I have a technical question about NS:

Is having a large black market a good/desirable thing or not? In NS, does the BM contribute to a wealthier society and GDP, or does it detract from such? I recently (in another nation) chose the anti-BM choice in one of the newer issues (606.3, as I recall) and the average income of my poor people dropped 86%!
