Eaton later used the word to describe the island itself.

The provincial governments have the power to legislate specific topics outlined by the constitution. Such topics include agriculture, education and public housing. Much like the national House of Commons, each provincial Executive Assembly is elected by first-past-the-post. The number of seats in each Executive Assembly varies based on provincial population. For example, the Chatham Executive Assembly has 153 seats, and the Northland Executive Assembly has 20. Members of the Executive Assembly are known as MEAs, and the head of the provincial government is called the premier. Each province also has a vice regal representative called a Lieutenant Governor. Lieutenant Governors perform the day to day duties of the monarch within each province.
