As for the De Jure Question: Is the Russian Federation de jure successor of the old USSR?
As far as I know: Yes.
I claim something similar: Legal succession to a failed and doomed concept, with all the rights, justs, successes, failures, duties and burdens. It all depends on others accepting this claim and there things get hairy!

Russia is de jure successor to the USSR as it was formed with most of it's armed forces and government made up of the former USSR government. The SE, to my knowledge, went through what I can best describe as a massive upheaval including a coup against Celestia after her return from inactivity which in turn led to the destruction of the Solar Empire.

As such, I believe we are in a situation where you are de facto successor due to no other claimants and de jure by having a nation I know to be a former member of the original Solar Empire backing said claim. However, if anyone else were to claim said title, it would be up for dispute.

Well, our recognition is something of an afterthought, isn't it? Whether or not they are the actual de jure successor doesn't affect the fact that they exist and that they claim to be. We could deny that they are the successors to the Empire, but where would that leave everyone? It's like how America refuses to recognize Somaliand because... reasons. Now Somaliand/The Reign can't do much because no one wants to think that they exist.

So, it kinda makes sense for everyone to accept that everyone exists and has authority, since even if we don't they can still do stuff, we can do even better stuff together if we believe that the other guys are real and legitimate, and because not doing so is kinda being a bunch of jerks to a region that has a good chance of actually being semi-reasonable.

Not making an executive decisions here, just making a point.

Well thanks, I didn't like the Solar Empire anyways...... Celestia thinks that there's a brighter future with loyalty but comes in a great costs.

Recognition would be nice, yes, but you are right: In the end, it's just a pro-forma-thing.
I would love to work together with you people, since most of you are quite cool in my book. I can't really speak for the whole Reign, but many of us (read: The Loyal Houses and me - we are 2/3!) would like that.

But one question remains: "semi-reasonable"? ;)

Look, as nice as you guys seem, and as willing as you are to work with us in a peaceful and diplomatic manner, at the end of the day, you're still the successor state to this regions sworn enemy. While I'm not going to outright cut you off for the crime of existing, I'm not exactly inclined to blindly trust you, ya know? No offense, but it would be folly for me to assume that there's no chance of you doing anything ridiculous.

That is reasonable, since I can't exactly guarantee for anything.
