No, against Defenders just bending the rules. If you cant defend a region and they set up a password, then you have lost. However, defenders, on credit of being defenders, can just set up a poll, essentially, which always goes their way on credit of being defenders, and win the region back when raiders receive no such luxury because they play the game differently.
Why can't invaders use liberations? I think both sides can bend the rules if they want to.
Or neither can, that way its more of a replication of real politics, which is something NS does, for the most part, quite well.
