Because my nation does have police officers, and prisons. It could also be because my people don't need the government to tell them that it's not ok to steal, murder, rape etc.. Or maybe it's because many of them are wealthy so they don't feel the need to commit robberies. That obviously lowers the crime rate. My Nation has high weaponization. If many of the people are armed than that will make criminals think twice.

In NS: Yes, we love decorating for Christmas.
In RL: Yes, my city will put up a huge Christmas tree around this time.
