Day 230: AgarAgar announces deal with Atlexil as curfews end.

Today, the AgarAgar Biotechnology company declared it had struck a deal with the government of Atlexil, a small, agricultural nation far in the north. While it may be of little significance militarily or politically, Atlexil does have one thing Mandira desires very much: information. The small state has invested heavily in genetic alterations of its staple grain, wheat, and the AgarAgar company is greatly interested in what devices have been unlocked. The CEO of AgarAgar gave a short statement.
"With the secrets of the genetic code of Atlexil's wheat unlocked, we can bend its life to our will. We can subjugate species, we can boost and enhance crops to levels never before seen. We can play gods. This will certainly be the beginning of a new era of AgarAgar."

As such, the company will provide Atlexil with an assortment of genetically engineered and boosted corn and potato crops. In return, Atlexil will give AgarAgar the seeds to a few varieties of wheat, which the company hopes to sequence, reverse engineer, and then alter to even further boost productivity. This deal is hopefully one of many future ones. Mandira’s economy is increasingly becoming integrated with the global one, as free trade brings prospective countries and companies knocking.

The trauma caused to cities around the country from the disease will last for months, if not years. Blackened and charred neighbourhoods are only now beginning to rebuild, with charity organisations constructing relief tents. Martial Law has been reinstated in six cities in the Zaris territories, to deal with continuing tensions. Shortages are still abound in all hospitals, and death rates are still elevated compared to pre-epidemic levels.
However, the economy is chugging along at a steady clip, boosted by high hopes and medium consumer confidence. As foreign invesmtent begins to trickle in, unemployment is decreasing.

A glorious future awaits, if Mandira and her citizenry only seize it and extract wealth from it to a very profitable means.

Atlexil

Emergence of a free land, Sector 3904
High Captain Jim Ranger knew it was time. It had been necessary to hide themselves while they built a force, but there was no point in letting his people suffer any more than necessary. It was time to reopen communication with the world. It had taken a little while, but the small, loyal band of freedom fighters were now a force effective of open battle, not just swift, surprise strikes used in the rebellion.

At the memory of the rebellion, Ranger sighed. The old dictatorship had been oppressive, destroying freedom of religion and severely limited Freedom of speech. The people had become slaves in their own country. Quietly, Ranger and a group of like-minded friends discussed plans, gathering support, until finally, they had gathered a small group of revolutionaries. The plan had two steps. First, to assassinate the dictator, second, to mount a swift strike to take the capital. They thought that a quick, victorious strike would unite the people and avoid an attritional struggle. They had high hopes the day of the strike, then everything went wrong. Instead of a quick, quiet kill, the assassin was found. He succeeded in taking out the dictator, but also killed his wife, two guards, and alerted the dictatorial forces. Instead of an easy victory, the rebels fighting for the capital ran into a bloodbath. Innocent civilians in the wrong place at the wrong time were caught in the crossfire. East Lane St. and Ruler St. were particularly recognized for the heavy fighting that occurred there were renamed Bleeding Lane and Patriot’s Road respectively. The conflict continued sporadically for the next three days. Finally, it culminated when the rebels assaulted the Dictator’s seat of power and the flagpole right outside it. For two hours the firefight was at its heaviest before the rebels captured the area and its defenders. Freedom rang as the revolutionaries raised their flag up the pole.

THe transition of governments had gone smoothly, but the climate had been less generous. Ranger, who was elected High Captain, thought it best to better train his forces before making contact with the outside world and other governments who would look at the weakened nation and think ambitious thoughts. He soon realized he had no choice. The harsh tundran winter stopped all but the hardiest from venturing outside of the country’s borders. The people struggled as the battle had taken its toll, but even in this despair a new hope was born.

One day a ship, beset by heavy winds and stormy seas, turned inland and landed on the Capital city’s port. It was then Ranger realized the upside that this provided. Ships traveling late in the year would need a port, and Lakadia (the capital city) was strategically positioned to give them just that. And this was an economic opportunity to good to pass up. Soon, Ranger expected that Lakadia would be one of the biggest ports in the world, or at least this continent. There was certainly a hope for the future. Hope and a prayer.

Finally, Spring had sprung. High Captain Ranger took the stand to the applause of his people.
“It is time, we are now strong enough and able to regain communication with the outside world. Better times will soon be upon us, trade will increase and make us richer and smarter. There will be challenges, there will be hardships, but I have no doubt we will pull through. We will endure. You are the people who fought for freedom, who struggled for what was right, who assaulted Patriot’s Road. This country was renamed Hopelica because of the hope we have for a better future.”

ANN-New Agricultural Prospects On The Horizon

After months of behind closed door meetings, Atlexilian and Mandrian diplomatic representatives have finally come to an agreement over the proposed trade of agricultural materials; that could potentially benefit both AR (Atlexilian Republic) and GMC (Greater Mandrian Commonwealth) agricultural industries. The proposal first began as a discreet dispatch from Mandrian M.O.F.R (Ministry of Foreign Relations) officials inquiring; if the Republic had an interest in setting up an agricultural trade deal with the Commonwealth. This quickly snowballed into; a series of back and forth correspondence between D.O.F.R.A.C (Department of Foreign Relations And Communication) and M.O.R.F.

Of the few dispatches publicly released by officials, the topic was that of the Commonwealth offering GMO seeds of corn, rice, and potatoes in exchange, for an efficient and cost-effective variant of genetically modified wheat, along with the rights of further modifying it to suit the Mandrian climate. D.O.F.R.A.C is hoping that the deal is the first step in what could possibly be the beginning of a healthy trading relationship with a foreign nation.

*Initial reports stated that M.O.F.R began negotiations, but due to a slight misprint, it was actually AA-BIOCOM (AgarAgar Biotechnology Company) that began negotiations with D.O.F.R.A.C.

Budget Negotiations to Create Space Elevator?

Our reporters followed Scientific Director Milton today, as he explained the plan for the land of a recently acquired sector, Sector 1811. If he could successfully negotiate a different budget for the nation’s income that favors the scientific department, there would be enough funding to begin research for a space elevator if the Sakuv I mission went as planned.
“Assuming everything goes well up there [in space]”, he said, “The rare metals brought back should be enough to finish our research into a space elevator, once we start it with the new budget that I’m about to propose. Once we have a space elevator, we’ll be able to do so much in space… we might actually become significant on the world stage.”
Our reporter then gave Milton a friendly pat on the back, planting a bug on him. With this bug, we were able to listen in on the budget talks. Milton began:
“I, Scientific Director Milton, would like to put before the rest of the Directoral Council a new budget plan. As of now, the four departments of the Economy, the Interior, the Military, and the Sciences have had equal funding, but have had remarkably unequal actions. Director Buckley hasn’t done hardly anything in public or in documentation, save for a speech on Aatelisia. Director Peters has been very hard at work… at angering superpowers and putting the nation in danger. Meanwhile, I’ve had to shut down many projects due to a lack of funding just so we can put people on Sakuv, and Director Avery has had to do most of the talking with other nations. Due to this, the new budget that I am about to propose will favor the Interior and the Sciences more than the Military and the Economy. I would like to have science account for 35% of our expenses, the Interior account for 35%, the Military account for 20%, and the Economy account for 10%. The floor is now open to negotiation.”
Director Buckley was the next to speak. We filtered out the expletives.
“Are you out of your -ing MIND? What do you think will run the -ing economy? Fairy dust? There’s a reason our economy has grown so fast, and it’s because I’ve been here to watch over it, inspect the buildings, and make sure everything’s being done properly. So get your paws off my cash, you ####!”
Director Milton replied calmly.
“Perhaps you need a nice cup of tea to calm down. You’ll still have a sizeable amount of money, and the free market will sort itself out. Do you think people will buy from a company that refuses to pay it’s workers a good wage? Do you think people will buy from a company that regularly kills people in its factories? I don’t think so. Next question, please.”
Director Peters was the next to reply.
“We live in a dangerous world. Both superpowers are allied, and they both have two bases established in the immediate vicinity of our small nation. We don’t know where the next bit of aggression from the Vahr is going to come from, or when it’s going to happen. Already, our military is smaller than it should be. We can barely keep the blockades and SAM sites operational, much less any other defensive measures.”
Director Milton sighed.
“You realize you’re the one who got us into this, right? You HAD to test that missile on a site near a large nation, instead of the icecap as we intended. The Vahr could have been our friends, and instead you made them our enemies.”
Director Avery was the next in line to make her reply to the proposal. She simply said,
“No questions.” She then commenced the vote. “Voting on the new budget proposal will now commence. I say aye.”
“Aye” said Director Milton.
“Aye” muttered Director Buckley, grudgingly.
“Nay” announced Director Peters. The rest of the council looked shocked. But nearly as soon as he said that, the Speaker of the Congress of the Military proclaimed that they had already decided to approve the budget.
“Aye” said the Speaker.
Director Peters tried to begin to request a revote to reject the Congress’ decision, but it was immediately struck down by two other Directors. We were unable to tell whose voices it was. Director Milton then came out of the Great Hall and took our reporters to the newly acquired hex.
“I just issued an order for workers from New Auburn to come here and set up a base camp. Hopefully it will grow into a city sometime. The camp will mostly be materials researchers, but there will be some structural engineers as well, and a few from the Celoniaen Aerospace Committee. At higher altitudes, the elevator car will experience a large amount of stress from wind. We need to find a way to make a car that will be able to withstand these effects from any direction. Yes, this is going to eat the rest of the expanded science budget, but it will be worth it. Getting a pound of matter into space will only cost a small amount of electricity, not a large amount of fuel and a Dragoon spaceplane. Chances are it will be safer too… we will just have to find a material that would work for the tether. This thing probably won’t be finished for a while. In fact, I’ll probably not be the one to unveil the final result. I might not even see it in my lifetime. But knowing that I’ve at least started a project like this… it’s a great thing. And once Sakuv comes back, I’ll probably get more money from donations and the metals they’re set to mine soon. The future looks bright for all of us.”

The Sundering of Hands

Ascendancy plans had been an all round success worldwide. The Empire was quickly losing control of Felkesjud, and was quickly being occupied by The Ascendancy. The Ruzalkans were reeling and the world was still in a state of shock. However, Lerodas was quickly mobilising its defences, the formation of the UN with the goal of the destruction of The Ascendancy, was a deceleration of opposition which could not stand. Thus, the orders were given. The UN must be strangled in its cradle. Aboard a hijacked Ruzalkan shipping vessel, a task force of Ascendancy troops were approaching the Great Reichsharbor at New Geneve.

Inside the large bowels of the container ship laid a swarm of Ascendancy troops, equipped with advanced weaponry. The final strike squad was now being briefed.

"With all that's happening, the Romans are on high alert. They have an elite and heavily armed police force, which has been running counter-terrorism drills recently." Remarked the Ascendancy Commander. A large map was projected via her Portable Holographic Interface, and was flicking through pictures of Roman Police Forces. "Our job is to hit the police forces hard enough so that we secure enough of New Geneve that we can land more troops via the port, and then move on to securing the rest of the city. All of you have been divided up into three teams. Red team is to take out as much police and communication infrastructure as possible before the Roman Military arrives. Blue team is to paralyse government infrastructure so that the Reich descends into anarchy, limiting their capability to respond. Green team is to secure the heavily populated urban areas of the city, and ensure no civilians get brave. I want this clean, we messed up in Felkesjud by allowing the natives time to arm themselves and form militias. None of that here. Understood?"

"Yes Commandant!" the troops responded in unison.

"Radio Silence from here on out." she responded.

As the ship began to move closer to the dock, the ship captain transmitted the docking codes that had been purchased in Arx. After a brief moment, they were ordered to proceed to a docking bay. The Great Reichsharbor was huge, and Roman dockworkers scurried all over the place. As the ship moved into docking position, the commandant tapped on her holographic interface. As the roof of the ship began to open, it was time for the Ascendancy to strike.

The containers which had been removed from the ship by the Roman Dockworkers had their doors opened from Ascendancy troops from the inside, who began to open fire on the working dockworkers. The workers were quickly mowed down with Ascendancy machine gun fire. The Ascendancy troops ran over and began to open more containers from the ship, and more Ascendancy soldiers flooded out.

"Commandant! Hostile units approaching. Response vehicles!". One of the Ascendancy soldiers reported.

"Send out the Tanks." she ordered.

The troops then opened the containers and Tanks began rolling out. As the Roman Police arrived in the cars, the Tanks began to advance rapidly and open fire. The vehicles exploded, in a blaze of orange and red. As once car tried to reverse and retreat, the Ascendancy tank rolled over it, crushing the passengers inside, which painted the car windows with blood.

Within minutes they had routed security and the local police forces from the area and the Reichsharbor were theirs.

"Red Team, use those tanks and began your attacks on the New Geneve Police forces. Move quickly, while the Police Forces are equipped, they cant match us, however, the regular Roman Troops are not to be trifled with. We didn't have enough space on the ship to bring jammers, so on each station, attach a scrambler to its receiver antenna. That should hamper communications in the area, and allow is to listen in to local communications, and set ambushes." The Commandant ordered.

"Yes Commandant!" Red Team responded and set off into New Geneve.

"Blue Team, move to take the metro tunnels. Disrupt the ability for the army and police forces to make use of the infrastructure to combat us. But keep them active so you can access the city centre, and take out the government. If central government is dead, we may be able to occupy the whole damn Reich." she ordered.

"Yes Commandant." they replied, and began to move deeper into the city.

"Green Team, you're with me. We're going into a civilian area, we've picked a position to work as an Operations Headquarters." She keyed in a few buttons to her Holographic Interface and an Ascendancy Singularity Gunship arose from the ship. As it settled close to the docks, Green Team piled in and sat down. It then arose from the docks and began to fire on the container ship it arrived in, causing it to slowly sink into the dockyard waters. The gunship then began to swerve around, and speed off into New Geneve.

Mujitsou Polytechnic

Mujitsou Polytechnic was still in session. News from the attacks had not fully circled around the city yet. Commandant Ren was pleased so far with her success in taking the dockyard from the Romans with no losses. They had clearly caught the Romans by surprise. The Singularity Gunship was making its way through New Geneve at top speed towards Mujitsou Polytechnic, which was located in a large civilian area of New Geneve. The School was chosen specifically as it was in a location which Commandant Ren wanted to keep in check. Civilians were hampering Ascendancy efforts in Felkesjud with militias, but she was not going to make the same mistake.

As the gunship touched down in the courtyard of Mujitsou Polytechnic, it was break. All the students were in the courtyard and enjoying the sunshine. As it touched down, students, around the ages of 3-8, began to clamour around the gunship as did the teachers, wondering what was happening. The ramp then lowered, and Green Team ran out pointing their guns at the crowd.

"On the ground now." The Commandant ordered. The crowd didn't move, and were likely in shock at the Ascendancy exiting the aircraft. The Commandant then fired at one of the three year old students, who promptly dropped dead on the cold brick courtyard. Screams erupted from the crowd before the Commandant issued a new order. "Hands behind your heads now!" she snapped.

The older students and teachers put their hands behind their heads, and the younger students still stood wailing. "Move them all into the Gym Area. And shut these damn kids up." She barked.

"Yes Commandant!" the Ascendancy troops responded. AS they walked over, the older students were marched into the main school building. The younger children were dragged in, by either the arms, or hair, into the main building. The Commandant moved her portable Operations Centre off into an office in the school, now overseeing the Ascendancy operations in New Geneve.

The small city of Khana would have been considered large if it had been anywhere else. With a million people, it might have seemed big, but it was dwarfed by the gigantic capital just 25 kilometers away. The smog and smoke from Mandate drifted over. The lights from her city streets created a glow on the horizon for tens of kilometers around. Khana was poor, living in the shadow of the grand capital. All the big international dock facilities were operated either by Mandate or by nearby Scilant, another large port town, but Khana had one thing going for it. Shallow water access. So it could easily develop into a promising port, if enough money was dedicated to it.
Why expand the old port when you could build a new one, people asked? Khana knew. It was cheaper. Mandate had the money, the skill, and the companies. The slums and suburbs of Mandate grew every year, slowly approaching Khana, ready to envelop it in a suffocating embrace of traffic and industrialisation. But then Mandate hit a problem. The docks eventually encroached upon the sea so far that they were filling up the delta, and were racing out to sea. That became expensive as the bay got deeper. Eventually, price pressures would mount. Port facilities began to creep north towards the bigger city of Scilant, but none popped up in Khana.

For five years, Khana sat beneath Mandate’s ever growing sphere of influence, when at last a medium sized new Aatelisian company by the name of Ojino spied an opportunity in Khana. Utilising the Human Contract, it swiftly snapped up land from the city government, which had been suffering from budget issues and couldn’t afford new dock facilities. The company figured it would be good to experiment with multinational competition to test out Aatelisia’s industrial economic power projection. It went well. Construction began immediately on a new three container ship dock. Not the most glamorous, but it would certainly attract some ships tired of anchoring out in the Delta for days.

With few worker regulations, the Aatelisian company, itself rather poor by global standards, could easily hire the legions of workers necessary for the construction. And people accepted the jobs. Unemployment fell. A jittery market popped up on the waterfront in anticipation of receiving ship crew members. Mentira repaved a toll road from Mandate to speed things along, itself now seeing the benefits of Khana.

When the port opened a year later, the mayor beamed as he cut the ribbon. Immediately, a ship which had been waiting impatiently in the Delta steamed into the harbor. Clearly, there was still much work to be done! There was no railway station yet for the main line passed several kilometers to the south of the city. The highways were in poor condition compared to the arteries connecting Mandate with her sister cities. Money began to flow as the port collected docking fees. Ojino kept most of the profits, of course, but Khana did get a slice of the pie! Traffic in Khana quintupled in a month, and with it a whole plethora of problems. The health care system, or what little there was, strained to the breaking point before Iogen tossed a billion bricks into a new hospital and research facility to study all the interesting sorts of potentially profitable bacteria that were growing in the Delta.

So here we are, in the year 314. The Five Cities region grows ever closer, and looks to meld into one colossal urban area of eighty million. Globalisation has reaped a fountain of gold for Mandira, and hopefully will continue. We look eagerly to the opening of the space elevator in the South of the continent.

Mandate, one of the oldest cities in Mandira, is a vast and sprawling urban center, the beating heart of the nation. All of the richest Mandirans live within its borders, and over 8% of all goods manufactured in the country roll of Mandate’s production lines. Home to over 50 million, the city suffers from extreme population density and pollution. There are strains on the water supply and sewage, which is particularly bad the farther from the city center you get. About one hundred miles from the city center, a large slum area exists, where horribly clogged rivers and trash pile up. Compactors come along monthly and try and keep things in check. As a result, the Mandate city dump is piled high with large cubes of trash.
Perhaps most notorious for its “stacks,” large cheaply and hastily built towers of modular housing, Mandate has a historic city center, containing a vast plaza called the Great Square of Mandira. Its most famous building, the Commonwealth Palace, or the Aakaashmandir, is the largest stone building in the nation, and is constructed in a Byzantine style, with Mandiran elements. Its dome, 40 meters across, is the largest masonry dome as well. Adorned with Classical pediments and columns on every one of its four faces sides, and smaller domes, it is easily the grandest building in the city. The dome closely resembles a lotus flower, and eight smaller domes ring it. It was heavily damaged in the Republican Revolution of 294, but has since been restored, with a new brass plated dome which gleams brightly in the sun.

Flanking the Great Square of Mandira are the Ministry Buildings and the High Court. The Palace rests at one end, and the Presidential Palace on the other. A colossal 10 meter diameter seal of Mandira molded in Galvanized steel and plated in silver and gold is bolted on the tower above the Ministry of Defense. Barsilts, Mentira, and Iogen Corporations are all headquartered in Central Mandate. The large cities of Mandeir and Madeira are connected to Mandate, as there is a large sprawling industrial-residential complex between them.

History
Mandate began as a small fishing village in the early 15th Era, founded on marshes and squishy swampland. Under the name Mandjing, it was positively malarial. It slowly developed from its strategic location as the last fordable place on the Mand River, and by the 17th era had a population of ten thousand. Thatched roofed houses clustered densely together, beginning the tradition of high density cities in Mandira Proper. Brick buildings steadily became more common as trading houses, customs houses, and eventually guilds began to crop up. But good times would not last. In the spring of the year 800 of the 17th era, a fire broke out in the center of the city. It burned for five days and six nights, the glow and heat said to be felt from three miles away. With it, the monarchy collapsed, and a period of civil war broke out. Mandate's now famously recognizable rectangular, gridded center is the rebuilt result of reconstruction, and when Mandjing was renamed: Mandate. The ashes of Mandjing were cleared, and a new gleaming capital arose. It was at this point a small church was constructed on the future site of the Commonwealth Palace, and a large expanse cleared in the middle of the city for wondrous government buildings. The grid and central planning of the grand city inspired hundreds of other municipalities to do the same, rebuilding after fires completely anew, or creating entire new cities a few miles from their original town.

By the 18th era, Mandate was flourishing again. Then a Sanguinarean dominion, it served as a trading center for most of the first century. The government sponsored the construction of the modern Commonwealth Palace in the year 50. Unfortunately, when the Sanguinarean government collapsed, Mandate came with it. For the next hundred years, Mandate remained a city state and constantly vied for supremacy its neighbours. It eventually subjugated Mandeir and Madeira. Thus, by 18E 194, the Mandiran People's Republic was Founded, with Mandate as its capital. However, communism caused massive misery. The intensely isolationist government refused any and all outside communication and offers of help. Numerous famines killed 15% of the population by 18E200, when land collectivisation was finally achieved. Massive environmental damage followed as starving peasants resorted to eating grass, bark, and dirt. Cases of cannibalism began to trickle in from the rural areas of the country. The wealth pillaged from the countryside was used to create a new Ministry of Defense, the grand classical building heavily decorated with traditional Mandiran motifs. Under the Stanoy regime, the plight of Mandirans grew to a critical point. As Stanoy ended the absolute isolationism, his firm communist policies enabled him to expand eastwards to grow more food to feed the perpetually hungry populations at home. By 18E 285, Mandate had reached a population of 50 million as continued urbanisation intensified. Eventually, the People's Protector Army proved incapable of both expanding the country's frontier and suppressing the rebellions boiling at home. The Republican Revolution began and ended in 18E294, with the killing of almost a fourth of the population, the destruction of most of the country's infrastructure, and the razing of two cities. Mandate was left in ruins.

However, the dawn of the more democratic regime, and privitisation, saw an economic explosion unseen in the past millenium. Mandate and her ruined buildings were rebuilt, and new airports, roads, and highways were built to link the Central Provinces, and especially the core area into one economic unit. The Libertarian Era has brought upon Mandira fantastical wealth, innovation, and efficiency. Corruption is on the decline, but significant inequality has ensued. The poorest Mandirans are better off than under the communists, but not by much. Meanwhile, Mandate's slums are rapidly being replaced by thickets of 40 storey skyscrapers and low cost apartment blocks.
A bright new future awaits Mandate, and only time will tell if she continues to grow and perhaps become the city of world's desire.

Limits of Nations:

1. Signatory states may not test nuclear weapons or other weapons of mass destruction on Lerodas.

2. Signatory states may not become aggressors in Lerodan Wars.

3. Signatory States may not commit genocide.

4. Signatory states may not place tariffs more than 5 percent on other signatory states.

5. Signatory states may not bar immigration to and from other signatory states.

6. Signatory states may not place a embargo on another signatory state.

7. Signatory States must respect the Rights of Individuals.

1. All self aware sapient Species, races, or artificial lifeforms, and nations have the right to life, thought, and independent development.

2. All individuals have the right to be free from discrimination and racism promoted by governments.

3. All individuals have the right to be free from slavery.

4. All individuals have the freedom from torture, unethical execution, and unlawful imprisonment.

5. All individuals have the right to thought, consciousness, and religion.


Requirements of Signatory States

1. Signatory States agree to defend other signatory states in the event that they are invaded and subsequently request aid from the Xurran Coalition. At that point the AMF will be mobilized to that nation and other nations will then have the choice to support the defending nation in a militaristic or economic nature.

2. If a signatory state is declared war on all signatory states must cease trade with the enemy state in order to protect the interests of the Xurran Coalition.

3. Signatory states agree to extradite international criminals to Xurra for trial if the defendant's nation of origin requests so. Criminals will then be sent to their respective nation of origin for punishment dictated by the Xurran Trial.

4. Signatory States agree to vote on and work to complete coalition projects.

Military Cooperation in terms of Xurran Coalition

I. Allied Military Force (AMF)

1. Allied Military Force is hereby established.

II. Control over the AMF

1. The AMF will be placed under the allied control.

Here and further "allied control" will be defined as the control of the General Assembly.

2. General Assembly will have the power to authorize a military operation of the AMF by an unanimous agreement of all representatives.

3. General Assembly will have the power to define the aim and purpose of a military operation by an unanimous agreement of all representatives.

4. General Assembly will be able to stop a military operation at any time by an unanimous agreement of all representatives.

5. AMF will be under direct control of the High Command.

6. High Command of the AMF will be comprised of the most senior officers of the donated military forces of signatory states.

7. High Command will exercise command over the AMF in the name of the General Assembly and will have control over military operations of the AMF with permission of the General Assembly (see articles 2,3,4).

III. Participation of signatory nations in the AMF. AMF military bases.
1. AMF will be comprised of military personnel from all signatory states.
2. Signatory states will decide how much personnel and machinery they will donate to the AMF. (This is done to prevent nations from lobbying for more control over the AMF on the grounds of having to donate more personnel)
2.1 Minimum size of donated personnel is twenty thousand personel. At least two infantry divisions (mechanized, air assault, or foot) and two armored and cavalry regiments. (tanks, MLRS, portable artillery, etc.).
3. Signatory states must establish at least one military base for the AMF, that will be owned by the AMF and controlled by the AMF.
For ensuring transparent relations between signatories and the AMF, AMF military bases will be considered property of Xurran Coalition.
3.1. Only a signatory state has the power to establish an AMF military base on its territory.
4. AMF military bases will be manned with AMF personnel.
4.1. AMF military base on the territory of a signatory state cannot be manned solely with citizens of this state.

United Lerodan Star Corps
Establishes the ULSC as a international space force that will serve as a branch of the AMF.
Defines the roles and goals of the ULSC as follows.
To patrol international trade routes.
To aid in shipwrecks, distress calls, and escorts.
To explore into and map deep space with the expertise provided from all allied nations.
III. The ULSC will be acquire troops, ships, and funding as follows.
Troops will initially be donated by signatory states. After the initial fleet has been established recruitment from allied states will be possible and training will be conducted at the Ruhmburg Exoplanetary Academy where cadets will be trained in skills and knowledge that will provide them with the abilities to serve in the ULSC.
Ships will be donated to the ULSC by signatory states who wish to do so. There will be no requirement to do so and refusal to do so will have no adverse effects. Ships may also be acquired through purchase by the General Assembly.
Funding shall be determined by the General Assembly.
IV. Signatory states further agree to require civilian ships follow a set of distress calls and communication systems which will be determined by the General Assembly so that the ULSC may prioritize distress calls under this broadcast signal.


Hereby establishes:

Xurra Free State Established Xurra as the Xurra Free State to be administered by a democratically elected official by those living in the XFS. The XFS will be policed by officers sourced from all signatory states. All signatory states will be free to conduct business and corporations will be free to operate inside the XFS.

Capital of the Xurran Coalition

Ruhmburg, Xurran Free State will henceforth act as the capital of the Xurran Coalition. Furthermore the XC will dedicates a plot of land in Xurra to operate as the central location for the Capitol buildings of the Xurran Coalition in which the branches of the Coalition Government will operate. Signatory states agree to provide initial funding in the maintenance, development, and establishment of Ruhmburg and the buildings in Capitol Square.

Government

General Assembly

The general assembly will consist of two delegates per nation to vote on laws, regulations, funding, and development of the Xurran Coalition. These assemblymen will be advised by a minister from their nation which will represent one of the Coalition Ministeries. Votes will only pass with support of at least 3/4ths of the signatory states.

The Coalition Ministry of Economics

The Coalition Ministry of Economics is responsible for examining problems in the area of global finances and economics. They aid nations in getting out of recessions and depressions.

Coalition Ministry of Life:

The Coalition Ministry of Life is responsible for environmental, health, education, and development issues in signatory states and acts to better the quality of life of individuals.

Coalition Court of Justice:

The Coalition Court of Justice is composed of 11 judges who serve 5-year terms and are appointed by the General Assembly; every sitting judge must be from a different nation. If this is not possible there must be a equal number of judges for each nation. One judge may be added or removed to make this occur. It's primary role is to arbitrate disputes between signatory states and to serve as advisers to the Coalition Senate.

Xurran Bank:

The Xurran Bank's primary goal it to issue leveraged loans to developing countries. This is primarily in regards to urban development, environmental protection, agriculture, and education in order to help develop quality of life. The Xurran Bank also provides a stock market in Aurn, Xurra which primarily deals in the Corrin and Ruble.

Coalition Archives:

The Coalition Archives holds information on space, technology, and international governments that member nations submit. One primary resource found in the Archives is star maps that help nations develop in space.

High Command

The High Command will be the operational command over the operations AMF and the ULSC. High Command Headquarters will be stationed in Ruhmburg, Xurra and will also have a operational outpost in Perun Station.

The HC will be comprised of high ranking military officers which have been given the specific HC duty station by their respective country of origin. After the AMF and ULSC have developed officers will come from those who rise high enough in rank to obtain the position.

Th General Assembly will have the power to activate the AMF and define the aim and purpose of a military operation by an unanimous agreement of all representatives. The General Assembly will be able to stop a military operation at any time by an unanimous agreement of all representatives.
