You join the forums and after being trained can join us on raids. You're not gonna be able to lead any raids or call any attacks yourself when you first join, if that's what you're asking.

That's a bit difficult. I usually just do challenge. You get championship points and they don't even know what you're doing. Try: the world, search nation, type other nation in, go to their nation site, challenge (the last icon next to analyse)

You can learn all the ropes and tricks of attacking regions, and participate in our nice raids after becoming part of our military. To do that, register on our off-site forum and make an introduction thread: http://s4.zetaboards.com/The_Black_Hawks/index/

Raiding hits regions as a whole, there is no game mechanic to attack a specific nation.
