Democracy 3 isn't that indepth. Giving every school a particle accelerator isn't exactly economically or scientifically viable; nor is it going to benefit anyone in any way.
What we need isn't more accelerators, it's bigger ones. Once we start running CERN at max capacity and cease to get results, well need to build a larger own and see if it gives us anything.
