Eh, finally back. Fortunately, looks like we didn't miss much. Something called the "Marine Debris Accord" was passed 9,657 votes to 2,152. There's already a repeal up for approval, so apparently some folks didn't like it.

Huh, Marine Debris Accord. I wonder what it was about that people didn't like it. Man, it always makes me sad that my apathy about industry means we don't publish many books. I love books. I'm an English major for crying out loud. I just don't care much about making money.

Speaking of going down in flames, currently up for vote is a proposed "Ban on Double Taxation". It seems a fairly straightforward piece of Free Trade legislation that prevents nations from levying taxes on earnings that were acquired outside that nation. Arguably, a real boon to people and businesses that work across national borders.
Unfortunately, it's drawn the ire of both the NatSov crowd (who want nations to have the unrestricted right to pass taxes on their people as they see fit) and the leftist nations (who dislike the idea of industries dodging taxes by moving operations overseas). So, less than a day into voting, and it's already failing 5,394 votes against to 1,903 votes for. We're a little conflicted on it, considering we usually take both a NatSov and a Free Trade stance in the WA. It's currently failing in the region 0-5, so we guess we'll end up voting against.
Can we build an embassy with Winterfell? They seem like an alright mob, and I want to become an Earl in their court.

WA News, "Try, Try Again" Edition. To no one's surprise, 
Christian Democrats's proposed resolution "Ban on Double Taxation" was defeated 8,755 votes to 2,802. The second proposal they sent up, the "Disabled Voters Act", is now up for vote, and this one looks like it'll win handily. It's a pretty sensible resolution, requiring that voters who are physically (not mentally) disabled not be denied the right to vote on account of their disability, and requiring nations holding elections to make accommodations for them to respect that right.
Um... So what is stopping an embassy with Winterfell?? Should I go ask them first?
I'm enjoying it too. Its main story line is only just getting introduced, so I'm hoping it keeps on as it has started.. I'm also enjoying Rolling Girls, Koufuko Grafitti (great feelgood show). Yuri Kuma Arashi (Kuma Shock! :D), Tokyo Ghoul is always great, Death Parade interesting, and I'm picking Icusa as the best of the generic Harem shows for the season. Duarara x2 jut confirms I want to live in Ikebukuro! Of the ongoing shows Yona of The Dawn is getting stronger and stronger, while Log Horizon II seems to have lost the things that made Series One enjoyable. Lots of unresolved new characters and plot lines and already its episode 16 or so. Its going to be a messy ending unless things get a move on!

Akatsuki no yona, Prasyte, and Log horizon are still going strong, although log has entered it's mellow stage for now. I haven't read the light novel, so i'm not sure if alot of the mysteries are going to be revealed or not, but i have hope for it.
I'm up to date with the nanatsu no taizai manga, and the anime is going way to fast and leaving out key scenes and a few little arks sadly.
Aldnoah.Zero, Tokyo ghoul R and Yoru no Yatterman are going well so far for this season, along with assassination classroom, but they are delaying it do to the hostage situation apparently.

I don't know if Anime has a set policy on accepting embassies. If there's a good reason to have one with Winterfell, we could always propose an exchange.

Now up for vote is a repeal of the recently passed "Marine Debris Accord". The repeal author is arguing that the resolution has a number of serious flaws, mainly a poor definition of what constitutes "debris" and what constitutes "treatment" of said debris before jettisoning it into the ocean. As a result, the resolution accidentally bans a number of perfectly acceptable maritime practices, such as burial at sea or emergency jettisoning of cargo to save a foundering ship. They make some good arguments; had we been more active when the resolution was originally up for vote, we probably would've opposed it ourselves.

Well Winterfell is to do with both anime and GOT. I'm happy to contact a couple of those in charge and see if they're interested. I can do all the negotiating if y'all want. Just have the WA delegate allow it if Winterfell is also willing.

Now up for vote is a proposal for a "War Crimes Tribunal". There's a LONG story behind this, so fasten your seatbelts. Back in 2010 the Assembly passed GAR #102, the "International Criminal Court". It was an attempt to provide WA jurisdiction over assorted crimes against humanity. The ICC was pretty controversial, and after a lot of wailing and gnashing of teeth, last summer it was repealed by GAR #294.
The current proposal, drafted by Chester pearson, would create a similar body, the International War Crimes Tribunal. It would have jurisdiction over "war crimes"; however, what constitutes a "war crime" is somewhat vague. It's only defined in the proposal as "crimes against humanity". The IWCT would not actually try war criminals, instead they would investigate, issue warrants for arrest (which must be served by the member nation that the suspect war criminal is in), and assist that nation in trying said suspect criminal. It's not clear to us whether the member nation is actually required to try the arrested suspect, but if they are unable to, they are expected to extradite the suspect to a nation that is capable (and presumably willing) to try them.
It should be noted that whether this proposal passes or fails affects the fate of the next proposal in queue: "On Universal Jurisdiction". That proposal, drafted by Railana, would grant individual nations the power to try war criminals and perpetrators of "crimes against humanity" regardless of where those crimes took place. It also explicitly forbids the World Assembly from doing the same, basically reserving the right to try such crimes to the member nations. In effect, it's a blocker to the current proposal up for vote.
Should "War Crimes Tribunal" pass, "On Universal Jurisdiction" would most likely be removed from the queue by the Secretariat for violating the just-passed resolution. Should "War Crimes Tribunal" fail and "On Universal Jurisdiction" subsequently pass, Chester pearson would not be able to bring his proposal up for vote again, as it would now be illegal. As you can imagine, he and Railana are going at it hammer-and-tongs in the Assembly chambers. It's enough to make us suggest voting down both proposals.
