They have been! My mom works with CareOregon (Oregon Healthcare), and she sees hundreds of mentally ill people outside her building everyday. Honestly, why are these people allowed to wonder around for? They need to be put into a psychiatric facility. Not the creepy kinds where they torture people, but more like a rehabilitation center.

Also, most of these people do the shootings were not crazy before, they probably suffer from PTSD or some other kind of stress triggering event, or in this case, is brainwashed by a charismatic individual. The shooter in Roseburg was just some lonely kid who got influenced by a radical jihadist and then convinced him to go kill Christians. So it is not always mentally ill people that are the problem. These people were perfectly sane and then something happened.

Tbh, I think a good way to stop this would be to put security checkpoints around gun free zones and have actual armed police patrol the area. This way, you can't bring any kind of weapom or contraband into the area because you have to go through security. It sounds lame, but when I went to China, that is what we had to do before entering lots of places and buildings. It is really nothing more then a minot inconvenience, something I am willing to do for everyone's safety.
