Yeah. We could elect someone else temporarily to remove the password and then immediately vote Feedom back in as delegate afterwards.
But that's technically unethical because he was elected far and square and if we did that I would also confuse the ones that don't read the forms

Hey everyone, sorry for me being gone. Life has kept me busy so I just came to tell everyone that I wish to no longer be the leader of the republic and ask all of you to vote for a newer leader to replace me. I wish you all luck and hope you all do well.

As for a successor, I would recommend, that we turn to one of the former leaders until we can appropriately elect a new one. We really need to establish a rule for such occassions...
I guess I can take over a provisional government, if necessary.
Perhaps we should write a Constitution or some similar document? A charter, perhaps?
Not trying to be offensive here but doing a "Good Job" requires doing something.

I just realized I forgot to send my last message. So pretty much I might as well do a summary of it :/
You see the thing with recruitment in this game is, well, how many people are we going to get to join? Lets consider the facts here in a sorta chronological order of how someone might consider joining us.
1. They get a little automated message that there is a VERY high likely chance that they would miss, so recruiting new people through that would be hard.
2. Most people usually prefer to stick with a region once they are in it.
3. Not everyone is in our glorious fandom, cutting down the chances of people joining our specific region.
4. And even still even if they are a fellow brony/pegasister, it would be unlikely that they would find our region.
5. And even if they do they might see the slightly lowered number here and think one of the other regions are a bit better.
So suffice to say, it's going to be a longshot for someone to come here, and an even longer shot of them being an active WA member.
Basically our outcome looks bleak. So that leaves the question, what can we do? I can tell that not everyone here isn't set on joining Yerushalem, or for that matter leaving here; so what can we do?
Well, I say we make the region look enticing, like a great community again. Really, as of late, we've all been sitting on our ****** doing nothing but elections, and trying to solve our issue. When in reality, what we should be doing is having may'be a bit more fun. Hell, this is a game after all. I'm talking doing things like some RP in the forums, using that slightly neglected steam group we have over there. Or just generally talking about more than just one topic here in the RMB. If we start doing more things as a community, then maybe, just maybe, people will see the benefits of "Hey this place looks like they're doing something interesting, let's go see what they're up to" instead of "Oh look, all they're doing is trying to figure out which way is up".
So far for the past few weeks we've been debating and still haven't reached a conclusion on what we're going to do. If that keeps going on than its going to end up like the Skyrim civil war in which both sides lose because they didn't come to a conclusion. (Look it up).
So... maybe someone should set up a deadline to where we make a final decision. And we should put up a poll where people can vote on what course of action they want to take.

I lied, that wasn't a summary. XD Woops.
I will once again recommend the chartering of a Constitution of sorts, to simplify any future issues and provide a framework for the growth and development of the community. I can write it up and present a first draft in non-legalese, if we agree on some basic principles and things we want to include, and of course it would be subject to amendment and/or revision via referenda, unless we don't want it to be. Once we agree on the basics, I'll make it look all fancy and lawyer-esque.
