The Decsaesul rules based on merit alone. He doesn't volunteer, but is instead nominated by the public, who then vote on the candidates, all of whom are also nominated by the people.

The Issue

Your evening supper was disrupted recently when a spandex-clad man wearing a mask left a hitherto untouchable mob boss on the High Court's doorstep before disappearing once more into the night. While some have welcomed the assistance of 'the Dogman', others are fearful of what consequences supporting vigilantism could bring.

The Debate

"He did WHAT?" shouts over-zealous police officer Prudence Janssen. "The Dogman is a menace to society and an insult to the police. Vigilantism should not be tolerated, and the police should have the right to track these people down and throw them in jail. We'll show others like him that the law cannot be taken into their own hands."
