I managed to stop the anarchy by allowing the military to enforce law and order :D... I don't remember an issue though where I let biker gangs take control. Does it have something to do with having too much civil rights?
I don't think so. Betica has a bit more civil rights than Schutzgeidt currently, so maybe it has something to do with political freedoms. Who Knows?! Maybe it could have been a random event.
You become an anarchy when your civil freedoms, political freedoms, and economic freedoms (not economic strength) are all high.
