As you can see, we are a very new region, and just setting up our government. The best help you can give us now is joining the World Assembly (WA) and endorsing our WA Delegate Handal Ands, and telegram him to participate in the drafting of our Constitution.

Everyone, I have published a dispatch with an explanation for the founding of the region (though it also serves the purpose of an explanation on the situation in my previous region, which many members would be familiar with). Whether you already know about it or not, I hope you can read and upvote it so more people will learn about our region. Thanks!

Friends, Allies, and Strangers,

You may or may not have heard about recent events in the Union of Allied States (UAS).

I am the former President of the Union of Allied States, a region I'm no longer part of, and you'll soon find out why. After my departure, I am now a Co-Founder of The Democratic Union, along with my friend and ally Handal Ands. I'm not sure in what capacity I'm speaking here as, but what I do know is that everyone has a right to know what has happened in my former region.

Just before the minor update of July 22, the founder and his supporters launched a coup to oust the democratically elected government. This government was led by myself as President and Handal Ands as Vice President, and we were both ejected and banned from the region. Along with us, several supporters, around 10 in total, left the region in protest, and occupied the Confederation of Nations, a region previously owned by the UAS. We intended to found our own region, where the principles of democracy are enshrined. The perpetrators of the coup then went on to install an Imperial Constitution with pretenses of democracy, but in truth controlled by the perpetrators of the coup, with the founder declaring himself Emperor. Just a day later, the Imperial Constitution was taken down, and the same perpetrators of the coup declared that the region was to return to a democracy. At the same time, they offered to negotiate for our return to the region, including reinstating my government. However, this was accompanied by several unreaonsable demands, including many undemocratic changes to the Constitution. Furthermore, a new Constitution with these changes was put up and immediately ratified by the perpetrators of the coup without any agreement made. This was a blatant violation of good faith in negotiation, and reaffirms that the perpetrators of the coup in fact does not care for democracy.

The said changes include :

  • A complete abolishment of political parties and the Right to Assembly

    Political Parties and organizations are prohibited.
  • A court system that effectively concentrates all judicial power on one person for a life term (The Constitution adds two lower courts each with one judge, both of which can be ruled singularly by the Chief Justice, instead of a single court with three equal judges)

    1) The Court of last resort shall be the Supreme Court of the Union of Allied States.

    2) The Chairman shall appoint a Chief Justice of the Supreme Court. The Chief Justice shall serve a life term.

    3) The Chief Justice shall adopt rules for Supreme Court proceedings appropriate by law.

    4) The Chief Justice shall hear all appeals from the Circut Court and has the sole authority to declare any bill or law unconstitutional.

  • All fundamental rights being limited to citizens (WA nations) only

    The fundamental rights of all Citizens in the UAS Constitution shall be henceforth elucidated upon
  • A Delegative legislative system, which on the surface is purported to be more representative than a representative one, but in fact misses out on several key components of a Delegative system, and restricts voters to delegate their votes to only 3 members, thus concentrating power on a select few.

    2) Citizens shall elect by popular vote, once every two months, a State Council. The State Council shall be composed of three Councilors. State Councilors must be Citizens of the Union.

    3) The State Council, as the leaders of the People, shall hold the voice of Citizens via delegates. Citizens shall delegate their vote to a Councilor of their choice, and may change their delegate at any given time.

  • A "General Secretary" position that is appointed solely by the founder, which although seeming like an administrative position, in fact has powerful authorities, including the ability to essentially become founder when he is absent, along with being third in line for succession to Presidency, despite being neither democratically elected, or democratically appointed.

    7) In the event the Chairman is absent for more than 3 consecutive days, the General Secretary shall assume the role of Chairman until his return. If the Chairman shall Cease to Exist, the General Secretary shall found a new region and assume the position of Chairman of the State Council.

    8) The General Secretary shall be granted Appearance, Communications, Border Control, Embassies, and Polls authority.

Now, I'm aware that some of you may not care much for democracy. However, for a region that supposedly does care about it very much, this is a blatantly wrong, whether or not the intentions were right.

After this, the perpetrators of the coup set out to manipulate members of the region into thinking that the UAS has returned to democracy, when in fact the very Constitution was never even debated or voted on. Unfortunately, this tactic worked for the most part, prompting many members who had supported me to return. Some were also likely offered positions in government for their return. In addition, some of these members decided to smear and harass me and Handal Ands both openly and privately. These included a telegram that was sent with Linkunsubstantiated historical claims accusing Handal Ands of bullying, Linkspamming in excess of 300 pings on Discord, accompanied with various insults, frequent personal attacks on us as bitter, and even accusations of us being toxic. Members even pestered The Wolf Clan that closed embassies with them with multiple posts on their RMB. All these accusations were never raised before the coup, and appear to be hastily invented without any factual basis. The people who made many of these personal attacks are now the most powerful people in the region (apart from the founder).

I don't expect you, whoever is reading this, to completely trust me, and I wouldn't be surprised if some of you may think I'm a bitter person with a vendetta. I do have evidence to support what I have said, though because of time it would take to assemble them and concern for privacy, I chose not to link any. But this is my attempt at giving an explanation, an understanding of the situation in a region that I was once proud to be part of, that I loved very much. This is an explanation of the situation, an explanation that the current "government" has refused to give, in order to give everyone the false sense that the region has returned to normal. But it has not, and that's why I made the choice to permanently leave and found our new region. The decisions is yours, whether or not you choose to do anything about it, but it's my hope that you will support us in creating The Democratic Union, a better and more democratic region, and condemn the UAS for its actions by upvoting this dispatch, or anything else you see appropriate.

Article I (Legislative)

Section 1
All legislative powers herein shall be entrusted to the Parliament of the Democratic Union, which shall consist of a House of Representatives.

Section 2
The House of Representatives shall be composed of members elected by citizens of the Union for a term of three months, except for the first term of Parliament, with Representatives classed into three groups so that one third of seats shall be up for each month. Parliament may establish term limits.
No person shall be a member of the House of Representatives who has not been a citizen for at least seven days.

Section 3
The number of representatives shall be determined by census through the enumeration of World Assembly nations present in the region at the time. Every two World Assembly nations present in the region shall equal one legislative seat. The first census shall be made within two months of the first meeting of the House of Representatives of the Democratic Union and shall occur every two months before that month's legislative election.
When a vacancy occurs, a special election shall be called within five days to fill the vacancy, unless within ten days of an election.
The House of Representatives shall choose their Speaker by a majority vote, who shall serve as the President in the absence or resignation of the President of the Democratic Union.

Section 4
The Legislature shall have the sole power of Impeachment of all civil officials. A vote of a simple majority is required to open an impeachment inquiry against a civil official. A vote of two-thirds of the Parliament is required to convict civil officials.

Section 5
Parliament shall make no law prohibiting a nation's right to Freedom of Speech not outlined within the confines of this Constitution.
Parliament shall make no law prohibiting a nation’s or nations right to associate with others of their choice.

Section 6
Elections for Parliament shall be conducted using the Single Transferable Vote voting system. Rules for elections shall be created and enforced by an electoral commission, which shall consist of the Founders and Justices of the Supreme Court.

Article II (Executive)

Section 1
The executive power shall be entrusted to the President of the Democratic Union and the Prime Minister of the Democratic Union.

Section 2
The President of the Democratic Union shall be the Head of State and World Assembly Delegate.
The President shall nominate, based on the recommendation of Members of Parliament, the nation whom they believe shall command a majority in the House of Representatives to be Prime Minister.
The President may serve one term of six months renewable once; however, if the circumstances require, as determined by the Supreme Court, may renew for a third and final term.
The President shall with the advice of a Special Nominations Committee consisting of the Founders, Prime Minister, Supreme Court Justices, and one member of the Public, and the consent of the House of Representatives, nominate Justices to the Supreme Court of the Democratic Union.
The President shall have the power to grant pardons to all nations convicted of crimes against The Democratic Union, individually or by advice of the Prime Minister, except in cases of impeachment.

Section 3
The Prime Minister of the Democratic Union shall be the Head of Government. The Prime Minister nation that receives the most nominations from members of the House of Representatives sent to the President, and that the President believes can command a majority of the votes cast in the House of Representatives.

Section 4
The Prime Minister shall be the Commander and Chief of all Democratic Union Forces.
They shall have the power with the Advice and Consent of the House of Representatives to make treaties contingent upon a Sixty percent approval from the House of Representatives.
The Prime Minister of the Democratic Union shall have the power to appoint ambassadors, public Ministers, and other positions for which are not accounted for in this Constitution.
The Prime Minister shall have the power to appoint judges to inferior courts with the advice and consent of Parliament.
The Prime Minister shall have the power to grant pardons to nations convicted of crimes against The Democratic Union, except in cases of impeachment.

Article III (Judicial)

Section 1
The judicial power of The Democratic Union shall in entrusted to one Supreme Court, and in any inferior courts that Parliament chooses to establish and entrust this power towards.
Justices to the Supreme Court shall be nominated and approved to the Supreme Court by the President following the recommendation of the Special Nominations Committee and approved by the House of Representatives.

Section 2
The judicial Power shall extend to all Cases, in Law and Justice, that arise under this Constitution, Laws of the Democratic Union, and any treaties.
In all cases involving ambassadors and other civil officials shall original jurisdiction. In all other cases, the Supreme Court shall have appellate Jurisdiction.
Justices to the Supreme Court shall serve for a term of eight months in the first term after the ratification of this Constitution, and terms shall be six months afterwards, with no term limits.

Article IV (Citizens)

Section 1
Nations who have resided in the Democratic Union for seven days and met all requirements established by Parliament shall be considered citizens of the Democratic Union.
All citizens shall be entitled to Freedom of Speech that complies with the laws of The Democratic Union and Rules of NationStates.
All citizens shall be entitled to equality, justice, and the right to vote unhindered by the laws of the Parliament.
All citizens shall be entitled to the right of assembly and to associate freely with whomever they choose.

Article V (Amendments)

Section 1
All amendments to the Constitution must originate in Parliament and be passed with a sixty percent majority of all votes cast. The Amendment(s) shall be considered ratified once having received a sixty percent majority vote of all active citizens in The Democratic Union or by sixty percent majority public endorsement (via RMB) of all active citizens. Parliament shall determine which method.

Article VI (Ratification)

The Ratification by Seventy percent shall be sufficient for the Establishment of this Constitution
