Announcement:
The Minister of Interior announces the creation of the Oprichniki as a special military formation under the personal direction of the Tsar.

The Oprichniki will take on various responsibilities including the suppression of religious minorities and heretical sects, the elimination of political dissent/sedition and the safeguarding of the monarchy.

The decision to create the Oprichniki will enhance the orderly state of affairs of Rurikian society.
