Repeal "The Landmine Convention"
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#40

Description: WA General Assembly Resolution #40: The Landmine Convention (Category: Global Disarmament; Strength: Significant) shall be struck out and rendered null and void.

Argument: The World Assembly,

Taking note of the passage of WA Resolution #40, "The Landmine Convention",

Troubled that the definition of "landmine" used in this resolution includes mines designed to become non-operational after a certain time has elapsed,

Considering that given these landmines do not necessarily pose significant risks to civilians they should not have been prohibited and that this technical flaw undermines the resolution's claims to concern for civilian casualties,

Suggesting that nations with the technical capacity to comprehensively demine mined areas post-conflict may be capable of deploying landmines in a way that poses little risk to civilians,

Recalling that the WA has several times voted to not ban or to repeal bans on chemical weapons and that denying WA members conventional area denial munitions is therefore inconsistent with general international law,

Further aware that WA member nations have many responsibilities in wartime, for the protection of civilians and prisoners of war, and that non-member nations, who outnumber WA members severalfold and have provoked many international incidents of war, hold no such obligations,

Concerned that the occupation of any WA member nation's territories by non-member nations could result in war crimes over which the WA would have no jurisdiction nor ability to arrest,

Therefore believing that any area denial munitions available to WA member nations should be permitted in the defence of their territory from armed occupation by hostile non-members,

Heartened that repeal of this resolution will not preclude future legislation to continue the demining work of the World Assembly Demining Agency:

Repeals WA Resolution #40, "The Landmine Convention".

GENERAL ASSEMBLY RESOLUTION # 40

The Landmine Convention
A resolution to slash worldwide military spending.

Category: Global Disarmament

Strength: Significant

Proposed by: Quintessence of dust

Description: The World Assembly,

Believing victim-detonated anti-personnel landmines to be weapons whose capacity for civilian casualties outweighs any security benefits,

Requires its members to:

1. Define, for the purposes of interpreting these obligations:
- 'landmines' as explosive devices placed on or under the ground and designed to cause injury or death to persons activating the device by proximity or contact,
- 'mined area' as an area in which one or more live landmines has been deployed,
- 'dispose' to be the act of destroying, permanently deactivating, or otherwise rendering non-functional, such as through conversion to command detonation, landmines;

2. Dispose of all landmines within their present stocks as soon as is practicably possible, with due regard for safety, security, and environmental consequences;

3. Immediately and permanently cease and desist the production, deployment, and transfer of landmines, including the rendering of technical assistance in their production or deployment;

4. Seize all undeployed landmine stocks within their jurisdiction for disposal as required by Article 2;

5. Take effective measures to prevent non-state actors within their jurisdiction from effecting such actions as outlawed by Article 3;

6. Conduct prompt surveys to determine the location of mined areas within their jurisdiction;

7. Institute available precautions, as they deem appropriate and safe, to prevent casualties in mined areas, such as:
- restricting access to such areas,
- signposting such areas with clear warnings, using relevant languages as well as easily understood, non-written symbols,
- indicating the limits of such mined areas on maps and charts,
- informing the public of the dangers of mined areas,
- where possible, engaging in prompt and effective mine clearance.

The World Assembly does further:

8. Exempt from these obligations:
- the transfer of landmines for the purpose of disposal, or for the research and development of mine clearance or mine safety, providing such transfers are limited to absolute necessity,
- the production, possession and deployment of limited numbers of landmines for the purposes of research and development mine clearance or mine safety, provided such actions are conducted within secure areas and with the highest regard for safety,
- the rendering of technical assistance aimed solely at reducing the danger of landmines to non-military personnel, such as through conversion to command-detonation;

9. Establish the World Assembly Demining Agency (WADA) with a charter to:
- conduct and aid mine clearance operations, where requested,
- research and develop mine clearance technology,
- instruct civilians on landmine safety and treatment of landmine-related injuries,
- further promote landmine safety awareness through educational and informational campaigns;

10. Compel the WADA to respect the territorial sovereignty of member nations, stipulating that:
- member nations may request assistance for mined areas within their jurisdiction,
- requesting nations must provide all available information on the mined area,
- storage and disposal of removed landmines and fragments is the responsibility of requesting nations, and the WADA may refuse involvement if the requesting nation is deemed incompetent to perform such tasks.

SECURITY COUNCIL RESOLUTION AT VOTE

Condemn North Korea
A resolution to express shock and dismay at a nation or region.

Description: The Security Council,

UNDERSTANDING that North Korea is a region dedicated to the principles of "Anti-Imperialism, Anti-Colonialism, [and] Self Determination,”

NOTING that North Korea denies the freedom of speech of their members, as shown by Article 8d of their constitution, as well as banning any nation they deem to be "reactionary" from their region,

ACKNOWLEDGING North Korea’s position of anti-fascism, and it’s attempt to combat fascism has turned it into a large empire spanning almost a thousand regions indirectly connected to it, blocking others from using those region’s name merely in the name of “anti-fascism,”

RECALLING a North Korean backed raid of the region Benevolent Capitalism, a small region whose only guilt was being associated to other regions indirectly, and was unfairly raided a second time after it was noted that the Black Riders had done one before them, despite said region not being fascist in the least,

AWARE of North Korea’s recent refounding of Slavya, a long time regional community that once had up to 150 nations, had denied that region’s previous founder a chance to refound the region, securing it under their control,

APPALLED that North Korea’s sole motivation in keeping Slavya is due to their belief that freedom of speech and association shouldn’t apply to Slavyans, and that their ideas of what freedom is must be imposed on other regions under the guise of anti-fascism,

BELIEVING that by occupying Slavya, and by invading other regions in the name of "Anti-Imperialism, Anti-Colonialism, [and] Self-Determination," North Korea violates the principles that they claim they are dedicated to, and poses a threat to the international community,

Hereby CONDEMNS North Korea.

COMMEND / CONDEMN PROPOSALS:
These Condemn & Commend Resolutions are mostly a popularity contest and a waste of the World Assembly’s time. It is not the Business of the World Assembly to Honour Nations. The WA is not a Beauty Contest. We would ignore these Resolutions were it not for the ridiculous precedent these Resolutions present.

As such, Mikeswill voted AGAINST the World Assembly Resolution "Condemn North Korea".

Richard 'Sandy' Beach, an icon of Alcoholics Anonymous, spread a message of hope to thousands

TAMPA — In Alcoholics Anonymous, everybody knows everybody on a first-name basis. People in AA keep a low public profile, lest a fall from sobriety reflect badly on the program.
Popularity, however, has created exceptions to the rule. Most people know the last names of AA co-founders Bill W. and "Dr. Bob" — Wilson and Smith. On the speaking circuit, from small meetings to big conventions, certain names carry enough cachet that their anonymity fades away. And audiences play recordings of their talks the way others listen to a favorite album.

Thus tens of thousands of AA members knew that the last name of popular speaker Sandy B. was actually Beach. A good chunk might know that he lived in Florida or that he had been a fighter pilot in the Marines.
Mostly they knew his messages about developing a spiritual life beyond abstinence, about letting go of control and tapping into what he called "the magic" they had once sought through alcohol. They knew his self-deprecating humor, which made the often-tough rhetoric easier to swallow.
Mr. Beach, a retired lobbyist for credit unions whose tireless efforts on behalf of AA made him one of its most recognizable names, died Sunday during an AA meeting in Tampa. He was 83.

The man, who had described himself as shy, tried to cap his speaking engagements to 26 weeks a year but often exceeded that limit. In a quietly spellbinding way, interweaving AA history and his own, Mr. Beach always came back to the program's fundamentals as outlined in its literature: Alcoholics Anonymous, known as the Big Book, and Twelve Steps and Twelve Traditions, or the "12 & 12.
He believed emphatically in AA's 12 steps, especially the first one about admitting powerlessness over alcohol.
"The point of the first step, quite frankly, is to convince you that your situation is a lot worse than you think it is," he said in a 1994 talk. Consequently, it is the only step "you have to take 100 percent."

" 'Almost' doesn't cut it. Almost getting sober is very much like almost having a parachute after the plane gets blown up and you're up in the air."
Richard John Beach was born in New Haven, Conn., in 1931, the son of an engineer. He had his first drink at a college mixer, where he found alcohol made him feel more sociable. After graduating from Yale University, he joined the Marine Corps. His assignments included Florida, Virginia and Japan, and he taught pilots the bruising art of landing on aircraft carriers.
Mr. Beach spent close to a decade in the Marines, leaving as a captain, his family said. He stopped drinking Dec. 7, 1964 (Pearl Harbor Day, he reminded audiences). He lived in the Washington, D.C., area and worked for the Credit Union National Association.
His marriage to Barbara Platt, with whom he raised six children, lasted 17 years.

His activism in AA increased over time. At a 1976 convention in Palm Desert, Calif., to uproarious laughter, Mr. Beach compared his old lifestyle with trying to swim while carrying a heavy rock. His "Drop the Rock" talk, still famous in AA circles, launched a parallel unpaid career as a sought-after speaker.
"He could take the most complex thoughts you could come up with and distill it in simple terms," said Chris B., 53, of Tampa, whose last name is withheld to protect his anonymity, as with other AA members who were interviewed.

Mr. Beach went on to speak at international AA conventions and in several European countries.
He retired to a Bayshore Boulevard condominium in 1995, and stayed in shape by running up and down its 20 floors five times before bed.
Mr. Beach sponsored other men in AA who relied on him for steady guidance.
"There were times when the Marine came out, the salty language," said Dick C., a 63-year-old developer who was mentored by Mr. Beach. "He'd say, 'What part of the blankety-blank do you not blankety-blank understand?'
"Then he'd sit back and smile. He wasn't mad. He was just getting your attention."
Recent years included challenges, both emotional and physical. In 2010, daughter Barbara Hamburg, 48, was found bludgeoned to death outside her Madison, Wis., home. Another daughter, Catherine Barrett, 52, died three months later of liver disease, Mr. Beach's family said.
Mr. Beach also suffered chronic pain and congestive heart failure. He used a walker, then a wheelchair. He fell in September and spent weeks in the hospital.
Another AA member, Randy M., drove Mr. Beach to a 7:30 p.m. meeting Sunday at Palma Ceia Presbyterian Church. Mr. Beach had started the step study and speaker meeting a decade or so ago. As the meeting started, Randy, 54, fetched Mr. Beach a cup of black coffee. Group members read AA's Preamble, which spells out the program's mission and its steps, then took turns reading from the 12 & 12.

"I asked him if he was okay," Randy said. "He looked at me and said, 'Thanks for bringing me to the meeting, buddy.' "

Moments later, Randy said, he heard a slight gasp from Mr. Beach, whose head had slumped over onto the table. A member who is also a nurse rushed over to check his pulse. Another member, a physician, checked the carotid artery.

Mr. Beach was declared dead at the scene. His friends couldn't help but notice that he had died with his head on page 23 of the 12 & 12, from which the group had been reading.
