I think I may retcon a bit and have my helijets be more like Samsons from Avatar and less like the Whispercraft from 6th Day. I like the idea of having a very fast helicopter - but those may be a bit too.. Unwieldy/fragile

I should clarify - the territory is still under respective nations - but the people are left to govern themselves for the most part
