In the event of a catastrophic regional emergency, the Imperial Council may suspend or dissolve the Imperial Senate.
A comprehensive list of laws and enforced acts, known as the Code of Law, shall be implemented.
The Confederation's judicial proceedings shall be known as Inquisitional Hearings, and shall be directly executed by the Supreme Judiciary. The Lord Chancellor shall serve as Head of the Supreme Judiciary and shall decide the necessary and appropriate punishments for Inquisitional Hearings, as well as the Supreme Judiciary's design.
Inquisitional Hearings shall be commenced, at the Lord Chancellor’s discretion, against nations that have violated the Code of Law.
In cases of civil unrest between the nations, a member state or member states may request an Inquisitorial Hearing against another member state or other member states.
The Lord Chancellor exercises the right to reject this request if appropriate.
The Confederation Seal (designed by the sigillographers of West Heisen) will be printed atop all official Confederation documents and announcements. Without the Confederation Seal, documents will not be valid. The Confederation Seal may only be used by the Confederation Government.
All Confederation nations must maintain a standing military force; the concept of a disarmed nation is refuted.
"Hail the Confederation!" shall be used as the Confederation's motto, and all Confederation-wide communications must conclude with this motto.
For Emperor Forever shall become the official anthem of the Confederation. For Emperor Forever shall be performed before all state-sanctioned broadcasts and during official services.
Regional cartographers are not permitted to embark upon a mapping of the entire Confederation; however, they may map clusters of nations if those nations are easily drawn.
The Imperial Council and Imperial Senate, only with the permission of the former, reserve the right to amend the above legislation at any given time.

This body grants any nations who hold a seat on the Supreme Council the right to censor comments of nonsensical, proactive or aggressive natures;

But the actual lines of the original Habsburg were both extinct by the 1780s. The Spanish branch, in particular, was known for ending with Charles II, who was so inbred that is was reported. With each passing day the situation for the common people of Youssath grows calmer. As Confederation troops secure and pacify the country for the Dictatorship of Youssath.
The situation of foreign affairs in Youssath, however, steadily draws to chaos. As foreign investors from South reinkalistan seize the assets of state owned Youssathian business, and Ezeirian ships control the only working port in Youssath.
The situation in Youssathian Foreign Affairs is a mess, as South reinkalistani leadership attempts to crush Youssathian industry in their socialist Iron grip, and overseas trade is restricted by Ezeirian control of the port of Asgogow.
The situation constantly grows worse as the autocratic Youssathian government abandons the terms laid out when the government was created, which called for Autarky, and self dependence. The Youssathian government continuously allows foreigners to exploit her people, and her land, all for a quick buck.
That is why I am here today, to implore you to leave the situation of Youssath alone. Cease your attempts at vassalage for Youssath Halt Your attempts at economic Control of Youssath. Allow the Youssathian government to adapt to the times and circumstances on their own, and allow them to fund and build their own roads, their own homes, with assistance from Humanitarian groups and the Confederation herself.

A burly man with short red hair, and a nice five o' clock shadow stood on top of a rather large stage. He wore a black kefta with gold cuffs. THe edges of the Kefta were brilliantly embroidered. To his left stood a shorter man with dirty blond hair. He showed no evidence of ever growing a beard, but there was an evident scar running down his left eye. He also wore a black kefta with gold cuffs. His embroidery looked a little less exquisite than the man. On the burly man's right stood Aurora Eldrkov. She stood with her arms behind her back, looking out into the crowd of Grisha, in the back and arching around were Ravkan soldiers of all variants. Slightly behind the [i]Corporalki, visibly seen were 2 Heartrenders dressed in red with silver cuffs.[/i]
"Good evening, Greater Ravka!" The burly man exclaimed in a deep voice. "As you know, that Electric Beast that Edzor was hiding away has escaped! It has been heading toward a newer nation. We have word that this heathenous Alchemist plans to pin its escape on us, the Grisha. We cannot let that happen. In approximately two hours, Operation Overhaul will commence, and our finest Ravkan soldiers will be sent to the city of Bloodbath to overtake. We will combat anything that gets in our way. Greater Ravka will be withholding renovations to better... accommodate the feel of our homeland. We request back up from anyone who sees us as allies. Let us show them the thorns on the rose!" The man stook his fist in the air. Behind him, the Ravkan Golden Rose flag lifted to the sky. The crowd cheered. Aurora let out a slight smirk.

The Small Scientist stood on a marble stage. Soldiers and citizens alike looked at him with intent. He took a step forward and cleared his throat.
"Earlier yesterday, Specimen 003 of the Rift Analysis and Containment Center escaped, going toward the nation of Bamnam. From what we know, it took a detour to South Reinkalistan, and destroyed their attempts to bring it back to us. With that being said, it had taken a path toward the German Reich, back to Bamnam. We haven't a clue on the exact whereabouts of our Specimen. We do know however, that there are ties between the retched Grisha and the escape of Specimen 003. We have reason to believe they are behind it. With that being said, the Alchemical Army will be sent to take back the Scientific City of Krvava Koupel. A defense will be made around Bloodbath to ensure that no man, woman, or child is harmed. No one enters this city without direct orders from a Commanding Officer. In other news, The East Island of Krvava Koupel is preparing for an attack as well. We will be fighting 2 fronts, as I'm sure the Grisha will be as well. Our main threat are the Grisha, but those Scientific Soldiers are still a big threat to us, seeing as I supplied them with what they need. With that being said, we will be sending out Naval Fleets to help defend against those heretic people. We request all allies to help us out. Let's show them our Iron Fists!"
