Just checked, they only have a fraction of the total Black Rider power and TBR had a lot of resources tied up in occupying regions. Especially since they'd need at least one WA member in each occupied region in order to make sure it isn't immediately seized back.

Also, my gut tells me that this is not truly TBR, but someone attempting to seize power. We're probably going to see the puppet regions start rebelling in an attempt to become the new TBR.
