No one should have a problem as long as it doesn't conflict with other claims or spot. That's what I did with my other country.

When my factbooks are sorted out, Katai and Cholon MAY have very big chances of seceding from Uguria and becoming an Empire and a Republic, respectively.
The former will have our blessings and more.
