IIRC, so long as you make a detailed host bid you are in the "race" to have the CdE---or any event---hosted wherever you want. But I rarely pay attention because Namor is not going to spend so much money on barbarian ball-kicking :P

BTW, I'm currently doing my Esquarium Games sign-up, if anyone cares.

I'm doing it piece by piece. Once I get back home, I'll finally finish mine.

What do you mean by that? Make a thread?

On behalf of the role as overseer of the Coupe d'Esquarium, I have seen your concerns, and I'll make an FAQ.

1. Will one of my own cities host?
No, primarily because I cannot really scorinate. So the bidding process will have no Luzzy cities in it. And besides, that kinda seems like a conflict of interest.

2. Who will take the votes?
When voting begins, I am going to assign The jahistic unified republic to count the votes (I asked him last night and he said yes), for two reasons: firstly because I am notorious for neglecting my puppets, and secondly, I don't want to be seen as rigging the results.

3. When will it begin?
As much as I wanted to put the sign-up thread yesterday, Unolia has vetoed it because Olymp...sorry, Esquarian Games. So it will be at his discretion to decide the date the sign-ups, but it probably will be immediately after the games when the signups go up.

4. Will any rules change?
One: if you want to bid for the CdE, you must have participated in any previous CdE (so either the second or first, or both). Bidding nations can vote, but they cannot vote for their own bid. First-timers cannot bid. (Note that if you are taking part as a puppet or main for the first time, but have took part as another puppet or main, you can bid.)

I only am changing that rule because the rule on anyone can bid made more sense in the first CdE when we had nobody taking part in the CdE before. It doesn't now (in the second CdE, when there are quite a few people who took part in the first CdE), and with the huge pool of people who took part in the first two CdE's, there is no real reason to let any riffraff bid. So first-timers cannot bid for the CdE.

5. How transparent and ethical will it be?
I've delegated the ballot counting to Unolia, and I fully trust him with counting the ballots fairly, and that he will decide if it can go up. As for signups and bids, I will add them to the OP regularly (unless if a first-timer is trying to bid). I personally will not bid for the reasons stated at #1.

6. Do you own it, and will you change it drastically?
No, I merely oversee it. I'm really more of a custodian to it in the sense that I'm making decisions for it, but besides the bidding rule, it will be the same Coupe d'Esquarium that you know and love.

No it doesn't. Quebec hosted the first CdE, then left the region, and since then we've organised sporting events as a community through IRC. Yesterday he somehow came to the conclusion that it was his and that he was entitled to give it away because no one ever "asked" him for it.

Uh, just to clarify...
Quebec oversaw the first two editions, Gaveo (who left a while back) and Unolia hosted the first and second CDEs respectively. Quebec never hosted any CdEs while he was around. Secondly, he still has puppets in Esquarium (and is still on the map for some reason).

Also, note that if the Sports Czar (Unolia) decides I shouldn't oversee, I will respect it for he is the guy who has the most experience in sports (he hosted two sporting events in Esq, the Winter Games and the 2nd CdE, and also has had newswires and tried to start a handball league here).

And yes, I support Unolia's request to be named Sports Czar by Namor.
