REGIONAL INFORMATION & TRANSPARENCY ACT 2022

PURPOSE OF THE ACT:
The purpose of the 'Regional Information and Transparency Act 2022' is to ensure that all official regional information remains easy to find and up-to-date and that all citizens are aware of the proceedings of the regional government.


DEFINITIONS
i. "Up-to-date" means within 14 days after the change has occurred.
ii. "Official regional information" means information that records the proceedings, laws and events of the region.


SECTION 1: REGIONAL INFORMATION
1.1 All official regional information shall use a template specified by the Governor.
1.1.1 All official regional information shall use a breadcrumb menu structure for easy navigation (see note 1).
1.2 All official regional information must be kept up-to-date.
1.2.1 If the official regional information is not up-to-date, any party may notify the owner of the information of the fact. Upon notification, the owner of the dispatch will have 14 days to update it.
1.2.2 If the information has not been updated pursuant to §1.4, any party may seek a writ of mandamus from the Courts for enforcement.


SECTION 2: REGIONAL HUB, WORLD FACTBOOK ENTRY & TAGS
2.1 The UCN Regional Hub shall be maintained by The UCN Infocentre.
2.2 The Regional Hub shall contain information on regional administration and organisations.
2.3 Only official regional information pages can be linked to on the Regional Hub, with exceptions granted by the Governor.
2.4 The region's World Factbook Entry (WFE), tags, and any pinned dispatches must fairly and accurately represent the region, its views, interests and positions and must remain politically and ideologically neutral. The President shall determine a process by which the WFE may be edited, deleted, or added to and by whom. This process must allow the Governor to edit, delete and/or add to the WFE, regional tags, and pinned dispatches.
2.5 The Governor may override any WFE edit, tag change, or pinned dispatch change, should they feel the change does not accurately represent the region, its views, interests and/or positions or is not politically or ideologically neutral.
2.6 The Governor shall have the ultimate authority on the determination of whether or not the WFE, a tag, or a pinned dispatch accurately represents the region, its views, interests and/or positions or is or is not politically or ideologically neutral.


SECTION 3: LEGISLATIVE TRANSPARENCY
3.1 All proposed bills and motions shall be made public at least 24 hours prior to a vote.
3.1.1 The President may suspend §3.1 by the issuance of an emergency order for reasons of Regional security.
3.1.2 Violations of §3.1 shall result in a voided vote and a subsequent re-vote shall take place with sufficient notification.
3.2 Votes of each member shall be made public within 5 days.
3.3 All members shall disclose any conflicts of interest prior to any vote.


SECTION 4: EXECUTIVE TRANSPARENCY
4.1 The Governor shall publish all executive orders, laws, or governmental changes to the regional hub within 14 days of the change occurring.
4.2 Executive Officials must disclose any potential conflicts of interest prior to taking office.
4.3 Executive officials and appointees must respond to official business in a timely manner.
4.4 Executive Orders must be made available for public comment on the RMB for at least 48 hours prior to being in effect.
4.5 Exceptions to subsection 4.4 may be granted when a state of emergency is issued for regional security or stability reasons.


SECTION 5: JUDICIAL TRANSPARENCY
5.1 Each court or tribunal must publicize the trial prior to its start.
5.2 All statements issued to the court may be requested, in writing, during the trial by any citizen and should be delivered in a timely manner.
5.3 Parties officially involved in court proceedings shall be made aware of any official statements or requests made by the opposing party during the proceedings as soon as possible.
5.4 All rulings must be made public within 5 days.
5.5 Judges must disclose any potential conflicts of interest prior to convening a case.


SECTION 6: REGULATIONS
6.1 The President may make regulations by Executive Order prescribing matters:
(a) required or permitted by this Act to be prescribed; or
(b) necessary or convenient to be prescribed for carrying out or giving effect to this Act.
