The compassionate, hard-working, democratic population of 1.61 billion Rosas are effectively ruled by a group of massive corporations, who run for political office and provide their well-off citizens with world-class goods and services. Their poorer citizens, however, are mostly starving to death while being urged to go out and get real jobs. The populace has reasonably extensive civil rights, although these are mostly aimed at allowing them to buy whatever they like.

The relatively small, corrupt, outspoken government prioritizes Industry, although Administration, Education, and Welfare are also considered important, while Spirituality and Law & Order aren't funded at all. It meets to discuss matters of state in the capital city of Propraetor Rosa. Citizens pay a flat income tax of 26.9%.

The frighteningly efficient Rosas economy, worth 207 trillion roses a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. Crime, especially youth-related, is pervasive, perhaps because of the country's complete lack of prisons. Rosacorp's national animal is the Rose Penguin, which teeters on the brink of extinction due to heavy metals seepage into national waterways, and its national religion is The Eternal Covenant.
