I have no idea. Judging from the mindless drama in the SC forum topic for the resolution, it could be any variety of reasons, though most seem to be entirely too picky and specifics.

because no offense to the Rejected Realms, but commends and condemns and just pointless and stupid. It's just a contest to get attention and the SC has no business running it.

The General Assembly and Security Council are two separate sides to the same World Assembly coin. The former is the only branch that "supposedly" has an effect on your state's trends, with the latter being more focusing more on regional management and identity.
