Article I On the provisional nature of this constitution
I The Workers' Communes Federation of Anthropoelpis is a dictatorship of the proletariat as defined by the works of Karl Marx. The goal of the Workers' Communes Federation of Anthropoelpis is the complete abolition of the state and social classes and the destruction of hierarchies though proletarian self-abolition and world-wide revolution
II This text is only valuable before the phase of communism.
Article II Internationalism
The Workers' Communes Federation of Anthropoelpis is strictly internationalist and don't recognise every nationalities and religions as a superior one and reject their interference in the public sphere.
Article III Citizenship
I Everyone can be a citizen of the Workers' Communes Federation of Anthropoelpis without any other conditions that living in the soil of Anthropoelpis and without distinction of gender, religion, age, specie and other distinction between beings as long as they asked for it.
II However as the Workers' Communes Federation is a dictatorship of the proletariat, some people can be discerned the special status of class exclusion, this special status concern members of the feudal nobility, members of the high bourgeoisie and every person or descendent of people who reigned over a territory under a monarchy. These people don't have the right to participate in the Worker's Councils, to be a Capitan in the Workers' Militias or to be randomly chosen for being in the Worker's Federal Assembly.
III But if someone with the status of class exclusion have done great things toward proletarian liberation, the Global Revolution or the oppressed of the world, they can exceptionally become a full citizen.
IV The status of class exclusion will be abolished 3 generations after the Revolution.
Article IV The Division of Power
The power is divided between the Workers' Councils, the Communes and the Workers' Federal Assembly.
Article V The Workers' Councils
I The Workers' Councils are the base of the political organisation, they control the three power at a local level such a factory, a peasant cooperative or a neighbourhood. They send recallable delegates to the Communes, for being elected a delegate need to be designed at the 8/10 of his Worker Council.
II Every worker and inhabitant has the right to participate in the Council of their workplace, cooperative or neighbourhood. Decisions shall be made through collective deliberation and cannot contradict this Constitution.
Article VI The Communes
I- The Communes are the political organisation charged of executive and legislative power to the city or village level. They are composed of recallable delegates from the Workers' Councils of the city or village.
II- The Communes coordinate the common affairs of their territory and may establish no authority above the Workers' Councils except those established by this Constitution.
Article VII The Workers' Federal Assembly
I- The Workers' Federal Assembly is the highest federal coordinating body and exercises federal legislative and coordinating powers within the limits of this Constitution.
II- Its decisions shall respect the autonomy of the Workers' Councils and Communes and may be recalled or rejected by the bodies which elected or selected its members.
III- The Workers' Federal Assembly is composed of 1/3 of political parties and independents representative elected in a direct suffrage by every citizen without any restrictions, 1/3 of the workers representative elected by the workers, and 1/3 of randomly chosen citizen.
Article VIII The Militias
The Defence Force of the Workers' Communes Federation are composed of voluntary Workers' Militia. No grades exist but the grade of Capitan and this grade have to be discerned by a vote of the supermajority of militia-men.
Article IX The Justice
The justice is done by the Workers' Councils, the Workers' Communes Federation don't have other laws than the precept "No one shall dominate, exploit, enslave or oppress another."
Article XI Elections and revocability
Each elections have to be either done at the unanimity or at the 8/10 for preserving debate and democracy, every representative have a recallable and imperative mandate, for the recall of a representative the body who had elected it just need to do a vote and recall the delegate.
Article XI Rights
I- Every person has the right to life, bodily autonomy, freedom of thought, speech, association, assembly and political participation.
II- No person may be discriminated against on the basis of gender, sexuality, specie, origin, disability, belief, age or social condition.
III- Every person has the right to housing, food, healthcare, education, safety and the material conditions necessary for a dignified life.
IV- No authority may establish slavery, racial domination, patriarchy, religious domination or any other form of social hierarchy.
B Economics
Article I The Social Nature of Production
Production is organised to meet the material, intellectual and cultural needs of society. No one may use the means of production to profit from the labour of others.
Article II Abolition of Capital
Capital, defined as the right to private ownership of the fruits of social labour, is abolished. The fundamental means of production belong to the community and may not be alienated, sold, let or mortgaged for private purposes.
Article III On Labour
Human labour is not a commodity. No one may buy or sell the labour of others. Labour is a social function and a right of every citizen capable of contributing to it.
Article IV On Surplus Value
No one may appropriate the surplus resulting from collective labour. The social surplus is allocated, in accordance with the general economic plan, to the present and future needs of the community.
Article V On commodity production
The Workers' Communes Federation shall organise the gradual phasing out of production intended for commercial exchange and replace it with production based on social needs. The means of production may not be traded.
Article VI On currency
Currency and monetary relations are regarded as transitional forms destined to disappear with the development of the productive forces and the expansion of the social distribution of goods and services.
Article VII On the plan
The national economic plan democratically determines the broad guidelines for production, investment, the use of natural resources and the distribution of the social product. Each Commune submits its needs and proposals to the Workers' Federal Assembly, which collectively establishes and votes on the annual Plan.
Article VIII On the Power of the Producers
Workers participate directly in the administration of production units through their elected bodies. Planning bodies coordinate local and national production in accordance with the general decisions of the community.
Article IX On Propriety
Private ownership of the means of production is abolished. Personal possessions used for individual life remain protected and cannot be used to establish exploitation or domination.
Article X On Natural Resources
Natural resources belong collectively to the people and shall be administered according to ecological necessity and social need. No person, Commune or enterprise may permanently appropriate them.
Article XI On Distribution
The social product shall be distributed according to social needs, with priority given to essential goods, housing, healthcare, education and the needs of those unable to contribute through labour.
Article XII Workers Councils (Economical)
Workers' Councils democratically administer their production units and elect recallable delegates to coordinate production with other Councils and the general economic plan.
Article XIII About Peasants Cooperatives or Kolkhoz
Peasant Cooperatives are collectively administered by their members. Their production is coordinated with the social plan while respecting the autonomy of the peasants and the ecological limits of their land.
C Society
Article I Education
Education is free, universal and accessible to all. It shall develop critical thought, scientific knowledge, solidarity, creativity and the abolition of social domination. Schools shall be democratically administered by educators, workers, students and communities. Education should also not reproduce structures of domination.
Article II Welfare and housing
Housing, healthcare, food, water, energy and essential social services are guaranteed to all. No person may be deprived of these necessities for inability to work or lack of property.
Article III Equality
All persons are equal in dignity and political rights. The Federation shall actively oppose class, gender, racial, colonial, ableist and other forms of structural domination.
Article IV Culture and science
Culture and science are free from private domination and political censorship. Their development shall serve human emancipation, knowledge and the common good.
Article V Environment
I The Federation shall protect ecosystems, biodiversity and the conditions necessary for life.
II Production shall remain within ecological limits.
III Irreversible destruction of essential ecosystems is prohibited.
IV Environmental decisions shall involve the communities affected by them.
Article VI Abolition of Hierarchies.
I As the goal of the Workers' Communes Federation is to abolish domination, the Workers' Communes Federation has to actively work toward this goal.
II In the goal of destroying the child-adult dichotomy and the familial cell, newborns are, since their birth, at the charge of Communal Hearth, where they are helped in their development by the community. The individuals defined as children by society should be considered as fully independent beings and, as other citizens, have the right to live without coercion and domination, and they should also have as much political rights.
III In the goal of gender abolition, education will be separated of gendered roles and anyone can freely determine their identity, the Workers' Communes Federation will also have the role to abolish the gendered and sexual division of work, reproduction and health, and gender, and provide free and unconditional access to gender affirmative care.
IV In the goal of abolition of the human-animal dichotomy, every animal should be discerned basic rights, as the right to live, the right to move and the right to dispose of an appropriate ecosystem. A scientific committee formed of recognised biologists, botanists and zoologists will also have the role of having the interests of animals heard at the Federal level and will have to council the Workers' Federal Assembly and significant Communes over natural and environmental question.
V In the goal of cis-heteronormativity abolition, the Workers' Communes Federation recognises every gender identity, sexual orientation and forms of relationship, and rejects every of them as a norm.
VI As fight against domination is inherently progressive, the Constituents encourage future generations to amend this section to add newly discovered oppressions as social struggles and science advance toward the emancipation of humanity and all sentient beings.
D Defence and International Relation
Article I Defence of the Revolution
The Workers' Militias defend the communes, the people and the revolutionary achievements of the Federation against attempts to restore exploitation, domination or private rule.
Article II Militias control
I The Workers' Militias remain under the democratic control of the Workers' Councils and Communes. No permanent military authority may exist independently from the people.
II For more sophisticated form of combat like aviation or naval fleet or when the Militias can't be under control of Workers' Councils or Communes, each unity will still be democratically controlled through Militia Councils, who will be composed of militia-men except the Capitan and the Militia Councils will supervise the Capitan.
Article III Internationalism
The Federation recognises no national superiority and supports the self-emancipation of workers and oppressed peoples throughout the world. It shall not wage wars of conquest.
Article IV Revolutionary solidarity
The Federation may provide political, material and humanitarian assistance to peoples struggling against exploitation, colonialism, fascism and oppression, provided such assistance is democratically approved.
E Final Disposition
Article I On Constitutional Revision
This Constitution may be revised only through a democratic process involving the Workers' Councils, the Communes and the Workers' Federal Assembly. No revision may establish permanent domination, private control of the means of production or hereditary political power.
Article II Withering of the Proletarian Half-State
As class antagonisms disappear, coercive political functions shall progressively be reduced and transferred to the freely associated communes and workers' organisations.
Article III Transition toward communism
The Federation shall progressively abolish wage labour, commodity production, monetary relations, class distinctions and coercive institutions as material conditions permit, replacing them with free association and distribution according to need.
Article IV Dissolution of the Workers' Communes Federation
When classes, exploitation, coercive hierarchy and the material necessity of the State have disappeared, the Workers' Communes Federation shall dissolve into the free federation of communes and the worldwide community of freely associated producers.
