In Salat, the intention is made in the language of your choice. But Qirat (Quran recitation), Duas (Supplications), and other parts of Salat are in the Arabic language. One does not need to learn Arabic, but rather just the supplications and be able to read at least some portions of the QUran in the Arabic language for Salat. But it is better to know the meaning, as this will increase you focus on the prayer.
