I want the ACA to hire mercenaries.

That's right. The ACA can now pay a fighting force, so we can use our own resources here, at home, and simply buy a raid/defense from another region. We can focus on our own region building, while this other region fights our enemies. However, I don't want to become completely dependent on these folks. I want to be able to defend ourselves in a conventional way WITHOUT them.

So, I propose congress, the president and I all come up with a region Hit List.

The Hit List will include region's who pose some sort of threat to the ACA. Message the Pentagon in kik, gentlemen!
