The Republic of Saltpans is a massive, safe nation, ruled by Doran Martell with a fair hand, and notable for its ban on automobiles. Its compassionate, intelligent population of 3.77 billion love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, the Environment, and Public Transport. It meets every day to discuss matters of state in the capital city of Sunspear. The average income tax rate is 77%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Citizens are allowed to rise or fall based on their own merits, Saturday morning cartoons feature full frontal nudity, pharmacies close down as medicinal drugs are sold freely by the government, and the government seeks peaceful forum with terrorists. Crime is totally unknown. Saltpans's national animal is the Herring, which is also the nation's favorite main course, and its currency is the Republic Dollar.

Saltpans is ranked 119th in The Allied Republics and 90,465th in the world for Largest Welfare Programs, scoring 7 on the Safety Net Mesh Density Rating.
