In preparation for the war, Hellslayer begins testing and trying new weapons that they have been working on for a very long time. Combing tech and demonic magic, these new weapons will have the best of both worlds. One such weapon that they have just about perfected is the Soul Snatcher device. Any deaths within 9 miles cause the soul to be drawn into the device, which automatically uses hellish power to convert the soul into a new demon, ready to fight for the Burning Legion.
Another, not yet perfect, device is the Fallen Angel, which, when corrected, will send out a wave of demonic energy and use the feedback to locate any stealth machinery, in addition to acting as an EMP and short-circuiting any nearby equipment.
Unfortunately, we are finding an issue - it's EMP short-circuits our own equipment, including itself. However, scientists have a theory that we could use DNA input so that it will ignore anything with a demon's genes on it, thus protecting us from it.
FOR SALE:
Hellfire missiles: These missiles are used commonly by the military and the deforestation industry alike as they release a 3 mile radius explosion of Hellfire. Hellfire is a type of flame that can burn at over 100x the temperature at the centre of the sun. This makes them great at simply obliterating enemy strongholds and clearing forest, but not so good if there is something you want nearby, as it will likely be ashes afterwards.
SoulRender MII: These are the standard issue guns of the Hellslayer armed forces. When firing a bullet, this gun will curse the bullet so that when it wounds an enemy it will touch both body and soul, causing extreme pain and, in rare cases, has been known to turn the victim into a demon.
Dimension Grenade V2: This grenade will send a pulse of ethereal energy in a 10m radius. Anyone caught inside will immediately be transported to a pocket dimension filled with black flames. Time in this dimension is far slower than in reality. Therefore someone transported there will be trapped there for 10 hours before being released, and then find only 10 minutes has gone by. These black flames, like the SoulRender MII, burns the soul. However, in this case all wounds are entirely on the soul. If all soul is destroyed, they may become a demon and join the ranks of Hellslayer.
Vortex Artillery guns: These artillery can fire almost anywhere as the end of the barrel is a portal. Open the other end in enemy territory with the locator pod (not included) and the missiles fire extreme distances with extreme accuracy. Please note that these are built to work with Hellfire missiles and may not work with other types.
Soul Snatcher: Any deaths within 9 miles cause the soul to be drawn into the device, which automatically uses hellish power to convert the soul into a new demon, ready to fight for the Burning Legion. Fallen Angel: Sends out a wave of demonic energy and use the feedback to locate any stealth machinery, in addition to acting as an EMP and short-circuiting any nearby equipment. Eternal Fire: This is a famous weapon of the Burning Legion, and may even be the cause of their name. They use glass bottles filled with a cursed liquid which will burn forever. This is often used after conquering an enemy to ensure the land is never used again. However, due to the difficulty in obtaining it, it is often symbolically used on just one place rather than on a whole country.

Maybe the Hellfire missiles are but the rest I hope should be fine... I mean they don't do massive collateral damage, they just turn enemies into demons who fight for me instead. Nothing in the world wrong with that. I'm fairly certain they *barely* avoid being WMDs.

Technically, the legal status of the WMD act is still in limbo because 
Jocospor hasn’t put a seal on it yet, but the Code of Law does state that violation of it is a crime. Also, having searched everywhere for it, I realize that the “Confederation Interventionism Treaty 2019,” which the act references, doesn’t exist, or no longer exists. Regardless, following regional tradition, there are intentional loopholes if you can find them, although admittedly only a couple. I did intend for the act to be mostly airtight.

"II. DEFINITIONS
1. "Weapons of Mass Destruction," also referred to as "WMDs," are defined, for the purposes of this legislation, as any of the following items:
a. Weapons with an explosive yield exceeding 500 tons of TNT, or with a lethal radius exceeding 1 kilometer.
b. Weapons designed to achieve destruction via the use of nuclear fission or fusion.
c. Weapons of a particularly cruel, inhumane, or unconventional nature, intended to cause mass death or injury, including, but not limited to:
i. Radiological weapons, designed to cause the aforementioned effects via very high frequency radiation, defined as X-radiation or higher.
ii. Biological weapons, designed to cause the aforementioned effects via the spread of disease, plague, pestilence, or illness.
iii. Chemical weapons, designed to cause the aforementioned effects via the direct and widespread use of chemical agents or poisons.
iv. Genetic weapons, designed to cause the aforementioned effects via the use of genetic modification, either directly to its victims, or indirectly, through the genetic engineering of other life forms.
d. Weapons intended to cause mass panic among the target populace, or mass damage to their infrastructure, including, but not limited to:
i. Electromagnetic pulse weapons, or any weapon intended to cause widespread damage to electronics.
ii. Weather altering devices, or any device capable of causing widespread change to nature with the intent to cause damage."

The only two of my weapons that break this legislation are in fact Hellfire missiles and Fallen Angel, as there is no mention at all of souls. Therefore the majority of my weapons are not in violation and can be used.

“How many can we send?”
“Hm… I’d say we can spare about 8.000 aircraft and 180.000 men. It’s not much, given the size this conflict will most likely take, but they should be able to support the advance of our allied troops. The only issue is, that this is half of our air force. It’s going to leave us vulnerable, if any of our new neighbours decide to come knocking. But considering the possibility of a large nation like Alexandria turing communist, it is a risk worth taking. Especially since the Emperor has already proven himself a staunch ally. Keeping him in power, should be far up on the priority list.”
“Indeed. Is everybody in agreement?”
The gathered men nod.
“Very well. Make sure to inform Kudoc, that we are speeding up the field tests of his newest toys. Get some of these experimental units amongst our paratroopers. I’m curious to see how they will perform.”
“That makes two of us. With these, we might be able to bridge the gap to some of our fellow Confederation nations. So let’s hope that they will live up to Kudocs promises.”

There’s no definition of inhumane in the act. And inhumane is only one of several qualifiers, among those being effects on a mass scale.
Still, there are several weapons that definitely fall under the act, so we must concur. We request that the government of Hellslayer refrain from using Hellfire missiles in combat. We also must conclude that destroying someone’s soul is similar enough to killing that the use of any weapons that do so with an effective radius of over 1 km, as specified in the act, must be viewed as a violation.

Guns fire missiles all the time. Russian, Ukrainian, Chinese, and Israeli tanks, among others, have gun-launched ATGMs, and there are also guided and rocket boosted artillery rounds, which are pretty similar to missiles.
The Treaty thing was my fault. I simply lifted the old WMD act and put it into the new one almost entirely intact, and just assumed that the Confederation Interventionism Treaty 2019 that it referenced was actually a thing and whoever wrote the original knew what they were talking about without checking. It sounded legit, so I took it at face value. I should probably have been more careful.

Inhumane being one of the qualifiers (even though not exactly defined), not necessarily requiring "mass death or injury" qualifier, and basing on our analysis of weapon types of the armaments in question (e.g. Genetic), we concluded that they may be considered inhumane. And we haven't even touched the topic of potential "soul enslaving" that comes as a secondary effect with some of these mystical weapons. The Department of Defence, of course, has the final say in this.
(ooc: Unless it's a secondary ammunition type, which is unlikely with this Vortex Artillery, as per its description it may not work with anything else, i would call this type of weapons "launchers". But it's not that major anyway, was just curious as to why would one build a gun for missiles instead of a silo.)

Cut down on fuel costs, maybe? If it’s just a guided artillery round, it would rely on gunpowder to get it into the air, and then use rockets to propel it further, instead of having to use its own fuel to launch.

A Yeetusan official stealthily moves through the Alexandrian jungle, approaching the rebels. The leader looks up and motions for the official to sit with him.
"I see you've brought the merchandise?" The rebel leader asks.
"10000 high-quality Yeetusan sub-machine guns. Settings for stun and kill."
"Then what are in the other two crates?" The leader wonders aloud. He motions to the guards, and they draw their weapons.
"Ah, do not worry! These are Yeetusan missiles, capable of delivering a sensory overload. They are not fatal, but they will stun the enemy for roughly 1 minute." The official replies.
The rebel leader greedily looks at the weapons. He reaches into his pockets and pulls out 1 million Yeetusan Credits worth in Alexandrian Dollars. He slides the money over the table. The official picks it up and slides it into his pockets.
"Thank you for your time," The official announces. "I will be leaving now."
As he walks towards the helicopter that brought him here, he is filled with satisfaction. The Chancellor's master plan is now in action.
OOC: The missiles are in compliance with the WMD Act 2020, there is no clause on weapons that stun the targets. The missiles are as lethal as flash-bangs.
