Dear the rumors come from the Donbass war, summary, pro-Russian groups rise up in arms in Donestk and proclaim themselves independent from Ukraine by taking military installations, the same thing is done by Lugansk, the purpose of these is to annex Russia by taking power over the entire country, obvious the european union has said that soviet weapons were found, that there are russian military going to ukraine that this and that (or i am saying it is a lie only that all are innocent until proven otherwise)

Welcome to The Communist Bloc! You've probably come here either attracted by one of our recruitment telegrams, our leftist debates, or just the large population count under the socialist tag. No matter the reason, you are now home and you have now found your place! So what to do? I'm sure there are about a billion things rushing through your head right now, and no idea where to start in this massive place. So let's do a quick overview of the region first. The Communist Bloc (aka TCB or The Bloc) is a Pan-Left-wing region comprised of real-life socialists, communists, and anarchists. We welcome all people regardless of sexuality, identity, ethnic background, or religious creed.

The Bloc is a highly democratic region where anyone has every opportunity to join the community, bring their fresh new ideas, and contribute. We have roleplay, competitive elections, fun community activities, and even the ability for everyone to participate in making the law of the region through our directly democratic institutions. There's something for everyone here in TCB.

Newcomers Guide

So what should you do now that you've joined? Well, there's alot that's available:

  • Apply for Citizenship: Citizenship is your ultimate ticket here in The Bloc. Citizenship on the TCB forums allows you to vote in our regions directly democratic legislature, run for office, gain full access to the discord, and become a full-fledged member of the community. Anyone who wants to do more than answer issues should consider doing this.

  • LinkOur Regional Forum:
    Our regional forum is where most of the political scene of the region takes place. It’s very important for anyone who’s interested in participating in our region's government to join the forums. Making an account is very easy and simple. Should there be any problems, Comrade Kethania should be contacted.

  • LinkOur Regional Discord: Our regional discord is where most of our casual interaction takes place. Much of the active portion of the region’s community spend most of their time here than on the RMB debating. It's highly recommended that comrades join if they want to become active.

  • Our Government: The Bloc’s Government runs on the principles of socialism, equality, collective leadership, direct democracy, and freedom. It has a unique four-branch system. With an executive handling governmental affairs (such as activities, immigration, interaction with other regions), a democratic legislature that makes laws for the region, an elected Judicial Branch to interpret the constitution and the law, and an Administrative Branch which moderates the discord and the forums and acts in a policing capacity. The most important principle, however, is that the World Assembly Delegate is not the leader here. The people, in fact, influence the appointment the WAD through the popular will.

How Can I Get Involved in Regional Government?

To get involved, it’s important that you have citizenship. Without it, you cannot any of the activities below. If you have not already, please refer to the links above for newcomers to get started. For newcomers or older members who want to become members of our community, it is highly recommended to begin by gaining citizenship on the forums, and then joining the discord and gaining full access using said citizenship. Following that, the best thing to do is to volunteer for a ministry and then make yourself known in the community by being active and interacting with people (don't be shy, we don't bite).

  • Volunteering for the Civil Service: The first thing that every citizen should try and do is apply for a ministry. The regions ministries are the main bodies that carry out the governmental work in the region. Depending on who you are, you can become a diplomat, a reporter for the news, a activities organizer, a roleplay manger, or assist on the legal team! You can volunteer Linkhere.

  • The Constitution: Anyone who wishes to become more active ought to eventually read the Constitution. Yes, I understand that it is long, personally, it took me a few tries to fully finish it. But it's wise to have knowledge of the highest law of the land.

  • Join the People's Revolutionary Air Force: What now? Do we have a military? To many, this may seem confusing, but it is perfectly normal for NS. The Communist Bloc is home to its very own military; the People's Revolutionary Air Force. It actively assists in raiding right-wing, fascist, and other reactionary regions in the game. Their goal is to eradicate them completely, whether that be through attacking them directly or by defending fellow left wing regions, and to remove the ability of fascists or other reactionaries to use this game as a real-life recruitment space for their toxic creed. Formed of only leftist regions comprised of real-life leftists, NSLeft seeks to further interregional leftist solidarity and create a united front against right-wing reactionaries.

  • Someone is misbehaving on the RMB! What do I do?:
    Please click this Big Report Button Thingie to send a telegram to our RMB moderators. You should include links to posts/pages containing improper material. Please also report to game moderators if applicable.

  • Why should I become a citizen?
    Many reasons. Citizenship is like a switch from "just hanging around" to "being a full-fledged part of the region". Citizenship allows one to vote in elections, run for positions in government, participate in the discussion on forums (which is where the most of it happens), and all that good stuff. If you are not yet a citizen - you're missing out.

    You may be suspicious of this whole bureaucracy, and wondering why can't we just allow the aforementioned freedoms to everyone. Well, there are good reasons. This world is dark and full of very very bad people doing all sorts of illegal and immoral activities. Citizenship allows us to prevent them from running for offices, spying on our region, etc. Unless you are one of those very very bad people, you have nothing to worry about.

  • Who is actually in power in The Communist Bloc?

    The Head of State is the First Minister(FM), who is elected by the citizenry in the First Round of Ministerial Elections.
    The Head of Government is collectively the Council of Ministers(CoM), which is elected by the citizenry.
    The Head of Legislature is the Speaker of the Legislative Committee, who is internally selected by the Committee, which itself is elected by the citizenry.
    The Heads of Military are the Minister of Foreign Affairs and Defense(MoFAD), who is elected by the citizenry, and the Air Marshall, who is nominated by the Minister of Foreign Affairs and Defense and confirmed by the Council of Ministers.
    The Head of Judiciary is the Chief Justice of the People's Tribunal, who is internally selected by the Judiciary, itself elected by the people.
    The Head of Administration is the Head Administrator, internally selected by the Administrative Council, which also selects its own new members.
    The Head of On-Site Administration is the World Assembly Delegate(WAD), who is appointed by the First Minister with the consent and approval of the Council of Ministers.

  • Why is my application not being processed?
    Sadly enough, processing applications take time and effort. It also gets pretty tedious after a while. A couple of days is a reasonable enough expectation of the processing time. We haven't forgotten about you, so just exercise patience.
    Oh, and if after a week your application is not yet processed, then we probably have forgotten about you, so feel free to complain to Solveneia or another government official displayed in the regional page we will look at what can be done. Do you want to get involved in TCB? Do you want to do more than just answer issues all day? Do you want to have fun? If that’s the case, you probably want to apply for citizenship.

Requirements to be eligible for citizenship:

1. You must have a nation residing in The Communist Bloc

2. You must have a World Assembly nation on Nationstates (not necessarily in this region)

To apply for citizenship, follow these steps:

Step 4: Fill out the required information, and then click "register".

State Market Socialism

State Market Socialism is a type of economic system involving the public, cooperative, or social ownership of the means of production within the framework of a multi-sectoral market economy, yet the state sectors plays a decisive role in managing economic development, with the long-term goal of developing into communism.

State Market Socialism was first coined by Hovannish economist, Sovun Ne Wan, and first used as the main economic system of the Socialist Republic of Anderia before becoming the economic system of the People's Union of Hovan and the Grand Republic of Rovji and formerly by the People's Republic of United Ildmer before it was overthrown by a Fyronic-backed coup d'état and the dictatorship that followed afterward. It was used as a 'third way' between traditional state capitalism in Ubezistan and Iraist market socialism with syndicalist characteristics in Granzovia by the first Chancellor of Anderia, Dimitri Harris, which sought to combine state-owned enterprises of state capitalism along with the decentralization and some level of market-economics of market socialism, along with characteristics of syndicalism and regulated market economics, to allow for a decentral yet efficient economy that can compete in a global market economy and increasingly technological world, as well as to rapidly increase living standards, GDP, GDP per Capita etc.

Description
The State Market Socialist economy is a bottom-up multi-sectoral economy regulated by a market, consisting of a mixture of small yet state-owned co-operatives, worker-owned businesses, and democratic workplaces in which above all else, the workers own the means of production.

First, a person submits an application to start a state-owned business in their city or town that adheres to a specific need, be it necessity or luxury. After a process of review by the Governmental Board of Application Overview, they are given a license to start one if they meet all requirements. They set up one in their local area and once they receive their new members (all of whom had their jobs granted by the government), they hold a referendum to see if they wish to have a co-operative workplace, a worker-owned business, or a democratic workplace. Once that is done, they business begins to work on whatever economic workplace style they wished to proceed by.

Then, they negotiate a deal with the makers, such as farmers, sewers, or another business to allow them to use their items for production. Once the first products get made, they contact a state-owned Market Center which negotiates the price and cost of the goods as well as payment, which is overseen by a member of the Central Committee of Economic Overview and Distribution, to make sure neither side price-gouges or sells sort on promises. Once that is done, the goods and services are then sent to the Market Center to be sold at a fair and fixed price that is accountable to inflation.

As that is going on, each two months, representatives of each of the local businesses in the all the Municipal Communes all gather, as well as a representative of the Central Economic Planning Committee, the central planning committee, to plan out the distribution of goods across the Municipal Communes, Provincial Communes, and Regional Communes. They discuss prices, transportation, distribution, and the amount paid by the state in exchange.

After that, the workers receive their pay after one month. Their pay is determined by the amount of labour they produced for the product over the course of the month, all of which is paid out of pocket by the state. The business then pays the state for business operation and general taxes.

Next, a representative of the State Board for International Trade and Commerce meets at the end of each month with all the businesses in the Regional Communes on the distribution of goods globally, which is then relayed back to the Central Economic Planning Committee for economic planning and calculating. Once all of this is settled, the cycle repeats again.

If however, there is a problem at work, such as a workplace accident or mismanagement issue, the General Organization for Confederation Labour, the state labour union, is called in to give the worker the extra benefits of their labour membership on top of their state and regional benefits and collaborate with State Board for Workers Safety and Protection on who to hold accountable and where to move forward from there. If there is a much larger issue, such as s*xual abuse scandal, corruption charge, violation of worker's rights and safety or a breach in environmental protection, the GO-CL can charge the person in question to the Central Economic Planning Committee which will investigate and if proven guilty, may face from fines to termination of position and possibly court sentence.

Differences between Dimitrist and Khin-Mudaist State Market Socialism
While the Description previously mentioned is generally the foundation for the system itself, there are key differences between 'classical' or Dimitrist State Market Socialism and 'revisionist' or Khin-Mudaist State Market Socialism. One key difference is that Dimitrist prefer at least a centrally planning committee to formalize the economic planning of the economy, Khin-Muda, named after the independence fighter and first Minister-President of Hovan, Khin-Muda Sai Yawd, instead prefers provincial state-planning committees which negotiate and coordinate with each other to allow for more autonomy.

Another key difference is relation with automation and an A.I. planned economy. While Dimitrists, and especially Neo-Dimitrists, believe that the introduction of an automated workplace and planning algorithm is necessary to achieve communism and as such, a must to strive to, Khin-Mudaists see automation of the workplace and an A.I. planned economy as rather either contradicting socialism and impossible to achieve and see no time trying to do such a notion.

The final major difference between Dimitrist and Khin-Mudaist State Market Socialism is in relationship to trade. While at first Dimitri was a staunch advocate for autarky, he would later allow trade with other socialist countries during his 6th year as Chancellor as the economy and general standard of living was hitting meteoric success and would eventually begin trading with non-socialist countries in 1937, Hovan is still staunchly opposed to trade, seeing it as a form of exploitation and imperialism all on it's own and seeing it as a common reason why many socialist nations revert back to state capitalism or even liberal socioeconomics in some cases.

Criticism
Classical Leninists (OOC: I'm referring to my Lenin, not Vladimir Illyich, widely different) point out that despite the fact that Anderia has no poverty, unemployment or inequality gap, there is still widely different exchanges based on geopolitical area, with those living in cities earning twice in total as much as their more rural towns, which only make up 9% of the total people living in Anderia yet contribute a significant portion to the economy.

Syndicalists such as Granzovian writer, Binh Ca,nh Lee, find the fact that there is only one legal labour and trade union to be revisionist and also point out that part that because their is a market, there is still wage slavery in the system. Others point out that a fairly large reason why Anderia became the world's largest and most advance economy, while Hovan and Rovji still remain middle income economies with somewhat higher inflation rates then that of them is partly due to the fact that Anderia had all the resources and equipment needed to become so powerful, all it was missing was a centrally planned economy and it became rich.

Khin-Mudaist socialists point out the fact that well into the 20th century (OOC: Remember, in this world, technology and culture is 100 years ahead of current date; Ex. 1919 them=2019 us) that Anderia exported Zahirean natural gas despite being an autonomous region and also theorize that one reason it fell back into capitalism in 1959, 8 years after the assassination of Fredrich Singer and 3 years after the resignation of Camelia Azure Mann and 4 years after the election of the pro-capitalist Chancellor, Johann Ion Claremont, was due to it's trading with other nations.

How to Improve your National Statistics, Earn Badges, and improve the Bloc!

How to Use the Issue Guide!

Greetings Comrades, and congratulations on taking the first steps to developing not only your nation, but the Bloc as a whole!

This guide will show you the basics of the issue results guide and explain how to look for statistics to improve!

Step One: Load the following link in a new tab in your browser. LinkIssue Results. You should arrive at a page that looks like this:

Step Two: Go to your nation's Issues Page. You will see all the issues currently available to your nation. Each issue will have a name, as well as a number. We'll use this number in the next step.

Step Three: Choose an issue you'd like to see the results and statistics for. In this example, we're gonna pick the first issue available, "Bait and Switch." Now find the issue number for lookup. It can be found to the right of an issue name and looks like "Vol 32, No. 591." For our purposes, only the number is important.

Step Four: Jump back over to the tab with the Issues Results site, and scroll down the list until you find the name and number that matches the issue you've chosen. Click that link. You can also use Ctrl (or Cmd) + F to search for the issue name and number to make it easier on the eyes, and cut down on scrolling!

Step Five: You should now see a page with three columns. The first column contains each of the possible responses to the issue. The second column details the range of statistics change from choosing that response. This is presented as a range of possible value changes, alongside an average. The third column contains how many times that response has changed a particular stat. Higher response numbers indicate generally more accurate average statistics changes.

Step Six: Choose a statistic you'd like to improve. This can either be your own preference, or a target set by the Regional Development Program. In this example, we're aiming to improve our nations Agriculture stat. Scroll down the list of statistics changes for the first response to find the effects on agriculture. In this example, the result from the first option is seen in the picture below!

Step Seven: Repeat Step Six for each possible response for the issue. In this example, we can see that the other option is likely to reduce the Agriculture score.

Step Eight: Choose the issue response that is likely to give the effect you want, and take a look at the results! In this example, it's the first response! However when examining the statistics changes, we can see our Agriculture stat was actually unaffected, but our Trout Fishing Industry grew by 35%!

Some Notes: As we've just seen, the guide isn't 100% accurate and only presents a general view of how different responses will change your nation. As a result, the effects of any one result may not be what you were hoping for. Don't lose hope! Any losses can be recovered, and the guide presents a useful tool for comrades to start shaping their nations!
Additionally, NationStates Issues have an overall normalising effect on statistics, generally bringing them closer to average. This means nations with high scores in a particular statistic are likely to suffer greater declines in score values than rises, and vice-versa for nations with low scores. Keep this in mind when choosing your options!
