No, no notification. Usually people grinding for Challenge levels will end up challenging random nations, so it could end up clogging your Notices depending on your luck. Also, it's easily spammable, so if you're targeted, you could end up with 20 notices in 2 minutes.

Not really, the higher the stats do not mean the better the nation, for example, my moderate economy is just fine for me, while somebody else might think a Higher economy is better, so, there really is no
"Best nation" just because somebody has Suburb economy, suburb Civil rights and political freedoms, doesn't make them the "Best" nation, so really, the challenges are like.... well, I guess gambling? not really, but you get my point.
Not only that, there are stats that are literally opposites to each other. So you could win in Income Equality, then next round he wins in Wealth Gaps.

Hate to bring this up, but thought I would. The moderator finally got back to me on my last appeal for the repealing of my warning. He gave me a brief excerpt from the rules defining trolling, which is what he says I am accused of. In it it says that personal belief means nothing. He neglected however that it also says that intent is very important. The intent in trolling as defined in the rules is trying to anger someone or bait them. My intent was to express my disgust of the topic. He also gave me the option of a third moderator looking at the situation.
It seems to me as though I have a very bias moderator who really hates the views I expressed in the rmb. Is there a way to ask for a different moderator if you feel one is too biased?
