Hello, and for the new one welcome here!

Feel free to ask anything if you need any help :)
Here's some useful information:

Welcome to The North Pacific!
NationStates' largest democracy

Whether you are new or experienced, this handbook will provide you with answers to all of your questions. If you have other unanswered questions, feel free to ask Delegate Simone Republic, Minister of Home Affairs The Democratic Kingdom Of Skaraborg, or any of the Gameside Advocates and Mentors. They will be glad to help! Additionally, we are always looking for ways to improve this handbook, so let us know if you think something should be added or changed.

First Steps

This section covers the very first items you should check off as a newcomer to the game and TNP.

  • Why you should be in TNP: explaining the pros of staying in our large region.

  • Endorse the Delegate, Vice Delegate and the Security Council: Endorsing the Delegate, Vice Delegate and all members of the Security Council is important for safeguarding our region against external threats and ensuring the continuation of our constitutional government.

Ways to Get Involved

Now that you have cleared the basics, you must be looking for things to do. Below are some of the opportunities TNP offers.

  • Join the Executive Staff: The equivalent of TNP's Civil Service, the Executive Staff is a group of residents and citizens that are employed to assist one or more of the Ministries of the Executive Government. It is ideal both for new residents who want to gain experience in how the government operates, and for experienced citizens who are looking to contribute to the region through the Executive.

  • Enlist in the North Pacific Army: The North Pacific Army (NPA) is our regional military force. The NPA defends the region, our allies, and serves abroad helping our friends and fighting our enemies.

  • Enlist in the Militia: The North Pacific Army Militia is for people who wish to contribute to the North Pacific Army but for whatever reason, likely because they cannot/do not want to have a forum or Discord account, cannot be members of the regular Army in the Auxiliary or Special Forces branches.

  • Get involved in the World Assembly: Joining the World Assembly (WA) is one of the best ways to empower your nation, especially in TNP. Thanks to our WA Development Program, as a WA member you can determine international laws, have one of the highest endorsement counts in the entire game, and even win awards!

  • Get involved in RolePlay: We have not one, but two vibrant RolePlay (RP) universes, Eras and Strangereal. Each comes with its own map, chronology, and physics laws. If you commit to being active in RP, you can claim a spot in either universe's map, and join others in weaving stories about your nation and its role in the world.

  • Get involved in trading cards: Our regional cards guild provides many resources you can take advantage of to increase the value of your deck, including several offerings of free cards. As a member of the guild, you can also participate in many other cards-related activities, including themed collections, pull events, and regular publications.

Map 57

Overview

Welcome to the Pegasia, a new world as you may say that houses many ideologies and is home to two resident superpowers; the Imperial Federation(ping AGU and Tonga) and the Republic of Yingguo(Ping Krustevland). With the technology year being 1975, it is currently the cold war period presently being butted between the nations of what Yingguo considers as the "Free World" and the Imperial "Monarchist League" with many inbetweens such as Gayogohono/Overhadamine and Verisaw.

In this world, you decide how your nation acts, reacts and conducts itself on the world stage, so long as it follows our rules on the discord. The cold war rages on by the day, and the nuclear clock continues to roll as the few sit ontop of the many with their masses of power and strength. Come join us today, we need you to fight on the good fight - or your own fight, if you may.

STANDARDS OF REALISM
- No technology beyond 1976, anything beyond that has to be researched with every in real life day representing 3 months of roleplay research to the "First Flight" year.
- No utilizing weapons of mass destruction such as nuclear weapons. Chemical and biological warfare is allowed in defensive conditions(Offensive only if the other player agrees).
- No edgy roleplay posts, maintain the basic rules of the RMB. This would mean no genocides, no things such as re-enacting the holocaust and graphic purges.
- No loopholing, loopholing will be determined by the executives(Ping ESL, Me (AGU), Krustevland and Tonga) and if caught doing so will face OOC and potentially IC reparations
- No joke nations and godmoddy nations. This means you can't have your terrain entirely depend on hard to traverse land and you can only use 3-5% of your population in military.
- No instant defeat military posts. You have to roleplay the movement of your forces and them engaging the enemy before actually attacking or "defeating" them. Always ping opponents.

If you are interested in submitting a claim, be sure to contact the following nations:

-Truavania (For Pegasia)
-Noflag[/nation] (For Hollow Earth)
-The Islands of Tonga[/font]

*nations in either one of these types of alliances, can be in the other type of alliance, ie, a nation in a defence alliance can be in a economic alliance.
*Unions count as one nation, so if a defence/military alliance has a union that breaks up and there are more than 8 members(nations) in the alliance, its ok, as long as they dont bring in more people after the break up. note, if this is being exploited, removal of alliance and ban on joining alliances may occur.
*you can not be in an alliance of the same kind, ie, defence/military and economic

Not being used to awkward situations like this Helene just kind of stood there observing the three girls in silence before her mind reminded her of her original purpose in this part of the ship. Bastion Harbor
Satina District
Chudokuren Sartinaynia

Winter, half a year prior

Her breath made small clouds of condense in the icy cold open air of Satina District. Shivering as she was led off of the boat she had spent the last few days on that had brought her from the Chudokuren Isles to this place much further to the south. It had been several months since the end of the "Nightmare War" as many had called the conflict that brought Ryou into this world along with the uncounted millions of her kind, brought by her from theirs to end this one. Several months since she had been saved from her own kind by the invaders she had been taught to despise. It had been the first time she went outside of the Isles either in this world or the last, not that there was much left to go to in the last to begin with. It was cold, very cold, as she stood in the long line leading off the boat, giving the little girl enough time in this freezing weather to contemplate how she had gotten here.

Her wounds were healing but years of malnourishment had taken their toll on the little neko child and by far not everything had healed yet. Back in the hospital in Kyoki Chudoku the doctors and soldiers seemed to call her Shōko after the wounded soldier had given her a piece of candy, and it wasn't until weeks later that she had found out from conversations picked up that they had made a mistake. They named her after the piece of candy called chocolate, but she could neither write, speak nor scream out what her real name was and as such it would seem that only she would remember for however long that would last. In the weeks following slowly but surely the inhabitants of the hospital left one by one to return home, so also Hans Jürgen, the soldier that first gave her the chocolate bar she was named after, he came to visit her on his last day, limping on his improvised peg leg prosthetic.

"Beautiful isn't it?" he laughed as he nearly fell over pointing at the primitive solution to a lacking limb. He sat down next to her one the bed and gently stroked the little girls hair "Ah i'll miss you little Shōko, though you cannot understand what i say, your innocent quietness always brightened my days at this place" she did not understand many of the words he spoke to her but to her it was clear that he too was leaving and tears quietly flowed as she realized that with him gone she would be left all alone once again. Hearing the soft sniffling he looked her in the eyes, knowing what she must feel like "i know, i know, but i can't take you with me, i heard they were going to move you to a new place far away from here, where this pain no longer remains and you will surely find a new family that will love you"

He looked around and at the blue curtains in the office used by the doctors and stood up to slowly but certainly waddle over there. Soon a vague snipping sound filled the almost empty ward with Hans smugly waddling back to Ryou's bed before revealing a long piece of blue lint "a little creativity goes a long way, Shōko" though not knowing what he said she saw what he did and could not help but smile. "you saw nothing you hear" He laughed as he grabbed a pen and wrote his address on the inside of the hollow ribbon "Hans Jürgen, Netherhausen, Burgstraße 18, Provincia Germanica" before signaling the girl to sit upright as he made it into a hairpiece to tie her hair together with "I hope this works with only.. one hand, i used to do this for my daughter but.. it's a lot more difficult now" he groaned as he made significant effort to get the ribbon into a proper shape around her hair. "Soldat. Hans. Jürgen." a soldier announced that had walked in "It seems my time has come to leave little Shōko. Farewell." he said as he ran his hand through her hair one more time before waddling off, supported by the soldier.

And so she remained for the next few weeks, alone, only ever visited by the doctors to check up on her and to bring her food. Until eventually the day came that they told her it was time to move, that a place had been obtained for her to move to. A hospital in a strange place called Satina District would be where she would be resettled to. And so a couple of days later she found herself on board a large boat sailing south as the Chudokuren Isles became smaller and smaller in the distance behind her. All she had with her was the ribbon in her dark hair and the outfit she was found in that albeit washed, was torn, it was a bad reminder of what she now desperately wanted to forget. But she could neither write nor talk nor scream out against it and so she went to an unknown location with the air growing ever colder around her.

"Name?" someone asked, snapping her out of her thoughts. The line had advanced and it was her turn, she handed in a small card given to her by the hospital that said that she could not speak or write, that her date of birth was unknown but that she was somewhere along the lines of 8 years old and that her name was Shōko. "Alright, Shōko, very well" he called a woman over with the same type of uniform that Hans had but with different markings "she needs to go to the hospital bus" he said "Alright, Shōko was it?" the woman asked Ryou in her language unlike Hans who only spoke in this strange language they called "German"

The woman held Ryou's hand as they walked across the pier through the mass of people, Shōko shivered profusely from the cold and the stinging cold of the piece of metal in her neck was painful "let's get you something a little warmer first shall we?" she said with a smile as she led her to a small building "these items were all generously donated by the people of my home nation, the Grand Empire of Friently" the woman said as she started to dig through the piles of clothing "something.. a little in your.. size.. ah, ah yes" she grabbed a large blue coat and put it on Ryou "Very nice oriental style, a bit big for you maybe, but you'll grow into it soon enough, and anything is better than nothing in this weather i guess"

She then led Ryou the rest of the way to a bus that was filled with wounded people that still needed to remain in the hospital for some time, and with Ryou it was not only that she needed a little more time to heal, but also that with no parents, siblings or other people she had nowhere to go. She thought of how nervous and scared she was with all of this happening but thinking of what the metal soldier, Hans, this woman, and many others had done for her she put on a smile the best she could and got on the bus, unknowing of the future, but hoping for the best.

Bastion Medical Center
Satina District
Chudokuren Sartinaynia

Winter, 5 months prior

Ryou looked up at the woman standing in front of her she sat on the bed in the hospital room she for the past few months had been having to call home. She had a kind smile, and showed such care for her that she couldn't really understand, "She has no reason to treat me well, she has no connection to me, so why does she care for me?" Ryou had no idea that it was the woman's job to do these things, and neither could she ask. Since she had regained her ability to walk, Ryou had slowly but surely been allowed to move around, usually in company of the woman. She had always assumed the woman was there to monitor her, to prevent her from escaping, but every time she had been perplexed by the kindness and care the woman showed for her. And eventually, Ryou had come to appreciate the woman's presence, having reasoned to herself about how her creator had treated her in comparison. "My Creator called me weak, pathetic because I could not kill, because I was not strong enough when dying, but she" Ryou looked at the woman's face once more, who gave her a gentle smile in return, "she speaks with kind words to me, says that I am strong, calls me beautiful." Ryou thought back to the event that had transpired two days earlier, when she had for the first time been allowed to walk alone. She had met another woman, but this one was not like her woman, this one had been fearful, and screamed at Ryou with fear and hatred, "Did she know? Could the other woman see that I serve Her? Do I still serve Her?" she had thought to herself as the other woman was being handled by her woman. "She had protected me from the other woman, she had heard her and come running for me" she made up her mind, "I must know her name".

Some time later, Ryou was stirred from her sleep when someone unfamiliar burst through the door to her room in haste before stopping abruptly and looking around the room. She was different from the other people Ryou had seen in the hospital. She was pale, her face seemed radically different from any of the Chudokuren she had seen, her hair a red color and her eyes a strange green. The unfamiliar woman stared at Ryou wide-eyed, a mix of fear, surprise and embarrassment shining from them. Moments later, the unfamiliar woman bowed her head and spoke, "I-i am sosorry, I must have gone through the wrong door, please excuse me" Ryou stared back at the woman, not understanding a single word she had spoken and unable to say anything in return as the woman quickly turned to leave, but was stopped as the woman who took care of Ryou entered, which brought Ryou a sense of relief. "Miss Mei!" the woman exclaimed in surprise, still in the foreign language, "I am sorry I entered the wrong room, I am looking for my sister" she spoke as she bowed her head. "Miss Heather, do not worry, I saw you enter and came to help. You will find your sister in the adjacent room, the one on the left when you exit" The unfamiliar woman bowed, "thank you, miss Mei" she replied before hurriedly leaving Ryou's room.

Ryou had watched the exchange from her bed, although she had not understood a single word that had been said, she no longer felt afraid. "Do not worry, Shōko-chan" the kind woman spoke to her, "Heather-san did not mean you any harm, she was simply lost" she explained to Ryou, who began to think over the words, "Heather-san. But she had said Heather to the unfamiliar woman when they spoke, misheather, perhaps mis was the same as she would add san" Ryou spaced out for a moment as she tried to understand the differences in the name when she suddenly realized the connection, "if misheather meant Heather-san, and Heather-san said mismei" she snapped out of it and looked upon the kind woman, "then your name is Mei" she wanted to say it, to ask the kind woman, but she couldn't. "Mei-san" she decided.

------------------------------------

Mei left the room once again after saying goodbye to Shōko, "Poor little Neko" she thought to herself, "to go through so much trauma, and be unable to communicate. I wonder what goes on in her mind". Yamai Mei was a nurse at the modernized hospital in the city of Bastion in the Satina District. When the little Neko girl had arrived, she had volunteered to take care of her after the rest of the staff had refused to treat a neko child. They had all served in the war, but Mei had not, but she had heard the stories. Mei couldn't help but feel a great degree of sadness for Shōko, so many of her friends were afraid of Neko children, and many of them could get violent. But this innocent girl had been found away from the Tengokuren forces, alone and near fatally wounded according to the reports she had read. "And I will keep taking care of her until she can care for hers-". "Miss Mei?" Mei's thoughts were interrupted when a familiar voice called out to her, "Oh, Miss Heather, what can I do for you?" She responed after turning to face the young woman. Heather looked around awkwardly, closing the distance before speaking with a hushed voice, "That strange little girl in the room I walked into by accident. Who is she? what happened to her? Why does she have strange ears and a tail?" Mei was initially surprised, but soon came to the realization that Heather-san had never before seen a Neko, "That would be Shōko-chan, she arrived little over a month ago. I'm afraid I cannot tell you what happened to her, but she cannot speak, and we believe she cannot read or write" Mei explained, knowing that doing so would be a breach of proper conduct, but noting the unusual interest Heather showed in Shōko-chan, "as for her unusual appearance, I don't quite have time to explain what a Neko is at the moment, but I can provide you with a description document at the end of my shift, but for now, I need to go" she told Heather, who nodded in understanding and bowed respectfully before parting ways.

------------------------------------

Violet looked up at Helene, "Card game?" the thought ran across her mind, she had no idea how to play card games, but she had heard of them before, "Yes, miss Helene, we will come with you" Violet answered, bowing her head quickly before aiding Heather to her feet, "Come, my dear sister, miss Helene wants us to come with her for some card game" she whispered to Heather, who nodded as she wiped a tear away. Shortly thereafter, the two sisters followed hand in hand closely behind Helene and Kisaragi, who led them through a the ship before entering a room with a group of people seated around a table.

Pokemon battles are actually not illegal or considered slavery within the reichpact. Pokémon battles are actually considered a way of showing personal strength and valor on the battlefield.

Fights are generally one on one fights for honor and so they go to faint. All attacks after fainting are considered assault. Attacking a wild Pokémon for this reason is relatively rare. Fights are also one round as repetitive healing is expensive. Costs for recovery are also pooled in battles so each pays their fair share. Most tactics within fights are legal besides things false surrendering and evasion. Their are other tactics which are considered unhonorable such as stalling by healing and spamming toxic. Another frowned upon tactic is sleep spamming. Both often lead to personal rules such prohibiting them but they are not universal.

Pokemon battles are also part of the military in order to allow gijinkas which have grown used to not using their Pokémon skills to learn them. Military rules are often stricter with anything but direct attacking being illegal unless you are a stall gijinka training in healing and stalling enemy troops.

In court a settlement can also be made in a civil suit through battling in a “duel contract” which saves on costs from not having a lawyer as the state pays medical expenses. However the legislature of the reichpact outlawed it in criminal cases because the jailed have general poor health conditions and a criminal might be attacked after the battle by an angry family member.

Pokken battles operate mostly like a normal battle between two men without weapons but they have Pokémon abilities and powers they can use. Due to the required expensive headgear it is general for the elite and not commoners. Parties for the rich and powerful in the reichpact even gamble on these fights among themselves to see who wins in order to make money. Their is a famous example in countess Makjr who was once a commoner but became powerful by gambling as calculating odds as a servant during these lavish parties. Eventually this led to a full blown tournament which takes place in Jumpluff every year or so as a compition to see who is the strongest.
