Welcome to all of our delegates. The draft Constitution has been proposed, and if there are any objections or proposed changes we’d ask the the delegate(s) propose them. If there are none we will proceed to a vote on our great Constitution!

Handal Ands the image link, it was a regional court case, likely one you came across. I have decided to not talk about the new region In the RMBs of the UAS. I wish you luck, although salty, and it was an accident, not an assault. It IS an actual court case, I was only confused of the origins. I hope you understand,
I still need to clean it up a little bit, but what do you guys think so far of this?
The Emperor: Julius Pigeon, serves as the head of the state and has the ability to reverse divisions made by the parliament, however their power is still limited by the Constitution, and the Parliament has the ability to Impeach the emperor if they violate the constitution he is a member of the Socialist Alliance, and is the current chair of PSP.
The Prime Minister: Elizabeth Penguin, serves as the head of government and controls the executive branch of the Government mainly the Cabinet they may create, and abolish any ministry they desire She is a member of the Socialist Alliance, and is the current chair of HSP.
The Voice of the Emperor: Charles Emu, serves as the head of the legislative branch, and is control of the procedures of the parliament they have the ability with a vote of a simple majority of 51% to completely throw out the current procedures they are also in charge of controlling what goes to the floor he is a member of the Socialist Alliance, and is the current chair of ESP.
The Wrath of the Emperor: Vladimir Sparrow, serves as the head of the judicial branch they are in charge of enforcing all laws that are passed by the parliament as well as protecting the Constitution, and ensuring the parliaments laws do not violate it he is apart of the Socialist Alliance, and is the current chair of SCP.
PSP: 700 seats, The Pigeon Socialist Party is the largest party in all of Communist Pigeon they believe in Socialism,Democracy, and Monarchism they seek to protect the Unitary Parliamentary Constitutional Monarchy of Communist Pigeon while hoping to achieve a true socialist state.
ESP: 300 seats,The Emu Socialist Party is the largest party in West Communist Pigeon they believe in Socialism, Democracy, and Federalism They seek to turn Communist Pigeon into a socialist federation their closest ally is the HSP as they both wish to establish a socialist federation, however like HSP they have allied themselves with PSP, and SCP to achieve a complete socialist state.
HSP: 300 seats, The Hawk Socialist Party is the largest party in South Communist Pigeon they believe in Socialism, Democracy, and Federalism, they seek to turn Communist Pigeon into a socialist federation their closest ally is the ESP as they share a common goal, however they allied with PSP, and SCP in order to establish socialism first.
SCP: 250 seats, the Sparrow Communist Party is the largest party in East Communist Pigeon they believe in Communism, they seek the removal of all forms of government they are allied with the Socialist parties in hopes to use Socialism as a stepping stone to achieve true communism.
HNP:200 seats, The Hawk Nationalist Party is the largest far right party in Communist Pigeon they believe in Nationalism, Imperialism, and Monarchism they seek to expand Communist pigeon to other planets besides earth they have allied them selves with ENP in order to protect Communist Pigeon against possible alien invaders.
ENP: 50 seats, The Emu Nationalist Party is a small minor party with barely any influence they believe in Nationalism, and Isolationism, they seek to prevent any future planetary expansion, however they ally them selves with The HNP in order to work to protect Communist Pigeon from Possible alien invaders.
SLP: 150 seats, The Sparrow Liberty Party is a new minor party that is quickly rising to power they believe in Liberty, Democracy, and Globalism, they seek to increase the freedoms of the people by abolishing the Monarchy, and turning communist pigeon into a Complete Democracy their closest ally is the PLP.
PLP: 50 seats, the Penguin Liberty Party is the only party who represents the Penguin Race they believe in Liberty, Democracy, and Globalism, like their ally the SLP they also seek to increase the freedoms of the people by abolishing the Monarchy, and establishing a complete democracy.
it is my first time doing something like this so any feedback would be appreciated.
Official Draft Constitution, now complete with a Preamble:
1) All legislative powers herein shall be entrusted to the Parliament of the Democratic Union, which shall consist of a House of Representatives.
1) The House of Representatives shall be composed of members elected by citizens of the Union for a term of three months, except for the first term of Parliament, with Representatives classed into three groups so that one third of seats shall be up for each month. Parliament may establish term limits.
2) No person shall be a member of the House of Representatives who has not been a citizen for at least seven days.
1) The number of representatives shall be determined by census through the enumeration of World Assembly nations present in the region at the time. Every three World Assembly nations present in the region shall equal one legislative seat. The first census shall be made within two months of the first meeting of the House of Representatives of the Democratic Union and shall occur every two months before that month's legislative election.
2) When a vacancy occurs, a special election shall be called within five days to fill the vacancy, unless within ten days of an election.
3) The House of Representatives shall choose their Speaker by a majority vote, who shall serve as the President in the absence or resignation of the President of the Democratic Union.
1) The Legislature shall have the sole power to impeach any civil official for treason, abuse of authority, and other high crimes. A vote of a simple majority is required to open an impeachment inquiry against a civil official. A vote of two-thirds of the Parliament is required to convict civil officials.
1) Parliament shall make no law prohibiting a nation's right to Freedom of Speech not outlined within the confines of this Constitution.
2) Parliament shall make no law prohibiting a nation’s or nations right to associate with others of their choice.
1) Elections for Parliament shall be conducted using the Single Transferable Vote voting system. Rules for elections shall be created and enforced by an electoral commission, which shall consist of the Founders and Justices of the Supreme Court.
1) The executive power shall be entrusted to the President of the Democratic Union and the Prime Minister of the Democratic Union.
1) The President of the Democratic Union shall be the Head of State and World Assembly Delegate.
2) The President shall nominate, based on the recommendation of Members of Parliament, the nation whom they believe shall command a majority in the House of Representatives to be Prime Minister.
3) The President may serve one term of six months renewable once; however, if the circumstances require, as determined by the Supreme Court, may renew for a third and final term.
4) The President shall with the advice of a Special Nominations Committee consisting of the Founders, Prime Minister, Supreme Court Justices, and one member of the Public, and the consent of the House of Representatives, nominate Justices to the Supreme Court of the Democratic Union.
5) The President shall have the power to grant pardons to all nations convicted of crimes against The Democratic Union, individually or by advice of the Prime Minister, except in cases of impeachment.
1) The Prime Minister of the Democratic Union shall be the Head of Government. The Prime Minister shall be the nation mostly likely to command a majority of the votes cast in the House of Representatives.
1) The Prime Minister shall be the Commander and Chief of all Democratic Union Forces.
2) They shall have the power with the Advice and Consent of the House of Representatives to make treaties contingent upon a Sixty percent approval from the House of Representatives.
3) The Prime Minister of the Democratic Union shall have the power to appoint ambassadors, public Ministers, and other positions for which are not accounted for in this Constitution.
4) The Prime Minister shall have the power to appoint judges to inferior courts with the advice and consent of Parliament.
5) The Prime Minister shall have the power to grant pardons to nations convicted of crimes against The Democratic Union, except in cases of impeachment.
1) The judicial power of The Democratic Union shall in entrusted to one Supreme Court, and in any inferior courts that Parliament chooses to establish and entrust this power towards.
2) Justices to the Supreme Court shall be nominated and approved to the Supreme Court by the President following the recommendation of the Special Nominations Committee and approved by the House of Representatives.
1) The judicial Power shall extend to all Cases, in Law and Justice, that arise under this Constitution, Laws of the Democratic Union, and any treaties.
2) In all cases involving ambassadors and other civil officials shall original jurisdiction. In all other cases, the Supreme Court shall have appellate Jurisdiction.
3) Justices to the Supreme Court shall serve for a term of eight months in the first term after the ratification of this Constitution, and terms shall be six months afterwards, with no term limits.
1) Nations who have resided in the Democratic Union for seven days and met all requirements established by Parliament shall be considered citizens of the Democratic Union.
2) All citizens shall be entitled to Freedom of Speech that complies with the laws of The Democratic Union and Rules of NationStates.
3) All citizens shall be entitled to equality, justice, and the right to vote unhindered by the laws of the Parliament.
4) All citizens shall be entitled to the right of assembly and to associate freely with whomever they choose.
1) All amendments to the Constitution must originate in Parliament and be passed with a sixty percent majority of all votes cast. The Amendment(s) shall be considered ratified once having received a sixty percent majority vote of all active citizens in The Democratic Union or by sixty percent majority public endorsement (via RMB) of all active citizens. Parliament shall determine which method.

Well I think we encourage independence, but it’s also important that people have the choice to if they want associate with like minded people. That’s part of democracy, having a choice.
So that means if a nation or a group of nations wants to form a party they may. Any requirements should come from MPs, if they decide to impose any. But it’s certainly open ended so that Parliament can decide.
Awesome I will personally stay independent, but it is nice that we are going to leave any requirements to the MPs.
