I'm guessing it was caused by the issue about not allowing private donations to politicians. That drops economy and political freedom, but really improves integrity in the long-term. The only thing you can do is to wait for new issues, and try to keep economy in mind.
Just don't become a capitalist wasteland...
Allying with private business as soon as possible should boost your economy. I also managed to preserve my environment while doing so.

From our personal experience - you may try the way of carefully cutting taxes on every occasion when your citizens personally ask for it, that usually helps the business development while generally improving your citizens happiness and wealth (both poor and rich).
That may become risky as tax cuts have to do with Education, Healthcare and Law Enforcement as well, so be sure you have these under control and in good condition not to cause severe death rates or crime sprees.
Initially the economy of 
Palmstars was classified as "Reasonable", and entirely cutting the State Welfare funding actually had amazingly good influence on state of affairs. See the Trends table at Palmstars page to see the slow but sure economic progress achieved thanks to careful tax cuts. When you make lazy bums work their way out instead of feeding them at cost of tax payers, economic situation gets better. Be aware that there still will be rather lazy citizens who will complain all the time despite your best efforts, and some of them will try to get their situation better without much of an effort - they will try shoplifting and mugging people, so for that matter your police force shall be prepared at all times.
Probably the safest way of cutting taxes is a moderately rare occasion when your ministers offer you to cut a specific branch of government mechanism, and you will get an offer to carefully cut only really unnecessary expenses.

In my experience, tax rates have had little to do with economy. For instance, I have a 97.5% tax rate, and my economy is slightly stronger than yours. If we're getting into specifics, any kind of business subsidization seems to help a lot with growth. It brought me from an "Imploded" to "Frightening" economy in a month or two.
