I would suspect it's because the bug type is the weakest overall, not counting the few exceptions where it can be formidable given the right stats and moves.
And while I'm on the subject, when are we going to get a dark gym? Clearly they've been avoiding it for some reason, even though there have been three dark trainers in the Elite 4. I somehow doubt Sun/Moon will have a dark gym, but I'll never stop keeping my hopes up.
