"Kalamestari" is one of those titles that sound posh in native language, but sound silly if literally translated in another language. At least to me title of "fishmaster" sounds sort of ridiculous.

That episode sucked. It was convoluted and went out of its way to make Spike the bad guy. I really, really hate Spike episodes because the writers go out of their way to make him a buffoon.

So I'll be honest. The ending of the episode kind of left me empty and I think the problem is scope. I'll explain what I mean in a bit. But here's what we know about Equestria. That it's a collection of city-states with a shared currency and a common ruler (The Royal Sisters.) I am willing to relegate The Crystal Empire to territory status, kind of like Puerto Rico. While The Royal Sisters rule all over Equestria and the several city-states do share a common currency, it seem that beyond that, each city-state has a lot of autonomy on how the city-state is run.

Which means that The Grand Equestria Pony Summit is actually pretty dang important. It allows each city-states to talk and coordinate one another over various matters, but it also helps keep Equestria harmonious. So in short, The Grand Equestria Pony Summit is a really big deal. Probably one of the few times that representatives from each City States are able to meet one another.

What Spike has done in the name of "Princess Twilight Sparkle," should have carried a heavier penalty. Not only did he misused Princess Twilight Sparkle's office of The Princess of Friendship, but he also misrepresented Princess Twilight Sparkle herself. He put the whole Summit and the running of Equestria into jeopardy because of his own over-sized ego. His antics could have led city-states to fighting one another and starting trade wars and straining of relationships.

Instead, Spike gets off by giving a speech and attempting to put the statue back together. Why does Twilight Sparkle still has faith in Spike, I have no idea.

So, you're fine with the fact that Twilight was the only one who organized the entire thing? That You had these town leaders who were giant knobheads that wanted, constantly, 1-1 time with the newest Regent? That they literally stormed the tower she was obviously at privately, because they needed to be heard? That nobody thought to officially state that Twilight was out of commission, even though there were three princesses that could do just that, and handle everything because Twilight is not actually an important princess?

Spike is a kid. To entrust him with this was stupid, and largely Twilight's fault. It is also the fault of the other regents. Twilight did the ENTIRE organization? For three days? No rest, and nobody- nobody! Offered to help..? Hogwash!

The episode's a travesty. Because all the variables are just... So poorly written or flat out unaccounted for. There was no reason for this to've gone so damned poorly..! But the writers needed Spike to be a bellend once more, because they had to get off somehow.

You tell me why in the world every town and city leader wanted to speak to the most inexperienced regent of the -four- that occupy Equestria. If you can give me a good reason for that, then you'll have a point in your favor. Otherwise, this episode was just completely naff and like every other Spike episode, I'd rather just ignore its existence entirely because they all, ALL suck.

I can explain why we saw them all whine at Twilight, it's because they didn't show all the other leaders whining at Celestia/Luna. In other words there's probably some off-screen discussion going on.
I mean...for a summit with all four princesses the other princesses must be doing something, it's just a shame we never saw them do anything. :p

I would imagine (as someone that didn't watch the episode himself) that the reason you would want to talk to an inexperienced leader is to attempt to use their inexperience to your advantage.
She's royalty and her word carries the weight of law. If you can get her to decree something because you've convinced her it's a good thing, then you're off to the races.
