How do I endorse other nations?
To endorse another nation, you have to first be in the World Assembly (if you were notified of this dispatch, you already are), and you can only endorse nations in the same region as yours. Go to that nation and scroll down to the bottom to find the button that says "Endorse" + the nation's name (e.g. "Endorse Handal Ands")

Should I join the World Assembly (WA)?
Yes, you should! (Unless you already have a nation in the World Assembly)

The WA is what most of the gameplay in NationStates is based from, because you can only have one nation in the WA at any time. This ensures all players are equally represented no matter how many nations you have, and by joining it, you will have a voice in inter-regional NationStates politics. When you join, you can vote on World Assembly resolutions and endorse other nations in the region (which we're telling you more about below).

To join the WA, go to the World Assembly page, where there's a button up top that says: Apply to Join. Provided you have an email address on your settings page (if you don't go to Settings and enter one), clicking on that button will get your WA application started. NationStates will send you an email about it within a few minutes from your application. Click the link on the email to join.

Why should I endorse Handal Ands?
Endorsing our World Assembly Delegate Handal Ands will increase our region's influence in the World Assembly, which is the main inter-regional body in NationStates. The more endorsements Handal Ands has, the more votes our region has in the World Assembly. Our region's overall influence and regional power ranking will also increase (you can read more about that here). Endorsements is also viewed as the best measurement for the number of active members in a region, so by gaining more endorsements, we can show ourselves as an active region.

What do I gain from endorsing Handal Ands?
He will endorse you back! Gathering endorsements yourself can boost your own influence, and likewise, show people you are an active member of the region. Read more about that below.

Is there anything else I can do?
You can also endorse anyone else you want in the region! These nations will endorse you back as thanks. Exchanging endorsements with other nations will also increase our regional influence and regional power ranking, as well as your own influence.

I have presented a series of Constitutional amendments to Parliament:

Article I, Section 2, Clause 2 shall be amended to:
No person shall be a member of the House of Representatives who is not a citizen

Article I, Section 3, Clause 2 shall be amended to:
A vacancy occurs when a member of Parliament resigns, ceases to be a citizen, fails to log in for fourteen days, or is removed from office by a court decision. In that event, a special election shall be called within five days to fill the vacancy, unless within ten days of an election.

Article II, Section 2 shall have a clause added between Clause 1 and Clause 2:
The President may not serve as a Member of Parliament, Judge, or Minister.

Article II, Section 3 shall have a clause added after Clause 1:
If Parliament votes that it has no confidence in the Prime Minister, the President shall nominate another member of Parliament that is most likely to command a majority of votes cast.

Article III, Section 1 shall have these clauses added between Clause 1 and Clause 2:
Courts of The Democratic Union shall try all criminal cases in accordance with crimes established by law, review the Constitutionality of laws and actions of government officials, and resolve any ambiguities in law.

Any citizen may act as a prosecutor for a criminal case, unless a prosecutor is appointed by the Prime Minister.

Any citizen shall have the right to request a review of Constitutionality of a law or action of a government official, or to request for an ambiguity in law to be resolved.

All nations in The Democratic Union shall be entitled to equality and justice, and a fair, impartial and public trial in any court of The Democratic Union if charged with a criminal act.

Article IV, Section 1, Clause 1 shall be amended to:
Nations that reside in The Democratic Union and meets all requirements established by Parliament shall be considered citizens of the Democratic Union.

Article IV, Section 1 shall have a clause added between Clause 1 and Clause 2:
The Founder, or a nation designated by the Founder, shall maintain a list of all citizens.

Article IV, Section 1, Clause 2 and Article IV, Section 1, Clause 4 shall be removed.

Article IV, Section 1, Clause 3 shall be amended to:
All citizens shall be entitled to the right to vote and right to stand in election unhindered by the laws of the Parliament, unless as punishment for being convicted of a crime.

Article V, Section 1, Clause 1 shall be amended to:
All amendments to the Constitution must originate in Parliament and be passed with a sixty percent majority of all votes cast. The Amendment(s) shall be considered ratified once having received a sixty percent majority vote of all active citizens in The Democratic Union.

Kingsteak announcing his candidacy for Parliament

Most of you probably don't know who I am, so let me introduce myself. My name is Kingsteak. I am a Sergeant in The Black Hawks and a two-term MP/ Deputy Minister of Defense in Thaecia. I helped with the passing of the third Constitution in Thaecia and I'm the chairman of the Unity Party, one of the biggest political parties in the region! Not to mention that I was the Congressional Official with the highest poll ratings! I got elected chairman with a majority vote from the members of the Party Leadership Council and am currently trying to lead the party in its fight against all types of partisanship. I am pro military and I believe that the Democratic Union should get more involved in affairs around Nationstates as this can lead to an increase in members.

While I am new to this region, I want to help improve it and feel as if I have the record to accomplish that task. All I ask for is the opportunity!

My Promises to the People

1. I want to write a bill in regards to deputy ministers in order to ensure that when the region grows, ministers will have someone to assist them in to their daily activities. This will also create a line of succession within that ministry.

2. I want to write a bill that allows the citizens of the region to petition parliament when it comes to certain laws and regulations.

3. I want to work with the other members of parliament to come up with a plan to get the Democratic Union involved in more Nationstates affairs.

4. I want to advocate for the creation of a Ministry of Defense that will oversee military related assignments.

As promised, the election results:

Quota: 7 votes/2 seats = 3.5 votes

First Preference votes:
Handal Ands - 4
Agualia - 1
Girada - 1
Santa Lucia - 1

Handal Ands fulfills the quota and is elected. His votes are distributed to the voters' second preferences.

Redistributed votes:
Santa Lucia - 4
Agualia - 2
Girada - 1

Santa Lucia is elected.

Also, another reminder that candidacy declarations for the General Election is now open. Sorry about two-in-a-row elections, but I'm hoping that by having this one at the right time, we can finally have a normal election schedule as intended in the first place.

This election is still running off the last census, when we had 21 WA nations, but it's also running off the new Constitutional amendment, which gives one seat per 3 WA nations. This means we will have one vacant seat up for election (the one that Handal Ands didn't take) - which is actually a special election for the last remaining month of the seat originally held by Essena - as well as two incumbent seats, held by East Meranopirus and Grand Malevor. This means there will be three (3) seats up for election in total this election.
