No, no endorsement cap finished second. Though it would have been a lot closer if FFR didn't vote for it about 8 times. (I believe multiple people control the NSCF account, but the other 7 are definitely his.) Giving him one legitimate vote, that would have made it 5-4 for No. If he should be stripped of that one vote for cheating, it's a tie. But an enforced one still didn't win, unless Xxyzz whatever is really FFR impersonating Para impersonating someone else, which is beyond confusing and highly unlikely.

However, an informal endorsement cap clearly won, and how will anyone know that there's an endo cap without it being explicitly stated in the WFE? Nephie's already said he's not going to be kicking people who don't follow one, therefore making it the epitomy of an informal endorsement cap.

I also thinks that FFR is just stirring things up with his remark really. The mood of the comments thus far demonstrates that no-one else see's Nephara's addition to the WFE as mindless fascism going against the will of the region.

Well, I did have a problem with you claiming that enforced cap came in second when it came in third by a large margin. I posted to that effect. Then I noticed the voter fraud and changed what I wrote, since it wasn't nearly as large a margin as I first thought. For one vote, when it didn't win anyway, it's not a big deal. But I wanted to point that out before FFR pointed it out and conveniently didn't mention his own massive voter fraud, which I strongly suspect he would have done.
