By my count, 2. The stabilization period was intended to allow the natives to return, or drum up recruitment and build a reasonable WA base. I think the delegate had three endorsements before the TBR raid, so it'd be good to take this region to pre-raid levels or beyond before Thursday. Unfortunately we'll have to pull out after thursday night's update regardless, because we have elections to attend to back home.
