How about cutting my pop to 21 million, how much bigger would I have to make my map claim? Also the only civilians we have are too young to be in the academy, every facet of life is controlled by the military, from agriculture to supermarkets, so that still leaves ma a good 18 million at most on military payroll and allows me to keep to my NPTO commitments.
