Let me explain:
var xhr = new XMLHttpRequest(); defines an XMLHttpRequest that can get data from the NS API.
xhr.open("GET", "https://www.nationstates.net/cgi-bin/api.cgi?nation=si-topia&q=govt"); opens info about your government.
Once the readyState is XMLHttpRequest.DONE, it gets your government and makes it null.
