Certainly, that's what the table is here for, just invite whichever party/nation you would like to discuss things with and fire away with whatever negotiation / argument / denunciation to all etc..
If the other party have an embassy here also you both would be able to speak to/quote each other here from the comfort of your own region, else they would probably need to visit for a face-to-face meeting. This nation / region founder / caretaker do not participate nor influence.

I am Personally enlisted in such a Group, but I will only fight in case of a reconquest.
I want to fight against offensive raiding, because it doesn't help anyone, neither the raiders, nor the raided
raided People just found a new Region. And the Raiders Captured a Region, that will be nothing more then a sculpted out Hull of its former self, because Members will abandon it.
A thing that also shocked me, was the existence of 'Quorum-raiding'. Its Soviet-Style 'Democracy'. I am Personally distgusted by it, and all who participate in such a senseless action

Raiding regions is still a core part of regional diplomacy to my limited knowledge, and sometimes it's good to have a fear of it instead of getting rid of it altogether.

The marsupilami is a black-spotted yellow leopard-like creature with dog-like ears. Male marsupilamis have an incredibly long, strong, flexible, prehensile tail, used for almost any task.
